What is happening?

Essex County Council

(Borough of Basildon) (Prohibition of Waiting, Loading and Stopping) and

(On-Street Parking Places) (Civil Enforcement Area) (Amendment No.35) Order 202*.

Notice is hereby given that Essex County Council proposes to make the order below under S1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49 and 53 and Part III to Schedule 9 of the Road Traffic Regulation Act 1984 (as amended). To Implement: 'No Waiting at Any Time' Restriction on the following lengths of road in the Borough of Basildon.

(ii) From its junction with Cadogan Terrace (new bellmouth access), South for approximately 15 metres.

(Radford Way, Billericay) (Temporary Prohibition of Traffic)

(Special Event, Billericay Fireworks) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order: To temporarily close Radford Way, Billericay in the Borough of Basildon for its entire length from the roundabout with Mountnessing Road to the B1007 Stock Road. To facilitate the Billericay Community Fireworks Display. The closure is scheduled to commence on 02 November 2024 between the hours of 19:30 to 21:30 (2 hours) or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and assisting spectators of the Firework display to exit main gate.

The alternative route is via: B1007, Western Road, A129 London Road, Mountnessing Road and vice versa.

Access for emergency service vehicles and pedestrians will be maintained at all times during the closure.

The Order will come into operation on 02 November 2024 and may continue in force for 18 months or until the event has been completed, whichever is the earlier.

(Roche Avenue, Rochford)

(Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Roche Avenue, Rochford in the District of Rochford, from its junction with Ashingdon Road for a distance of approximately 20m in a south westerly direction. The closure is scheduled to commence on 20th November 2024 for 1 night (19:00-05:00), or where stated on a valid permit (EP02231011651 - MACL). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while resurfacing roundabout works are undertaken by MACL.

An alternative route is available via Ashingdon Road, Leecon Way, Lesney Gardens, Barbara Close and vice versa (with access only into Roche Avenue).

The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Thelma Avenue, Canvey Island)

(Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Thelma Avenue, Canvey Island in the Borough of Castle Point, from its junction with Paarl Road to its junction with Tongres Road a distance of approximately 240m. The closure is scheduled to commence on 20th November 2024 for 2 days, or where stated on a valid permit (EP201EH2373894 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

An alternative route is available via Tongres Road, Waarden Road, Paarl Road and vice versa (with access only into Thelma Avenue).

The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic & Clearway) (No.23) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of roads in the Borough of Basildon as specified in the schedule to this Order.

2. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on those lengths of roads as specified in the schedule for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

3. "The Essex County Council (Basildon Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 31st October 2024, exact dates will be specified on One.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

Effect of the order: To temporarily close that length of Castledon Road, Chelmsford/Castledon Road, Wickford in the Borough of Basildon, from the junction with Vera Road to the junction with Elizabeth Drive a distance of approximately 1050m. The closure is scheduled to commence on 18th November 2024 for 3 days, or where stated on a valid permit (EP201EH2368445 & EP201EH2375074 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

An alternative route is available via Castledon Road, London Road, Crays Hill, Southend Road, Bell Hill Roundabout, Sun Street, High Street, Norsey Road, Downham Road, Church Road and vice versa.

The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Dalys Road, Rochford)

(Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Dalys Road, Rochford in the District of Rochford, from its junction with Ashingdon Road for a distance of approximately 20m in a south easterly direction. The closure is scheduled to commence on 20th November 2024 for 1 night (19:00-05:00), or where stated on a valid permit (EP02231011642 - MACL). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while resurfacing roundabout works are undertaken by MACL.

An alternative route is available via Ashingdon Road, West Street, Bradley Way, South Street and North Street or North Street, Weir Pond Road, East Street, South Street, Bradley Way, West Street and Ashingdon Road (with access only into Dalys Road).

The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Greens Farm Lane, Billericay)

(Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Greens Farm Lane, Billericay in the Borough of Basildon, from a point approximately 395m north west of its junction with Outwood Farm Road for a distance of approximately 210m in a north westerly then north easterly direction. The closure is scheduled to commence on 3rd November 2024 for 5 days, or where stated on a valid permit (MG07276706-CTM-SC-POLE - O2 (UK) Limited). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole installation works are undertaken by O2 (UK) Limited.

