Various Roads In Mole Valley - Temporary Prohibition Of Traffic Order For Surface Dressing, Pre-Patching/Patching Works

What is happening?

THE SURREY COUNTY COUNCIL

Zig Zag Road, Box Hill (Beat Box Hill Running Event) (Temporary Prohibition of Traffic) Order 2024
On 23 October 2024 Surrey County Council made the above mentioned Temporary Order, with the consent of the National Trust, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”), the effect of which will be to prohibit all vehicles from entering or proceeding along that length of Zig Zag Road, Box Hill as extends from the entrance to Box Hill East Car Park to a point 100m east of the junction of the B2209 Old London Road and Zig Zag Road, or any parts thereof. Such restriction shall also apply in relation to the riding, leading or driving of horses or any other animals. The Order will come into effect on 26 October 2024, for a period of one day and is required to facilitate the holding of an event on the highway, namely the Beat Box Hill running event. The temporary closure specified above will not apply to such vehicles being used in connection with the said event, or to anything done on the direction or with the permission of a police constable in uniform or a traffic marshal, or any sign placed by Surrey Police. Emergency access will be maintained for the police, fire brigade and ambulance services; for residents requiring care; and for organisations responsible for dealing with the loss of supplies of gas, electricity, water or electronic communications, to premises in the area; and for the removal of any obstruction to traffic; and also for essential carers. No exemption will apply for disabled persons’ vehicles. The prohibition will only be operative while the relevant traffic signs are displayed.

The Council are satisfied that, in order to avoid danger to persons or other traffic using the road to which this Order relates, or for preventing the likelihood of any such danger arising, vehicular access to premises situated in such lengths of roads specified in this Notice, or accessible only therefrom, may be restricted, save for emergency access as indicated above. It is anticipated that the temporary closure will apply in the length of road between the East Car Park and Box Hill Cafe from 9am to 10m and in the length of road between Box Hill Café and the terminal point 100m east of the junction with Old London Road, from 9am to 11.30am. Access for pedestrians will be unaffected. The Council are also satisfied, in accordance with subsection (3) of Section 16A of the Act, that the event to which the Order relates cannot be held otherwise than on a road. 

Alternative routes will be signed.

Cotmandene (D2834) Dorking Temporary Prohibition of Traffic Order 2024
On 23 October 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Cotmandene (D2834) Dorking as extends from a point in line with the south-western boundary of No.20 Cotmandene to its junction with (D3246) Coleridge Road. Alternative Route – Cotmandene; Heath Hill; Dene Street; Chart Lane ; and Cotamandene. The Order is required to allow telegraph pole installation and/or telegraph pole replacement works and/or any other associated works to be carried out by, or on behalf of BT Openreach within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over two days between the hours of 9am and 5pm within the 12-month period of operation of the Temporary Order that commences on 07 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, the emergency services, pedestrians and dismounted cyclists will be maintained at all times. All other through traffic will be required to use the signed diversion route.

Partridge Lane (C60) Newdigate Temporary Prohibition of Traffic Order 2024
On 23 October 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Partridge Lane (C60) Newdigate. Alternative Route – Parkgate Road; Village Street; and Rusper Road. The Order is required to allow correlation points installation for mains water monitoring works and/or new mains water connection works and/or any other associated works to be carried out by, or on behalf of SES Water within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over two weeks between the hours of 8am and 5pm within the 12-month period of operation of the Temporary Order that commences on 04 November 2024 and are expected to be carried out as rolling road closures. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access pedestrians, and dismounted cyclists will be maintained at all times. Access for residents with properties within the closure area will be maintained at all times, via the diversion route if necessary. Due to the nature of the works, all other traffic including the emergency services will be required to use the signed diversion route. 

Ottways Lane (D2575) Ashtead Temporary Prohibition of Waiting Loading and Unloading Order 2024
On 23 October 2024 Surrey County Council made the above mentioned Temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Ottways Lane (D2575) Ashtead as extends from its junction with (X15253) Ottways Avenue to its junction with (D2649) West Farm Avenue. This Temporary Order is required to facilitate traffic management set up works by or on behalf of Traffic Control 123. These works are anticipated to be completed within 1 day of the 12-month period of operation of this Order which commences on 07 November 2024. This temporary restriction will only operate when the relevant traffic signs are displayed and only to such extent as indicated by those traffic signs. Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

B2219 Holly Lane, Banstead Temporary Speed Limit Order 2024
On 23 October 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984 the “Act”, the effect of which will be to impose a speed limit of 30mph on that length of B2219 Holly Lane, Banstead that extends from its southern junction with D1088 Holly Lane West, to its junction with Elizabeth Drive. This Traffic Order is required to enable Southern Gas Networks to carry out gas mains replacement and/or maintenance works. These works are anticipated to be carried out between the hours of 8am and 5pm, within 4 weeks of the 18 month period of operation of this Temporary Order that commences on 04 November 2024. Advanced warning signs will be displayed and the temporary speed limit, which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. The speed limit imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Police. 

