South Road - Permit Parking And Waiting Restrictions

What is happening?

THE PORTSMOUTH CITY COUNCIL (SOUTH ROAD)
(PERMIT PARKING AND WAITING RESTRICTIONS) ORDER 2024

1. Notice is hereby given that Portsmouth City Council proposes to make the above Order under the Road Traffic Regulation Act 1984.
2. The effect of the Order would be
a) to introduce parking for GC permit holders only 4pm-6pm in the following roads:
South Road (spine)
i. South side one bay outside Nos 1-3;
South Road (spur serving 3-45 odds)
i. south side in the layby outside Nos 9-15 (at right angles to the kerb);
ii. west side in the layby outside Nos 25-27 (at right angles to the kerb);
iii. north side in the layby outside Nos 39- 43 (at right angles to the kerb)
South Road (spur serving rear of 1-23 odds) (signed with upright signs but no road markings):
i. east side from a point 13 metres south of the southern property boundary of Serendipity Lodge southwards to a point 3 metres north of the southern kerbline;
ii. west side from the southern property boundary of Serendipity Lodge southwards to the northern kerbline;
iii. south side from a point 15 metres east of its western closed end eastwards to a point 16 metres west of its eastern kerbline;
iv. north side from a point 15 metres east of its western closed end eastwards for 46 metres.
b) to introduce "no waiting at any time" restrictions in the following roads:
South Road (spine)
i. north-east side, from the southern property boundary of Serendipity Lodge southwards for 13 metres;
ii. west side a 28 metre extension to the restriction outside No.47 northwards outside No.49 to join the existing restriction south of George Street;
iii. south and west side from 5 metres east of the existing "No waiting at any time" restriction outside No 1 eastwards and southwards to a point 13 metres south-east of the southern property boundary of Serendipity Lodge.
South Road (spur serving Nos.3-45 odds)
i. south side from the property boundary of Nos 15 and 17 westwards to the property boundary of Nos 19 and 21;
ii. both sides of the access road to the private car park north of No 33, from the property boundary of Nos 27 and 29 northwards to the property boundary of Nos 31 and 33.
3. A maximum of two Resident permits per postal address would be authorised each year. A third permit may be issued to a postal address if there is sufficient capacity within the zone. The current charges for permits are as follows:
Resident permits -.
£30.00/year for first permit
£120.00/year for second permit
£300.00/year for third permit – if parking zone capacity allows
Visitor permits (for visitors to residents)
£1.15 for 12 hours
£2.20 for 24 hours
Business permits (only issued to businesses operating in the parking zone)
£150/year for first permit
£300/year for second permit
£630/year for each subsequent permit
Permits for goods vehicles are restricted to those with a gross vehicle weight of less than 3501kg and registered to an address within the parking zone, required for emergency call-out or the only vehicle at the property.
Blue Badge holders and motorcycles are exempt from displaying a permit within the parking bays.
4. PERMIT ELIGIBILITY for the GC zone:
All properties within the GC zone boundary, including South Road (highlighted)
5. Copies of the draft Order, plan and Statement of Reasons are available to view on Portsmouth City Council’s website: Search "Traffic Regulation Orders 2024" at www.portsmouth.gov.uk Alternatively, they can be viewed at the Civic Offices, Guildhall Square, PO1 2AL, Monday to Friday between 9am - 4pm. Printed copies can be obtained by calling 023 9260 6480.
6. Persons wishing to support, object or comment on these proposals must do so by sending their representations to TROteam@portsmouthcc.gov.uk or by post to TRO Team, Portsmouth City Council, Civic Offices, Portsmouth PO1 2NE, quoting ref: P059-24 by 8 November 2024 stating name, address and the grounds of objection/support. Information will be shared with Project Centre Ltd, working in partnership with the City Council, on this consultation.
