NOTICE OF MAKING
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(CASTLE STREET AREA, CLITHEROE, RIBBLE VALLEY BOROUGH) (REVOCATION AND VARIOUS PARKING RESTRICTIONS) ORDER 2024

NOTICE IS HEREBY GIVEN that on 09 October 2024 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Various Roads, Burnley, Hyndburn, Preston, Ribble Valley, Rossendale, West Lancashire and Wyre) (Part Revocations and Various Parking Restrictions February No1)) Order 2019" insofar as it relates to Schedule 11 and Schedule 12.
b) The "Lancashire County Council (Ribble Valley Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to:
b.i. Item (1) of Schedule 2.01;
b.ii. Items (13), (14)a)(i), (14)a)(ii), (14)a)(iii), (14)a)(iv), (14)b), (15), (65)a) and (70)c)(i) of Schedule 10.01;
b.iii. Items (1) and (6)a) of Schedule 12.074.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Back Castle Gate, Clitheroe, the south east side, from its junction with the centreline of Parson Lane for a distance of 12.5 metres in a southerly direction;
b) Castle Gate, Clitheroe, the north east side, from a point 24 metres south east of its junction with the centreline of Castle Street for a distance of 10.5 metres in a south easterly direction;
c) Castle Gate, Clitheroe, the north east side, from its junction with the centreline of Castle Street for a distance of 11 metres in a south easterly direction;
d) Castle Gate, Clitheroe, the south west side, from its centreline junction with Moor Lane to its junction with the centreline of Back Castle Gate;
e) Castle Street, Clitheroe, the east side, from its junction with the centreline of Castle Gate for a distance of 25 metres in a north easterly direction;
f) Castle Street, Clitheroe, the north west side, from its junction with the centreline of Parson Lane to its junction with the centreline of King Street;
g) Castle Street, Clitheroe, the south east side, from a point 76.5 metres north east of its junction with the centreline of Castle Gate for a distance of 17.5 metres in a north easterly direction;
h) Castle Street, Clitheroe, the south east side, from a point 120 metres north east of its junction with the centreline of Castle Gate to its junction with the c entreline of Kings Lane;
i) Castle Street, Clitheroe, the south east side, from a point 51.5 metres north east of its junction with the centreline of Castle Gate for a distance of 6.5 metres in a north easterly direction;
j) Market Place, Clitheroe, the north west side, from its junction with the centreline of King Street to its junction with the centreline of Church Street;
k) Market Place, Clitheroe, the south east side, from its junction with the centreline of King Lane for a distance of 16 metres in a north easterly direction;
l) Moor Lane, Clitheroe, the west side, from a point 186 metres north of its junction with the centreline of Woone Lane to its junction with the centreline of Castle Gate.
3. Introduce a goods vehicle loading bay 6am – 10am in the following lengths of road:
a) Castle Street, Clitheroe, the south east side, from a point 58 metres north east of its junction with the centreline of Castle gate for a distance of 18.5 metres in a north easterly direction;
b) Castle Street, Clitheroe, the south east side, from a point 25 metres north east of its junction with the centreline of Castle Gate for a distance of 26.5 metres in a north easterly direction.
4. Introduce a limited waiting goods vehicle loading bay for 30 minutes with no return within 2 hours, 6am – 6pm in the following lengths of road:
a) Castle Gate, Clitheroe, the north east side, from a point 14 metres south east of its junction with the centreline of Castle Street for a distance of 10 metres in a south easterly direction;
b) Castle Street, Clitheroe, the south east side, from a point 94 metres north east of its junction with the centreline of Castle Gate for a distance of 23 metres in a north easterly direction.
5. Introduce a taxi stand 6pm to midnight and midnight to 6am in Castle Street, Clitheroe, the south east side, from a point 94 metres north east of its junction with the centreline of Castle Gate for a distance of 23 metres in a north easterly direction.
6. Introduce a limit waiting parking place for 1 hour with no return within 1 hour Monday to Saturday 9am – 7pm in Castle Gate, Clitheroe, the north east side, from a point 34.5 metres south east of its junction with the centreline of Castle Street for a distance of 7 metres in a south easterly direction.
7. Introduce a disabled persons limited waiting parking place for 2 hours with no return within 2 hours 10am – 6pm in the following lengths of road:
a) Castle Street, Clitheroe, the south east side, from a point 58 metres north east of its junction with the centreline of Castle Gate for a distance of 18.5 metres in a north easterly direction;
b) Castle Street, Clitheroe, the south east side, from a point 25 metres north east of its junction with the centreline of Castle Gate for a distance of 26.5 metres in a north easterly direction.
This Order will come into force on the 21 October 2024. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Ribble Valley Borough Council, Council Offices, Church Walk, Clitheroe, BB7 2RA, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website http://www.lancashire.gov.uk/roads-parking-and-travel/roads/roadworks-and-traffic-regulation-orders/permanent.aspx, quoting ref: LSG4/894.19427/AFR. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
