Mae Cyngor Sir Dinas a Sir Caerdydd, wrth arfer ei bwerau dan Adrannau 1 a 2 Deddf Rheoliadau Traffig Ffyrdd 1984, Rhan 6 Deddf Rheoli Traffig 2004 fel y i diwygiwyd, Rheoliadau Gorfodi Sifil ar Dramgwyddau Traffig (Darpariaethau Cyffredinol) (Cymru) 2013, Gorchymyn Dynodi Gorfodi Sifil ar Dramgwyddau Parcio (Dinas a Sir Caerdydd) 2010, a r
holl bwerau galluogi eraill, yn cynnig gwneud Gorchymyn a fydd yn diwygio r gorchymyn a enwir uchod ac yn benodol cyfeirnod teil map AM27, AM28, AN27, AN28 ac AO27 (a atodir i r Gorchymyn drafft) a fydd yn:

i. eich atal rhag aros rhwng 08.00 a 20.00 ar y darnau o ffordd fel y nodir yn Atodlen 1 isod;

ii. eich atal rhag aros ar unrhyw adeg ar y darnau o ffordd a nodir yn Atodlen 2 isod;

iii. cyflwyno parcio Talu ac Aros rhwng 08.00 a 18.00 (Dydd Llun i ddydd Sadwrn) a 10.00 i 17.00 (Dydd Sul) (aros wedi'i gyfyngu i hyd at 5 awr, a dim dychwelyd o fewn 2 awr) ar hyd y darnau o ffordd a nodir yn yr Atodlen isod, i'w ddefnyddio gan gerbydau sydd â thocyn talu ac aros dilys.

The County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2023 (Amendment No.52) Order 2024

The County Council of the City and County of Cardiff in exercise of its powers under Sections 1 and 2 of the Road Traffic Regulations Act 1984, Part 6 of the Traffic Management Act 2004 as amended, The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013, The Civil Enforcement of Parking
Contraventions (City and County of Cardiff) Designation Order 2010, and of all other enabling powers proposes making an Order the general effect of which will be to amend the above named order and in particular map tile references AM27, AM28, AN27, AN28 & AO27 (annexed to the draft Order) which will;
i. prevent you from waiting between the hours of 8.00 a.m. to 20.00 p.m. along the lengths of road set out in Schedule 1 below;
ii. prevent you from waiting at any time along the lengths of road set out in Schedule 2 below;
iii. introduce Pay and Stay parking between the hours of 08.00 a.m. and 18.00 p.m. (Monday to Saturday) and 10.00 a.m. to 17.00 p.m. (Sunday) (waiting is limited to a maximum of 5 hours, and no return within 2 hours) along the lengths of road set out in the Schedule below, for use by vehicles with a valid pay and stay ticket.

iv. create a permit holder only parking along the lengths of road set out in the Schedule below (save for any lengths of road already designated as a disabled persons parking place), for use only by holders of a valid Zone K1 Permit. No more than 3 residents permits will be issued per property (one of which being a Visitor Permit) and the cost of such permits will be in accordance with the County Council of the City and County of Cardiff (Prohibitions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2024 which, for the time being, are :-

Resident Permit (K1) 1st Permit: £30.00 per annum
2nd Permit: £80.00 per annum
Residents Visitor Permit (K1) £30 per 850 hours when obtained digitally
(up to a maximum of 5,100 hours per household, per annum)
Resident Accessible Visitor Permit (K1) £30.00 (valid for 12 months)
(One per household, in lieu of a Resident Visitor Permit)
Community Permit (K1) £30.00 per annum.
(Limited to two per community premises)

v. introduce a Shared Use Parking Bay - Limited Waiting between the hours of 08.00 a.m. and 20.00 p.m. (waiting is limited to a maximum of 2 hours, and no return within 2 hours) along the lengths of road set out in the Schedule below, or for use by vehicles with a valid Zone K1 Permit.

Exemptions for the lengths of road set out in Schedule 1, 2, 3 & 5 will be permitted for the following reasons :-
a.boarding and alighting a vehicle
b.loading and unloading of goods
c.essential services and funerals
d.for a maximum period of three hours vehicles when displaying a “Disabled Badge” and being used for the conveyance of disabled persons

Any objections and other representations relating to the order must be submitted in writing on or before 10th November 2024 or by email to roadtrafficorderobjections@cardiff.gov.uk. In the case of an objection this must contain a statement of the grounds on which the objection is made. Correspondence may be disclosed as required by the Freedom of Information Act 2000.
This Notice may be removed after the objection period ends. The Council welcomes correspondence in English and Welsh and we will ensure that we communicate with you in the language of your choice, whether that’s English, Welsh or bilingual as long as you let us know which you prefer. Corresponding in Welsh will not lead to any delay.

Windsor Terrace on its west side, from a point 26 metres south of its junction with Eleanor Place to its junction with Windsor Esplanade, and on its east side, from a point 7 metres south of its junction with Bute Esplanade to its junction with Windsor Esplanade.

Schedule 2
James Street
On its north side : 
a. from a point 17 metres east of its junction with Dumballs Road for a distance of 78 metres east, b. from a point 22 metres west of its junction with the western arm of Mount Stuart Square for a distance of 15 metres west,
c. from its junction with the western arm of Mount Stuart Square to a point 10 metres east of its junction with the eastern arm of Mount Stuart Square
d. from its junction with West Bute Street to its junction with Ship Lane.
On its south side:

Eleanor Place
On its north-west side:
a. from a point 33 metres west of its junction with Dudley Street for a distance of 30 metres southwest, and from a point 116 metres southwest of the same junction for a distance of 15 metres southwest
On both sides:
a. of the eastern access road to numbers 40 to 46 Eleanor Place, from its junction with Eleanor Place for a distance of 9 metres north,
