MAE GWEINIDOGION CYMRU yn bwriadu gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ymhen dim llai na 7 niwrnod i ddyddiad yr Hysbysiad hwn. Mae angen y Gorchymyn arfaethedig er mwyn gwneud gwaith ar gefnffordd yr A55, neu gerllaw iddi, wrth Dwnnel Conwy, Conwy. 

Effaith y Gorchymyn arfaethedig fydd gwneud y canlynol dros dro:   i. cau, am yn ail â’i gilydd, gerbytffyrdd tua’r dwyrain a’r gorllewin yr A55 a ddisgrifir yn Atodlen 1 i’r Hysbysiad hwn. Bydd gwrthlif yn weithredol yn y lôn allanol o ba un bynnag o’r cerbytffyrdd sy’n aros ar agor i draffig;   ii. rheoli symudiad y traffig drwy fylchau yn llain ganol yr A55, bob ochr i’r Twnnel (a gaiff ei ailagor yn ystod y gwaith), fel a ddisgrifir yn Atodlen 2 i’r Hysbysiad hwn tra bo’r gwrthlif yn weithredol;   iii. gwahardd pob cerbyd, ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys neu ar gyfer y gwaith, rhag cael ei yrru ar y darnau o’r A55 a bennir yn Atodlen 3. Bydd arwyddion traffig a osodir ymlaen llaw yn dangos y cyfnodau pan fydd y ffordd ar gau, a disgwylir mai am gyfnodau byr y byddant yn para, a hynny yn ôl yr angen. Nid oes angen unrhyw lwybrau dargyfeiriol;   iv. gosod terfyn cyflymder o 40 mya ar y darnau o’r A55 a ddisgrifir yn Atodlen 4;   v. gosod terfyn cyflymder o 50 mya ar y darn o’r A55 a ddisgrifir yn Atodlen 5;   vi. gwahardd cerbydau sy’n 3.2 metr neu 3.7 metr o led neu’n fwy rhag mynd ar hyd y darnau o’r A55 a ddisgrifir yn Atodlen 6. Mae’r Atodlen honno hefyd yn disgrifio’r llwybr arall. Un cyfyngiad lled yn unig fydd ar waith ar unrhyw adeg; vii. gwahardd beicwyr a cherddwyr rhag mynd ar y darn o’r llwybr beiciau/llwybr troed sy’n gyfagos i’r A55 a ddisgrifir yn Atodlen 7. Mae’r Atodlen honno hefyd yn disgrifio’r llwybr arall.   Daw’r Gorchymyn i rym ar 11 Tachwedd 2024. Disgwylir y bydd y gwaharddiadau a’r cyfyngiadau dros dro yn weithredol yn ysbeidiol a dros nos yn bennaf (19:30 – 07:00 o’r gloch) o 11 Tachwedd 2024 am gyfnod o 18 mis ar y mwyaf. ATODLEN 1 
Gwrthlif 
Y darn o’r A55 sy’n ymestyn o bwynt 297 o fetrau i’r dwyrain o borth dwyreiniol Twnnel Conwy hyd at bwynt 446 o fetrau i’r gorllewin o borth gorllewinol Twnnel Conwy. 

ATODLEN 2 
Terfynau’r bylchau yn y llain ganol 
Y bwlch yn y llain ganol sydd rhwng pwynt 202 o fetrau i’r dwyrain o borth dwyreiniol Twnnel Conwy a phwynt 297 o fetrau i’r dwyrain o’r porth hwnnw. 
Y bwlch yn y llain ganol sydd rhwng pwynt 353 o fetrau i’r gorllewin o borth gorllewinol Twnnel Conwy a phwynt 446 o fetrau i’r gorllewin o’r porth hwnnw. 

ATODLEN 3 
Gwahardd cerbydau dros dro 
Y darn o gerbytffordd tua’r gorllewin yr A55 sy’n ymestyn o drwyniad y ffordd ymadael tua’r gorllewin wrth Gyffordd 18 (Cyfnewidfa Cyffordd Llandudno) hyd at ganolbwynt trosbont Cyffordd 17 (Cyfnewidfa Morfa Conwy), gan gynnwys y darn o’r ffordd ymuno tua’r gorllewin wrth Gyffordd 18 a’r ffordd ymadael tua’r gorllewin wrth Gyffordd 17. 

Y darn o gerbytffordd tua’r dwyrain yr A55 sy’n ymestyn o drwyniad y ffordd ymadael tua’r dwyrain wrth Gyffordd 17 hyd at ganolbwynt Cyffordd 18, gan gynnwys y darn o’r ffordd ymuno tua’r dwyrain wrth Gyffordd 17 a’r ffordd ymadael tua’r dwyrain wrth Gyffordd 18. 

