(Colchester City) (Prohibition of Stopping)
(Civil Enforcement Area) (Amendment No 61) Experimental Order 2024
Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1 July 2022 has made an Order under Sections 9 and 10 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984.
The effect of the Order: To introduce an experimental No Stopping At Any Time (double red lines) on Wagtail Mews and on the junction with Christopher Garnett Chase, Stanway, Colchester.
This Order will be incorporated on an experimental basis into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing tile numbers TL945 240 revision 1 with revision 2 and TL950 240 revision 0 with revision 1.
Date of operation: The Order will come into effect on Monday 4th November 2024 and may last up to 18 months. Any alterations to this Order which will render it less restrictive may be authorised by the Parking Partnership Head of Service, without the requirement to re-advertise the Order under Section 10(2) of the said Act, and after consultation with the Chief Officer of Police.

Objections: The Council will consider in due course whether the provisions of the experimental order should be continued in force indefinitely. Within a period of six months beginning from the date on which the experimental order came into force, or if that order is varied by another order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force, any person may object to the making of an order for the purpose of such indefinite continuation. Application to the High Court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

The effect of the Order:
1. This Order will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing tile numbers TL990 255 revision 0 with revision 1, TL990 260 & TL995 247 revision 1 with revision 2 and TL985 247 revision 2 with revision 3.

(High Street, Head Street, St Nicholas Street, Culver Street East and North Hill Colchester) (Temporary Stopping, Loading and Waiting Restriction) Order (High Street, Head Street, St Nicholas Street, Culver Street East and North Hill Colchester) (Temporary Stopping, Loading and Waiting Restriction) Order 2024
Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 intends to make the above order under Section 14 (1) of the Road Traffic Regulation Act 1984.
Effects of the order: To suspend parking and waiting restrictions and to introduce no waiting and no loading on the High Street, St Nicholas Street, Head Street and Culver Street East in the City of Colchester. A temporary taxi rank will also be introduced on North Hill in the City of Colchester for the duration of the event.

The Order will come into operation at 6pm on 9th November 2024 and will continue in force until 1pm on 10th November 2024.
(Laurence Byrne Avenue, Stanway)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).
Effect of the order: Essex County Council intends to temporarily close to through traffic Laurence Byrne Avenue, Stanway in the City of Colchester, at a point approximately 110 metres from its junction with Dyers Road, Stanway in the City of Colchester.
The closure is scheduled to commence on 28 October 2024 or where appropriate signs are showing and weather permitting. The closure is required to formalise the S106 obligation to close through traffic until the Southern Bypass is completed linking Warren Lane to Blackberry Lane.
The alternative route will be via Laurence Byrne Avenue, Dyers Road, Blackberry Road, Warren Lane and vice versa.
The Order will come into effect on 28 October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Abberton Road, Fingringhoe)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Abberton Road, Fingringhoe in the City of Colchester, from a point approximately 80m south west of its junction with Haye Lane for a distance of approximately 30m in a south westerly direction. The closure is scheduled to commence on 20th November 2024 for 1 day, or where stated on a valid permit (EC30027409793 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while supply upgrading works are undertaken by UK Power Networks.
An alternative route is available via Abberton Road, Fingringhoe Road, Mersea Road, Blackheath, Mersea Road, St Botolphs Circus, Magdalen Street, Military Road, Old Heath Road, Fingringhoe Road, Rowhedge Road and vice versa (with access only into Chapel Road, Abberton Road).
The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Barn Hall Avenue, Colchester)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Barn Hall Avenue, Colchester in the City of Colchester, from a point approximately 30m south west of its junction with Canwick Grove for a distance of approximately 30m in a south westerly direction. The closure is scheduled to commence on 18th November 2024 for 3 days, or where stated on a valid permit (AD01310771457 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new supply works are undertaken by Anglian Water.
An alternative route is available via Cavendish Avenue, Canwick Grove and vice versa (with access only into Barn Hall Avenue).
The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Firs Chase, West Mersea)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Firs Chase, West Mersea in the City of Colchester, from its junction with Stonehill Way for a distance of approximately 30m in a north easterly direction. The closure is scheduled to commence on 19th November 2024 for 1 day, or where stated on a valid permit (EC30096945716 - UK Power Networks).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead cabling works are undertaken by UK Power Networks.
An alternative route is available via Rosebank Road, Victory Road and vice versa (with access only into Firs Road, Firs Chase, Coast Road).
The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Frating Abbey Farm Road, Frating)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Frating Abbey Farm Road, Frating in the District of Tendring, from its junction with Great Bentley Road to its junction with B1027 a distance of approximately 2015m. The closure is scheduled to commence on 18th November 2024 for 2 days, or where stated on a valid permit (EP201EH2370377 -Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Great Bentley Road, Station Road, Clacton Road, Church Road and vice versa.
The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hall Road, West Bergholt in the City of Colchester, from a point approximately 140m south west of its junction with Bures Road for a distance of approximately 25m in a south westerly direction. The closure is scheduled to commence on 19th November 2024 for 3 days, or where stated on a valid permit (AD01310772224 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while utility repair works are undertaken by Anglian Water.
An alternative route is available via Bures Road, Colchester Road, Lexden Road, Hall Road and vice versa (with access only into Hall Road).
The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Harsnett Road, Colchester)
(Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Harsnett Road, Colchester in the City of Colchester, from its junction with Kimberley Road to its junction with Port Lane a distance of approximately 180m. The closure is scheduled to commence on 21st November 2024 for 3 days, or where stated on a valid permit (EP201EH2372379 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.
An alternative route is available via Kimberley Road, Morant Road, Port Lane and vice versa.
The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Layer Road, Colchester)
(Temporary Prohibition of Traffic & Temporary Introduction of a Clearway)
Order (No.29) 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of road in the City of Colchester as specified in the schedule to this Order.
2. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above length of road and those in the schedule for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.
The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 31st October 2024, exact dates will be specified on one.network. The road will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
