What is happening?

NOTICE OF MAKING
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(BEACH ROAD, CLIFTON DRIVE NORTH, NORTH PROMENADE AND TODMORDEN ROAD, LYTHAM ST ANNES, FYLDE BOROUGH) (REVOCATION, PROHIBITION OF WAITING AND LOADING AND LIMITED WAITING PARKING PLACE) ORDER 2024

NOTICE IS HEREBY GIVEN that on 16 October 2024 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the "Lancashire County Council (Fylde Borough Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
a) Items (70)a)(i), (70)b)(i), (70)b)(vi), (70)c)(i) and (70)d) of Schedule 10.01;
b) Item (1)(i) of Schedule 12.100.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Beach Road, Lytham St Annes, the south east side, from its junction with the centreline of North Promenade for a distance of 20 metres in a north easterly direction;
b) Clifton Drive North, Lytham St Annes, both sides, from its junction with the centreline of Devonshire Road for a distance of 27 metres in a north westerly direction;
c) Clifton Drive North, Lytham St Annes, the north east side, from its junction with the centreline of Highbury Road West to a point 35 metres south east of its junction with the projected centreline of Todmorden Road;
d) Clifton Drive North, Lytham St Annes, the north east side, from a point 31 metres north west of its junction with the centreline of Beach Road for a distance of 62 metres in a south easterly direction;
e) Clifton Drive North, Lytham St Annes, the north east side, from its junction with the centreline of Cavendish Road for a distance of 50 metres in a south easterly direction;
f) Clifton Drive North, Lytham St Annes, the south west side, from a point 31 metres south east of its junction with the centreline of Beach Road for a distance of 53 metres in a north westerly direction;
g) Clifton Drive North, Lytham St Annes, the south west side, from a point 35 metres south east of its junction with the centreline of Todmorden Road to a point 18 metres north west of its junction with the projected centreline of Highbury Road West;
h) Clifton Drive North, Lytham St Annes, the south west side, from its junction with the centreline of Bentinck Road for a distance of 50 metres in a south easterly direction;
i) North Promenade, Lytham St Annes, the south west side, from a point 13 metres south east of its junction with the projected centreline of Bentinck Road for a distance of 20 metres in a north westerly direction;
j) North Promenade, Lytham St Annes, the south west side, from a point 16 metres south east of its junction with the projected centreline of Beach Road for a distance of 20 metres in a north westerly direction;
k) Todmorden Road, Lytham St Annes, the south east side, from its junction with the centreline of Clifton Drive North for a distance of 38.5 metres in a south westerly direction.
3. Introduce a prohibition of loading or unloading in the following lengths of road:
a) Clifton Drive North, Lytham St Annes, the south west side, from its junction with the centreline of Todmorden Road for a distance of 74 metres in a north westerly direction;
b) Todmorden Road, Lytham St Annes, both sides, from its junction with the centreline of Clifton Drive North for a distance of 38.5 metres in a south westerly direction.
4. Introduce a limited waiting parking place for 2 hours, with no return within 2 hours between 8am and 6pm in North Promenade, Lytham St Annes, the south west side, from a point 16 metres south west of its junction with the projected centreline of Beach Road for a distance of 189 metres in a south easterly direction.

This Order will come into force on the 28 October 2024. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Fylde Borough Council, Town Hall, Lytham St Annes, FY8 1LW, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website http://www.lancashire.gov.uk/roads-parking-and-travel/roads/roadworks-and-traffic-regulation-orders/permanent.aspx, quoting ref: LSG4/894. 17380/AFR. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