ATODLEN 4 
Terfyn cyflymder o 40 mya dros dro
Y darn o gerbytffordd tua’r dwyrain yr A55 sy’n ymestyn o ganolbwynt trosbont Traphont y Red Gables hyd at bwynt 191 o fetrau i’r gorllewin o borth gorllewinol twnnel pentir Penmaen-bach tua’r dwyrain. 

Y darn o gerbytffordd tua’r gorllewin yr A55 sy’n ymestyn o ganolbwynt trosbont Brompton Avenue hyd at bwynt 787 o fetrau i’r dwyrain o borth dwyreiniol twnnel pentir Penmaen-bach tua’r dwyrain, gan gynnwys y bylchau yn y llain ganol yn Atodlen 2. 

Y darn o gerbytffordd tua’r dwyrain yr A55 sy’n ymestyn o bwynt 787 o fetrau i’r dwyrain o borth dwyreiniol twnnel pentir Penmaen-bach tua’r dwyrain hyd at ganolbwynt trosbont Brompton Avenue. 

Y darnau o’r ffyrdd ymuno ac ymadael tua’r dwyrain a thua’r gorllewin wrth Gyffordd 17, Cyffordd 18 a Chyffordd 19 (Cyfnewidfa Llansanffraid Glan Conwy).

Terfyn cyflymder o 50 mya dros dro 
Y darn o gerbytffordd tua’r gorllewin yr A55 sy’n ymestyn o ganolbwynt trosbont Brompton Avenue hyd at drwyniad y ffordd ymadael tua’r gorllewin wrth Gyffordd 18 (Cyfnewidfa Cyffordd Llandudno).

Gwahardd cerbydau llydan dros dro 
Y darn o gerbytffordd tua’r dwyrain yr A55 sy’n ymestyn o bwynt 30 o fetrau i’r dwyrain o ganolbwynt Cyffordd 16 hyd at drwyniad y ffordd ymuno tua’r dwyrain wrth Gyffordd 19 (Cyfnewidfa Llansanffraid Glan Conwy), gan gynnwys y ffyrdd ymuno wrth Gyffordd 17 a Chyffordd 18. 

Y darn o gerbytffordd tua’r gorllewin yr A55 sy’n ymestyn o drwyniad y ffordd ymadael tua’r gorllewin wrth Gyffordd 19 hyd at bwynt 30 o fetrau i’r dwyrain o ganolbwynt Cyffordd 16 (Cylchfan y Puffin), gan gynnwys y ffyrdd ymuno tua’r gorllewin wrth Gyffordd 19, Cyffordd 18 a Chyffordd 17. 

Llwybr arall Y llwybr arall ar gyfer cerbydau sy’n teithio tua’r gorllewin fydd ymadael â’r A55 wrth Gyffordd 19, dilyn yr A470 tua’r de i Fetws-y-coed a’r A5 tua’r gorllewin i ailymuno â’r A55 wrth Gyffordd 11 (Llandygái): i’r gwrthwyneb ar gyfer cerbydau sy’n teithio tua’r dwyrain. ATODLEN 7 Gwahardd beicwyr a cherddwyr dros dro Y darn o’r llwybr beiciau/llwybr troed sy’n ymestyn o bwynt 787 o fetrau i’r dwyrain o borth dwyreiniol Twnnel Pentir Penmaen-bach tua’r dwyrain, gan gynnwys y darn o’r llwybr beiciau/llwybr troed sy’n gyfagos i’r ffordd ymadael tua’r dwyrain wrth Gyffordd 17, hyd at ei bentan â’r A547 ar ddiwedd y ffordd ymadael honno. 

Llwybr arall 
Y llwybr arall ar gyfer beicwyr a cherddwyr sy’n teithio tua’r dwyrain fydd mynd ar y bont feiciau dros reilffordd Caer i Gaergybi, Beach Road a’r A547 Meirion Drive: i’r gwrthwyneb i feicwyr/cerddwyr sy’n mynd tua’r gorllewin.

The A55 Trunk Road (Conwy Tunnel, Conwy County Borough) (Temporary Traffic Prohibitions And Restrictions) Order 202-

