Rhoddir hysbysiad drwy hyn bod Cyngor Sir Dinas a Sir Caerdydd, ar 25 Hydref 2024 wrth arfer ei bwerau o dan Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (fel y’i diwygiwyd), Rhan 6 Deddf Rheoli Traffig 2004 fel y’i diwygiwyd, Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Parcio (Dinas a Sir Caerdydd) 2010, Rheoliadau Gorfodi Sifil ar Dramgwyddau Traffig Ffyrdd (Darpariaethau Cyffredinol) (Cymru) 2013 a’r holl bwerau galluogi eraill, wedi gwneud Gorchmynion rheoleiddio traffig fydd yn gosod cyfyngiadau traffig ar y darnau o ffordd a nodir yn yr Atodlen isod. Nodir teitl a natur y Gorchmynion hefyd yn yr Atodlen dan sylw isod. Daw’r Gorchmynion i rym ar 29 Hydref 2024 neu ar y dyddiad y caiff y llinellau a’r arwyddion angenrheidiol eu gosod ar y safle, pa bynnag un sydd hwyraf.

Mae’r Cyngor yn croesawu gohebiaeth yn Gymraeg ac yn Saesneg a byddwn yn sicrhau ein bod yn cyfathrebu â chi yn yr iaith o’ch dewis, boed hynny’n Gymraeg, yn Saesneg neu’n ddwyieithog, cyhyd â’ch bod yn dweud wrthym pa un sydd orau gennych. Ni fydd gohebu yn Gymraeg yn arwain at unrhyw oedi.

Os ydych am gwestiynu darpariaethau neu ddilysrwydd y Gorchmynion ar y sail nad yw o fewn y pwerau a roddwyd gan Ddeddf Rheoleiddio Traffig Ffyrdd 1984, neu ar y sail na chydymffurfiwyd ag unrhyw un o ofynion y Ddeddf, neu unrhyw offeryn a wnaed dan y Ddeddf, ynghlwm â’r Gorchmynion, fe allwch, o fewn chwe wythnos i 25 Hydref 2024 wneud cais i’r Uchel Lys at y diben hwn.

ATODLEN
Bydd Gorchymyn Cyngor Sir Dinas A Sir Caerdydd (Gwaharddiadau A Chyfyngiadau Stopio, Aros, Llwytho A Mannau Parcio Ar Y Stryd) (Cydgrynhoi) 2024 (Diwygiad Rhif 12) 2024 a hysbysebwyd yn flaenorol fel Gorchymyn (Diwygio Rhif 24) 2023 Gorchymyn (Cydgrynhoi) (Gwaharddiadau a Chyfyngiadau Stopio, Aros, Llwytho a Mannau Parcio Ar y Stryd) Cyngor Sir Dinas a Sir Caerdydd 2023:

1. Bydd yn eich atal rhag i. Gadael eich cerbyd ar unrhyw adeg yn y rhannau o ffordd yn: Baron’s Court Road ar ochr y de-orllewin o’r gyffordd ag Earls Court Place am 10 metr i'r de ac o'r gyffordd ag Earls Court Place am 7 metr i'r gogledd ac ar ochr de-ddwyrain o’r gyffordd â Hampton Court Road am 9 metr i'r de ac o’r gyffordd â Hampton Court Road am 10 metr i'r gogledd.

Rhodfa Colchester - ar yr ochr ogleddol o'r gyffordd â Hammond Way am bellter o 8 metr i'r dwyrain ac o'r gyffordd â Hammond Way am bellter o 5 metr i'r gorllewin.

Earls Court Place - ar yr ochr ogleddol o'r gyffordd â Baron's Court Road am bellter o 9 metr i'r gorllewin ac ar yr ochr ddeheuol o'r gyffordd â Baron's Court Road am bellter o 10 metr i'r gorllewin. Hammond Way - ar ochr y dwyrain o’r gyffordd â Rhodfa Colchester am 12 metr tua’r gogledd ac ar ochr y gorllewin o’r gyffordd â Rhodfa Colchester 14 metr i’r gogledd.

Hampton Court Road - ar yr ochr ogleddol o'r gyffordd â Baron’s Court Road am bellter o 10 metr i'r dwyrain ac ar yr ochr ddeheuol o'r gyffordd â Baron's Court Road am bellter o 9 metr i'r dwyrain.

Howardian Close - ar ochr y gogledd-orllewin o’r gyffordd â Rhodfa Colchester am 9 metr i’r gogledd ac ar ochr y de-ddwyrain o’r gyffordd â Rhodfa Colchester am 15 metr i’r gogledd-ddwyrain. Scholars Drive, ar y ddwy ochr, o’r gyffordd â Rhodfa Colchester am 9 metr i'r gogledd.

ii. Gadael eich cerbyd a llwytho a dadlwytho rhwng 08:00 a 16:30 o ddydd Llun i ddydd Gwener yn Foster Drive ar y ddwy ochr o’r gyffordd â Hammond Way am 8 metr i’r gogledd-orllewin

Hammond Way - Ar yr ochr dde-ddwyreiniol o bwynt 12 metr i'r gogleddddwyrain o'r gyffordd â Rhodfa Colchester am bellter o 60 metr i'r gogledd-ddwyrain ac o'r gyffordd â Sinclair Drive am bellter o 110 metr i'r gogledd-ddwyrain ac o bwynt 76 metr i'r de-orllewin o'r gyffordd ag Attfield Close am bellter o 28 metr i'r gorllewin ac ar yr ochr ogleddorllewinol o bwynt 14 metr i'r gogledd-ddwyrain o'r gyffordd â Rhodfa Colchester am bellter o 101 metr i'r gogledd-ddwyrain ac o'r gyffordd â Foster Drive am bellter o 74 metr i'r gogledd-ddwyrain.