C68 Shipley Bridge Lane, Smallfield Temporary Prohibition of Traffic Order 2024
On 23 October 2024 Surrey County Council made the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of C68 Shipley Bridge Lane, Smallfield that extends from its junction with B2037 Antlands Lane, for a distance of 100m. This Traffic Order is required to enable Sutton and East Surrey Water to carry out water mains connection and/or maintenance works in C68 Shipley Bridge Lane outside “Glenmore”. These works are anticipated to be carried out between the hours of 8am and 5pm, within 5 days of the 12 month period of operation of this Temporary Order that commences on 28 October 2024. Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for emergency vehicles, residents and businesses will be maintained at all times via the alternative route: - Antlands Lane, Copthorne Bank and Shipley Bridge Lane.

Burrows Close (D2510) Bookham Temporary Prohibition of Traffic Order 2024
On 23 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Burrows Close (D2510) Bookham. This Order is required to facilitate installation of new telegraph pole works for, or on behalf of Road Traffic Management Ltd. These works are anticipated to be carried out over 2 days, between the hours of 9am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 07 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians, cyclists, and equestrians. There is no alternative route for this closure.

Horsham Road (C52) and Wigmore Lane (D298), Beare Green Temporary Prohibition of Traffic Order 2024
On 23 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Horsham Road (C52) Beare Green as extends from its junction with ((D298) Wigmore Lane and (C52) Seamans Green Road and for a distance of 200 metres in a north easterly direction along Horsham Road; (b) Wigmore Lane (D298), Beare Green as extends from its junction with (C52) Horsham Road and (C52) Seamans Green Road to its junction with (A24) Capel By-pass. 
Alternative Route: Seamans Green Road, The Street, Wolves Hill, (A24) Clarks Green Roundabout, (A24) Capel By-pass, (A24) Beare Green Roundabout, and Horsham Road, or this route in reverse. This Order is required to facilitate telecom utility works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 04 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists.

Lusted Hall Lane (D450) Tatsfield Temporary Prohibition of Traffic Order 2024
On 23 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Lusted Hall Lane (D450) Tatsfield as extends from its junction with Lillie Road to its junction with St Marys Green. Alternative Route: Lusted Hall Lane, (D450) Westmore Green, (D446) Westmore Green, Ship Hill, Old Lane, and Ricketts Hill Road, or this route in reverse. This Order is required to facilitate a safe working zone, for telecom utility works, for or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 06 November 2024. Advanced warning signs will be displayed, will only operate when the relevant traffic signs are displayed. 
Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

Slough Lane (D314) Headley Temporary Prohibition of Traffic Order 2024
On 23 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Slough Lane (D314) Headley. Alternative Route: Tumber Street, (B2033) Leech Lane, (B2033) Tot Hill, and Church Lane, or this route in reverse. This Order is required to facilitate telecom pole testing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 05 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians, cyclists, and equestrians. 

London Road (C253) Dorking Temporary Prohibition of Traffic and Right Turn Order 2024
On 23 October 2024 Surrey County Council made the above-mentioned Temporary Order under section 14(1) of the Road Traffic Regulations Act 1984, the effect of which will be to prohibit vehicles that are travelling north eastbound on London Road (C253) Dorking from turning right into ((A24) Deepdene Avenue. Alternative Route: (A24) Deepdene Avenue, (A24) London Road, and (A24) Deepdene Avenue, or this route in reverse. This Order is required to facilitate traffic signal slot cutting works for, or on behalf of Surrey County Council. These works are anticipated to be carried out as soon as possible, for 1 night, between the hours of 8pm and 5am, during the 18-month period of operation of this Order which will commence on 07 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. The above restriction shall not apply to vehicles being used in relation to anything done with the permission or at the direction of a police constable in uniform; or in accordance with any restrictions or requirement indicated by traffic signs placed on the road by or on behalf of the Police.

