Notice is hereby given that the Essex County Council proposes to make the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 47, 49, 53, 84(1)(a) and (2), Part IV and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended)
Effect of the order To Implement: ‘Permit Parking Area Z17, Mon-Fri 8am-10am and 2pm-4pm’
Road Description
Frank Brazier Road From its western junction with George Heard Crescent to its northern junction with George Heard Crescent, for its entire lengths, including any turning heads to the points where it meets the Private Drives.
Frederick Malyon Road From its northern junction with George Heard Crescent, to its eastern and southern junctions with George Heard Crescent, for its entire lengths to the points where it meets the Private Drives.
George Heard Crescent From its junction with Regiment Gate for its entire lengths, including any turning heads to the points where it meets the Private Drives.
Henry Shuttlewood Drive From its junctions with Regiment Gate to its junctions with Walter Whybro Crescent, for its entire lengths to the points where it meets the Private Drives. Knight Link From its junction with Walter Whybro Crescent to its junction with Henry Shuttlewood Drive, for its entire length to the points where it meets the Private Drives.
Walter Whybro Crescent From its junctions with Henry Shuttlewood Drive, for its entire lengths, including any turning heads to the points where it meets the Private Drives.
William Cresswell Road From its northern junction with Walter Whybro Crescent to its eastern junction with Walter Whybro Crescent, for its entire length, including any turning heads to the points where it meets the Private Drives.
All residential properties of Frank Brazier Road, Frederick Malyon Road, George Heard Crescent, Henry Shuttlewood Drive, Knight Link, Walter Whybro Crescent, and William Cresswell Road inclusive of those with private drives will be eligible to apply for a permit.

This Order will be incorporated into ‘The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting Map Tiles: TL720 102 revision 2 to revision 3, TL720 105 revision 1 to revision 2, TL725 102 revision 3 to revision 4 and TL725 105 revision 2 to revision 3.

(Park Avenue, Chelmsford) (Temporary Prohibition of Right-Hand Turn) (Special Event, Chelmsford Fireworks) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily prohibit vehicles from making a right-hand turn onto Park Avenue, in the City of Chelmsford as follows.
Road Description
Park Avenue, Chelmsford From Rainsford Road into Park Avenue.
The temporary prohibition of vehicles on making a right-hand turn, is scheduled to commence on 02 November 2024 from 15:00 to 21:00 (6 hours). The permanent lights at the junction with be switched off while traffic management is in place for the event. Temporary lights will be installed at the junction, or where appropriate signs are showing and weather permitting, and is required for the safety of the public while the Chelmsford Firework Event is taking place.
The alternative route will be via Rainsford Road, Chignal Road, Melbourne Avenue, Langton Avenue, Kings Road, Swiss Avenue, Park Road and vice versa.
Access for emergency service vehicles and pedestrians will be maintained at all times during the restriction.
The Order will come into operation on 02 November 2024 and may continue in force for 18 months or until the event has been completed, whichever is the earlier.
(Banters Lane, Great Leighs) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Banters Lane, Great Leighs in the City of Chelmsford, from a point approximately 335m south east then north east then south east of its junction with Main Road for a distance of approximately 85m in a south easterly direction. The closure is scheduled to commence on 18th November 2024 for 12 days, or where stated on a valid permit (EN013317606 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Essex And Suffolk Water.
An alternative route is available via Main Road, Boreham Road, Mill Lane and vice versa (with access only into Banters Lane).
The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Northbound Slip From Maldon Road To Essex Yeomanry Way, Great Baddow) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Northbound Slip From Maldon Road To Essex Yeomanry Way, Great Baddow in the City of Chelmsford, from its junction with Maldon Road for a distance of approximately 300m in a north westerly then north easterly direction. The closure is scheduled to commence on 18th November 2024 for 1 night (20:00-05:00), or where stated on a valid permit (EN01335102B – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while trial hole investigation works are undertaken by Essex And Suffolk Water.
An alternative route is available via Maldon Road, A12, Gingerbreadhall Bridge Roundabout, Southend Road, North Roundabout, Southend Road, Essex Yeomanry Way.
The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Slip Road From A127 To M25 Westbound, Little Warley) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Slip Road From A127 To M25 Westbound, Little Warley in the Borough of Brentwood, from its junction with A127 to its junction with A127 M25 J29 Roundabout a distance of approximately 465m. The closure is scheduled to commence on 19th November 2024 for 4 nights (22:00-05:00), or where stated on a valid permit (FN49381619159 – National Highways). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while M25 surfacing works are undertaken by National Highways.
An alternative route is available via Southend Arterial Road, Eastern Avenue East (Roundabout), Colchester Road, A12 M25 J28 Roundabout, M25 J28 Join S, M25.
The Order will come into effect on 31st October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Banters Lane, Great Leighs) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Banters Lane, Great Leighs in the City of Chelmsford, from its junction with Main Road for a distance of approximately 400m in a south easterly then north easterly then south easterly direction. The closure is scheduled to commence on 6th November 2024 for 2 days, or where stated on a valid permit (BC008WFNNJ93SSB – Openreach).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while underground structure works are undertaken by Openreach.
An alternative route is available via Banters Lane, Mill Lane, Boreham Road, Main Road and vice versa.
The Order came into effect on 17th October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Swiss Avenue, Chelmsford) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
Phase 1: To temporarily close that length of Swiss Avenue, Chelmsford in the City of Chelmsford, from its junction with Kings Road to its junction with Dixon Avenue a distance of approximately 220m.
Phase 2: To temporarily close that length of Swiss Avenue, Chelmsford in the City of Chelmsford, from its junction with Broomfield Road to its junction with Dixon Avenue a distance of approximately 495m.
The closures are scheduled to commence on 4th November 2024 for 40 days, or where stated on a valid permit (AZ5011001352101 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while gas main replacement works are undertaken by Cadent.
An alternative route is available via Kings Road, Corporation Road, Broomfield Road, Parkway, Rainsford Road and vice versa (with access only into Park Avenue, Swiss Avenue).
The Order came into effect on 17th October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