Sinclair Drive ac o’r gyffordd â Hammond Way am 7 metr i’r de-ddwyrain ac ar ochr y de-orllewin o’r gyffordd â Hammond Way am 9 metr i’r deddwyrain.

iii. Gadael eich cerbyd ar unrhyw adeg a'ch atal rhag llwytho a dadlwytho rhwng 08:00 – 16:30 Llun – Gwener yn Hammond Way ar ei ochr ogleddol o bwynt 41 metr i'r de-ddwyrain o'r gyffordd â W oosnam Close am bellter o 10 metr i'r dwyrain.

New Traffic Orders
For The City And County Of Cardiff

Notice is hereby given that on the 25 October 2024 the County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended), Part 6 of the Traffic Management Act 2004 as amended The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013, The Civil Enforcement of Parking Contraventions (City and County of Cardiff) Designation Order 2010 and of all other enabling powers, made traffic regulation Orders, the general effect of which to impose traffic restrictions in the lengths of road set out in the Schedule below. The title and nature of the Orders is also described in the said Schedule below. The Orders will come into operation on the 29 October 2024 or on the date that the necessary lines and signs are placed on site, whichever is the later.

A copy of the orders and plans showing the location and extent of the restrictions are available. You may inspect copies at the address shown below by prior appointment or obtain copies by sending an email request to roadtrafficorderobjections@cardiff.gov.uk or by making a written request to the address below.

The Council welcomes correspondence in English and Welsh and we will ensure that we communicate with you in the language of your choice, whether that’s English, Welsh or bilingual as long as you let us know which you prefer. Corresponding in Welsh will not lead to any delay. If you wish to question the Orders provisions or validity on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the ground that any requirement of, or any instrument made under the Act, has not been complied with in relation to the Orders, you may, within six weeks from the 25 October 2024 apply to the High Court for this purpose.

Schedule
The County Council Of The City And County Of Cardiff (Prohibitions And Restrictions Of Stopping, Waiting, Loading And Street Parking Places) (Consolidation) Order 2024 (Amendment No.12) Order 2024 previously advertised as The County Council of the City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2023 (Amendment No 37) Order 2023:

1. will prevent you from : 
i. Leaving your vehicle at any time in the lengths in : Baron’s Court Road on its south-west side from its junction with Earls Court Place for a distance of 10 metres south and from its junction with Earls Court Place for a distance of 7 metres north and on its north-east side from its junction with Hampton Court Road for a distance of 9 metres south and from its junction with Hampton Court Road for a distance of 10 metres north.

Colchester Avenue on its north side from its junction with Hammond Way for a distance of 8 metres east and from its junction with Hammond Way for a distance of 5 metres west.

Earls Court Place on its north side from its junction with Baron’s Court Road for a distance of 9 metres west and on its south side from its junction with Baron’s Court Road for a distance of 10 metres west. Hammond Way on its east side from its junction with Colchester Avenue for a distance of 12 metres in a north and on its west side from its junction with Colchester Avenue for a distance of 14 metres north. Hampton Court Road on its north side from its junction with the Baron’s Court Road for a distance of 10 metres east and on its south side from its junction with Baron’s Court Road for a distance of 9 metres east. Howardian Close On its north-west side from its junction with Colchester Avenue for a distance of 9 metres north and on its south-east side from its junction with Colchester Avenue for a distance of 15 metres northeast.

Scholars Drive on both sides from its junction with Colchester Avenue for a distance of 9 metres north.

ii. Prevent you from leaving your vehicle and loading and unloading between the hours of 08:00 – 16:30 Monday – Friday in Foster Drive on both sides from its junction with Hammond Way for a distance of 8 metres north-west.

Hammond Way on its south-east side from a point 12 metres northeast of its junction with Colchester Avenue for a distance of 60 metres northeast and from its junction with Sinclair Drive for a distance of 110 metres northeast and from a point 76 metres southwest of its junction with Attfield Close for a distance of 28 metres in a west and on its north-west side from a point 14 metres northeast of its junction with Colchester Avenue for a distance of 101 metres north-east and from its junction with Foster Drive for a distance of 74 metres in a north-east.

Sinclair Drive and from its junction with Hammond Way for a distance of 7 meters south-east and on its south-west side from its junction with Hammond Way for a distance of 9 metres south-east.

iii. Leaving your vehicle at any time and prevent you from loading and unloading between the hours of 08:00 – 16:30 Monday – Friday in Hammond Way on its north side from a point 41 metres southeast of its junction with Woosnam Close for a distance of 10 metres east.
