What is happening?

The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) And (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.59) Order 202*

NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.

Effect of the Order: To introduce or amend parking restrictions on the following lengths of road in the City of Chelmsford as specified below. All measurements are approximate and are taken from the extended kerb line unless stated otherwise.

  1. To introduce a ‘Permit Parking Area Mon to Sat 10am-3pm Zone 24’:

    New Road, Great Baddow

    Northeast side – from a point 14 metres southeast of its junction with The Causeway south-eastwards for 65 metres.

    Northeast side – from a point 15 metres southeast of its junction with Barclay Close south-eastwards for 157 metres.

    Northeast side – from a point 10 metres southeast of its junction with Crescent Road south-eastwards for 61 metres.

    Southwest side – from a point 12 metres southeast of its junction with The Causeway south-eastwards for 345 metres.

    Barclay Close, Great Baddow

    Both sides – from a point 10 metres northeast of its junction with New Road for the remainder of its length.

2. To introduce ‘No Waiting at Any Time’:

Northeast side – from a point 18 metres northwest of its junction with Barclay Close south-eastwards for 38 metres.

3. This order will also formally amend restrictions on the following lengths of road. This is a paper exercise to ensure the map records are up to date and/or match the restrictions historically implemented:

4. To amend The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 and Schedule 5 to include the following properties the residents of which are eligible to apply for a permit:

New Road, Great Baddow

Zone 24

All residential properties.

Barclay Close, Great Baddow

Zone 24

All residential properties.

Hall Close, Great Baddow

Zone 24

All residential properties.

 

5. This Proposed Order may be incorporated into The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by:

Any such representations will be taken into account by the Council with the result that they may be made available to the public under sections 100A-100K & Schedule 12 of the Local Government Act 1972 if and when a report is made to the South Essex Parking Partnership Sub Committee.