Chipstead Lane (C139) Lower Kingswood Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Chipstead Lane (C139) Lower Kingswood as extends from its junction with (X25164) Sandy Lane to its junction with (X25149) Millfield Lane. Alternative Route: (1) Chipstead Lane, White Hill, High Road, Blackhorse Lane, (A217) Brighton Road, (A217) Reigate Hill, (A217) Brighton Road, and Chipstead Lane, and; (2) Chipstead Lane, (A217) Brighton Road, Blackhorse Lane, High Road, White Hill, and Chipstead Lane. This Order is required to carry out S278 works for, or on behalf of Arc Construction Group Ltd. These works are anticipated to be carried out over 1 day, between 8am and 5pm, during the 12-month period of operation of this Order which will commence on 18 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. Due to the nature of the works, it will not be possible to maintain vehicular access through the closure, and all vehicular traffic, including the emergency services will be required to use the signed diversion route. No sole access will be affected by this closure.

Various Roads in Tandridge Temporary Prohibition of Traffic Order (No.8) 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified and described in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate surface dressing, pre-patching/patching works and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 11 November 2024. Advanced warning signs will be displayed and the temporary closure and the suspension of the Order will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route.

1. that length of D447 Rag Hill Road, Tatsfield between its junctions with Old Lane eastwards to the boundary between the District of Tandridge and the London Borough of Bromley. Alternative Route – Tatsfield Lane, A233 Main Road, A233 London Road, A233 Beggars Lane, A23 Brasted Road, A25 Vicarage Hill, B2024 Croydon Road, B2024 Clarkes Lane and D447 Church Hill;
2. the entire length of D409 Saxbys Lane, Lingfield. Alternative Route – D408 Station Road and D410 Bakers Lane;
3. the entire length of D1383 Maple Road, Whyteleafe. As Maple Road is a cul-de-sac, there is no diversion route possible for this road closure;
4. that length of B269 High Street, Limpsfield which extends from its junction with Detillens Lane and its junction with Westerham Road. 

Alternative Route – B2025 Detillens Lane and A25 Westerham Road.

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified and described in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate surface dressing, pre-patching/patching works and/ or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 11 November 2024. Advanced warning signs will be displayed and the temporary closure and the suspension of the Order will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route.

1. that length of C62 Charlwood Road and C62 Horley Road, Charlwood which extends from its junction with Lowfield Heath Road to its junction with C62 Reigate Road. Alternative Route – C62 Reigate Road, A217 Reigate Road, A217 Dovers Green Road, C223 Sliphatch Road, C223 Clayhall Road, C58 Flanchford Road, C57 Tapners Road, C57 Smalls Hill Road, C57 Norwood Hill Road and C62 The Street; 
2. that length of A217 Reigate Road, Hookwood which extends from its junction with Horse Hill south-wards to the roundabout junction with C62 Reigate Road. Alternative Route – A217 Reigate Road, A217 Dover Green Road, A2044 Woodhatch Road, A23 Brighton Road, A23 Bonehurst Road, A23 Brighton Road and A217 Reigate Road;
3. that length of B2122 Epsom Road, Leatherhead which extends from its junction with A24 By-Pass Road to its junction with B2122 Leret Way. 

Alternative Route – B2122 The Crescent, B2033 Church Street, B2450 Dorking Road and A24 By-Pass Road.

Various Roads in Reigate and Banstead Temporary Prohibition of Traffic Order (No.7) 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified and described in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate surface dressing, pre-patching/patching works and/ or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 12 November 2024. Advanced warning signs will be displayed and the temporary closure and the suspension of the Order will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. 2. that length of D1263 Cormongers Lane, Redhill which extends from its junction with A25 Nutfield Road to its junction with C67 Nutfield Marsh Road. Alternative Route – A25 Nutfield Road, A25 High Street, C67 Church Hill and C67 Nutfield Marsh Road;
3. that length of D1165 Gatton Bottom, Merstham/Reigate and D1165 Tower Lane, Reigate which extends from the junction with D1178 Rocky Lane to the junction with A23 London Road North. Alternative Route 1 – D1165 Tower Lane, D1165 Back Lane, A217 Reigate Hill, D1210 Raglan Road, A242 Croydon Road, A242 Gatton Park Road, A23 London Rd South, A23 High Street and A23 London Road South; Alternative Route 2 – A23 London Road South, A23 High Street, A23 London Road South, A242 Gatton Park Road, A242 Croydon Road, A217 Reigate Hill, About turn at the roundabout with M25, A217 Reigate Hill (southbound), D1165 Back Lane and D1165 Tower Lane.