THE WELSH MINISTERS propose, in not less than 7 days from the date of this Notice, to make an Order under section 14 of the Road Traffic Regulation Act 1984 which
is necessary to undertake works on or near the A55 trunk road at the Conwy
Tunnel, Conwy.
The effect of the proposed Order will be to temporarily:
i. close, alternately, the eastbound and westbound carriageways of the A55 described in Schedule 1 to this Notice. Contraflow will operate in the offside lane of whichever carriageway remains open to traffic;

ii. control the movement of traffic through gaps in the central reservation of the A55, either side of the Tunnel (which will be re-opened during the works), as described in Schedule 2 to this Notice whilst contraflow is in operation;

iii. prohibit all vehicles, other than those being used by the emergency services
and for the works, from being driven on the lengths of the A55 specified in Schedule 3. Any such closures will be indicated by advance traffic signs and are only expected to be for short periods, as required. No diversionary routes are necessary;

iv. impose a 40 mph speed limit on the lengths of the A55 described in Schedule 4;

v. impose a 50 mph speed limit on the length of the A55 described in Schedule 5;

vi. prohibit vehicles with a width of or exceeding 3.2 metres or 3.7 metres from proceeding on the lengths of the A55 described in Schedule 6. The alternative route is also described in that Schedule. Only one width restriction will be in place at a time;

vii. prohibit cyclists and pedestrians from proceeding on the length of the cycleway/footpath adjacent to the A55 described in Schedule 7. The alternative route is also described in that Schedule.

The Order will come into force on 11 November 2024. The temporary prohibitions and restrictions are expected to operate intermittently and mostly overnight (19:30 – 07:00 hours) from 11 November 2024 for a maximum duration of 18 months. Notice of the prohibitions and restrictions will be displayed before the start of any works.

SCHEDULE 1
Contraflow
The length of the A55 that extends from a point 297 metres east of the eastern portal of the Conwy Tunnel to a point 446 metres west of the western portal of the Conwy Tunnel.

SCHEDULE 2
Limits of the central reserve gaps
The gap in the central reservation situated between a point 202 metres east of the eastern portal of the Conwy Tunnel and a point 297 metres east of that portal.

The gap in the central reservation situated between a point 353 metres west of the western portal of the Conwy Tunnel and a point 446 metres west of that portal.

SCHEDULE 3
Temporary prohibition of vehicles
The length of the A55 westbound carriageway that extends from the nosing of the westbound exit slip road at Junction 18 (Llandudno Junction Interchange) to the centre-point of the Junction 17 (Conwy Morfa Interchange) over-bridge, including the length of the westbound entry slip road at Junction 18 and westbound exit slip road at Junction 17.

The length of the A55 eastbound carriageway that extends from the nosing of the eastbound exit slip road at Junction 17 to the centre-point of Junction 18, including the length of the eastbound entry slip road at Junction 17 and eastbound exit slip road at Junction 18.

SCHEDULE 4
Temporary 40 mph speed limit
The length of the A55 eastbound carriageway that extends from the centre-point of Red Gables Viaduct over-bridge to a point 191 metres west of the western portal of Penmaenbach eastbound headland tunnel.

The length of the A55 westbound carriageway that extends from the centre-point of Brompton Avenue over-bridge to a point 787 meters east of the eastern portal of the Penmaenbach eastbound headland tunnel, including the central reserve gaps in Schedule 2.

The length of the A55 eastbound carriageway that extends from a point 787 metres east of the eastern portal of the Penmaenbach eastbound headland tunnel to the centre-point of Brompton Avenue over-bridge.

The lengths of the eastbound and westbound exit and entry slip roads at Junction 17, Junction 18 and Junction 19 (Glan Conwy Interchange).

SCHEDULE 5
Temporary 50 mph speed limit
The length of the A55 westbound carriageway that extends from the centre-point of Brompton Avenue over-bridge to the nosing of the westbound exit slip road at Junction 18 (Llandudno Junction Interchange).

SCHEDULE 6
Temporary prohibition of wide vehicles
The length of the A55 eastbound carriageway that extends from a point 30 metres east of the centre-point of Junction 16 to the nosing of the eastbound entry slip road at Junction 19 (Black Cat Interchange), including the entry slip roads at Junction 17 and Junction 18.

The length of the A55 westbound carriageway that extends from the nosing of the westbound exit slip road at Junction 19 to a point 30 metres east of the centre-point of Junction 16 (Puffin Roundabout), including the westbound entry slip roads at Junction 19, Junction 18 and Junction 17.

Alternative route
The alternative route for westbound vehicles is to leave the A55 at Junction 19, follow the southbound A470 to Betws-y-Coed and the westbound A5 to re-join the A55 at Junction 11 (Llandygai): vice versa for eastbound vehicles.

SCHEDULE 7
Temporary prohibition of cyclists and pedestrians
The length of the cycleway/footpath that extends from a point 787 metres east of the eastern portal of the Penmaenbach Eastbound Headland Tunnel, including the length of cycleway/footpath adjacent to the Junction 17 eastbound exit slip road, to its abutment with the A547 at the end of that slip road.

Alternative route
The alternative route for eastbound cyclists and pedestrians is via the cycle bridge over the Chester to Holyhead railway line, Beach Road and A547 Meirion Drive : vice versa for westbound cyclists/pedestrians.
