Notice is hereby given that the Council of the London Borough of Haringey proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
The general effect of the Order would be to make the following changes to parking permit policy and charges designed to more accurately reflect the real-world impact of vehicle usage. The new charges seek to address the environmental impact of vehicles, considering factors such as the volume of vehicles, emissions and vehicle size.
a) To vary the parking charges of on-street parking permits and associated fees as set out in full in the Schedule at the end of this notice.
b) To introduce a new lower permit charging band for fully electric vehicles (Battery Electric Vehicles (BEVs)). Remaining C02 emission charge bands to be adjusted to accommodate this new charge band.
c) To introduce a vehicle size surcharge of 5% for medium length vehicles (4 - 4.49 metres) and 10% for large length vehicles (4.5 metres+)
for residential permits, business permits, vehicle specific all zones essential service permits (ESP) and reduced concessionary ESP permits (foster carers and ministers of religion (faith groups)).
d) To introduce an incremental subsequent parking permit surcharge for residential permits (per household) and business permits (per address). These will be charged annually at £65, £130, £195 and £260 for the second, third, fourth and fifth subsequent permits respectively. If applicable, the subsequent vehicle surcharge for 6-month permits will be half the annual cost.
e) To apply Tariff Band 1 to electric vehicles (EVs) using short term parking bays (paybyphone and contactless terminals) or Electric Charging parking bays.
f) To introduce a £15 administration fee for a change of address to all paid parking permits.
g) To introduce a £25 administration fee for rejected permit applications to all paid parking permits.
h) To offer the option for 21-day temporary vehicle permit cover (£40) for resident, business, boroughwide and utility, ESP and doctor permits. This is currently offered only on residents permits.
i) To offer the option for hourly Business visitor permits, limited to 100 per annum per account, to qualified local businesses.
j) To offer a free Blue Badge Holder Permit to Blue Badge holders who work in the borough of Haringey and commute to work (in-borough workplace proof required).
k) To remove daily visitor parking permits - residents may still access hourly visitor permits.

Alternatively, an appointment can be made, by emailing traffic.orders@haringey.gov.uk to inspect these documents during normal office hours at the reception desk of Alexandra House, 10 Station Road, Wood Green, N22 7TR. Appointments to inspect the documents will be available until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders.