An alternative route is available via Greens Farm Lane, Outwood Common Road, Southend Road, Chapel Street, Hillside Road, Valley Road, Meadow Rise and vice versa.

The Order came into effect on 24th October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Pitsea Hall Lane, Pitsea)

(Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Pitsea Hall Lane, Pitsea in the Borough of Basildon, from a point approximately 45m southwest of its junction with Station Approach for a distance of approximately 60m in a south westerly direction. The closure is scheduled to commence on 17th November 2024 for 24 hours (02:00-02:00), or where stated on a valid permit (KL733TLL-32-23-171123 - Network Rail Infrastructure Ltd). The scheduled dates may vary for these works with appropriate signs showing and/ or displayed on one.network. The closure is required for the safety of the public and workforce while rail crossing works are undertaken by Network Rail Infrastructure Ltd.

The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(A1245 Chelmsford Road, Rawreth)

(Temporary Introduction of 40mph Speed Limit) (No.5) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily introduce a 40mph speed limit in that length of road A1245 Chelmsford Road, Rawreth in the District of Rochford, from both of its junctions with Carpenters Arms Roundabout to its junction with Rawreth Lane a distance of approximately 2505m.

The works being undertaken will take place within an 18-month period from 17th October 2024, exact dates will be specified on One.network.

(Furtherwick Road, Canvey Island)

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Furtherwick Road, Canvey Island in the Borough of Castle Point, from its junction with Long Road to its junction with Waarden Road a distance of approximately 270m.

2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' in the above length of road for the duration of the closure only.

"The Essex County Council (Castle Point Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure/restriction is scheduled to commence on 4th November 2024 for 12 nights (19:00-06:00), or where stated on a valid permit (EP201EH2351178B - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/ restriction is required for the safety of the public and workforce while island works and resurfacing works are undertaken by Essex County Council.

An alternative route is available via Knightswick Road, Central Wall Road, Somnes Avenue, Somnes Avenue Roundabout, Canvey Way Roundabout, Canvey Road, Canvey Road Roundabout North, Canvey Road Roundabout South, Long Road, Furtherwick Road and vice versa.

The Order came into effect on 17th October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Hall Farm Road, Benfleet)

(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Hall Farm Road, Benfleet in the Borough of Castle Point, from a point approximately 40m south east of its junction with Fleet Road for a distance of approximately 30m in a south easterly direction.

2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' restriction in the above length of road for the duration of above closure only.

"The Essex County Council (Castle Point Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure and restriction is scheduled to commence on 5th November 2024 for 2 days, or where stated on a valid permit (BC411SA001WFLD616J -Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure and restriction is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.

An alternative route is available via Hall Farm Road, Green Road, Fleet Road and vice versa.

The Order came into effect on 17th October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(High Street, Canvey Island)

(Temporary Suspension of One Way) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily suspend the one way in that length of High Street, Canvey Island in the Borough of Castle Point, from a point approximately 210m southeast, southwest then southeast of its junction with Knightswick Road to its junction with Foksville Road a distance of approximately 175m.

The suspension is scheduled to commence on 4th November 2024 for 12 nights (20:00-06:00), or where stated on a valid permit (EP201EH2351178A - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The suspension is required for the safety of the public and workforce while island works and resurfacing works are undertaken by Essex County Council.

The Order came into effect on 17th October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Use) (Streetworks No.6) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of footpath/footway in the Borough of Basildon, as detailed in the Schedule.

2. The works are scheduled to commence after 17th October 2024, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on One.Network. The footpaths/ footways will be closed to facilitate each phase and then re-opened to the public. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the footpaths/footways.

3. The closures are required for the safety of the public and workforce while mains replacement works are undertaken by Cadent Gas.

The closure is scheduled to commence on 4th November 2024 for 1 day, or where stated on a valid permit (BC1170000000000297948DNO -Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead cabling works are undertaken by Openreach. No alternative route is available.
