What is happening?

The Essex County Council (Brentwood Borough) (Prohibition of Waiting, Loading and Stopping) And (On Street Parking Places) (Civil Enforcement Area) (Amendment No.25) Order 2024

NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.

Effect of the Order:

  1. To revoke “No Waiting Monday to Saturday 10am-6pm” and introduce ‘No Waiting at Any Time’, on the following length of road in the Borough of Brentwood:
    Hunter Avenue,
    Shenfield
    North side – from the property boundary of
    Nos.1 & 3 Hunter Avenue north-eastwards for

    2. To revoke ‘No Stopping Monday to Friday 8-9:30am & 2:30-4pm on Entrance Markings’ and introduce ‘No Stopping Monday to Friday 7:30-9:30am & 2:30-6pm on Entrance Markings’ on the following lengths of road in the Borough of Brentwood:
    Wigley Bush
    Lane, South
    Weald
    West side – from a point 5 metres north of the
    property boundary of “Wealdcote” and “St Peters
    Primary School” southwards for 25.56 metres.
    West side – from a point 21 metres south of the
    property boundary of “Wealdcote” and “St Peters
    Primary School” southwards for 25.56 metres.
    East side – from a point 5 metres north of the
    property boundary of “Wealdcote” and “St Peters
    Primary School” southwards for 43.56 metres.
    East side – from a point 39 metres south of the
    property boundary of “Wealdcote” and “St Peters
    Primary School” southwards for 43.56 metres.

    3. To introduce ‘No Waiting Monday to Friday 7:30am-6:00pm’ on the following length of road in the Borough of Brentwood:
    Wigley Bush
    Lane, South
    Weald
    West side – from a point 21 metres south of the
    property boundary of “Wealdcote” and “St Peters
    Primary School” southwards for 27 metres.

    4. To revoke ‘No Waiting Monday to Saturday 9am-6pm’ and introduce ‘No Waiting at Any Time’ on the following length of road in the Borough of Brentwood:

    Road,
    Brentwood
    Northeast side – from a point 18 metres
    southeast of its junction with Cathedral Place
    south-eastwards to a point 15 metres
    northwest of its junction with Queens Road.

    5. To revoke ‘Resident Permit Holders Only Monday to Friday
    9am-5pm Zone C‘ on the following lengths of road in the
    Borough of Brentwood:
    Fairfield Road,
    Brentwood
    West side – from the northern building line of
    No.1 Fairfield Road southwards for 14 metres.
    South side – from the property boundary of Nos.
    1 & 3 Fairfield Road eastwards for 10 metres.
    West side – from a point 6 metres south of
    the property boundary of Nos. 9 and 11 Fairfield

    6. To revoke ‘Disabled Badge Holders Only’ on the following
    length of road in the Borough of Brentwood:

    7. To introduce a ‘Resident Permit Parking Area 8am-11pm
    Zone C’ on the following lengths of road in the Borough of

    West side – from the northern building line of

    South side – from a point 5 metres west of
    the property boundary of Nos.1 & 3 Fairfield

    the property boundary of Nos.9 & 11 Fairfield

    8. To introduce a ‘Resident Permit Parking Area Monday to
    Friday 10am-2pm Zone P’ on the following length of road in
    the Borough of Brentwood:
    Windy Hill,
    Hutton
    Both sides – from a point 15 metres east of
    its junction with Hanging Hill Lane eastwards
    to its termination, including the turning head.

    9. To introduce ‘No Waiting at Any Time’ on the following
    lengths of roads in the Borough of Brentwood:
    Birkbeck
    Road, Hutton
    Both sides – from its junction with Fielding Way

    10. To revoke ‘No Waiting Mon-Fri 8am-6pm’ and introduce
    ‘No Waiting at Any Time’ on the following length of road in
    the Borough of Brentwood:
    Alexander
    Lane, Shenfield
    Northwest side – from a point 31 metres
    northeast of the property boundary of No.20A
    and Rowanbank House, Alexander Lane northeastwards
    to a point 25 metres southwest of its

    11. To revoke ‘No Waiting Mon-Fri 8am-6pm’ and introduce

    ‘No Waiting 8am-8pm’ on the following length of road in
    the Borough of Brentwood:
    Alexander
    Lane, Shenfield
    Southeast side – from a point 31 metres
    northeast of the property boundary of No.20A
    and Rowanbank House, Alexander Lane northeastwards
    to a point 25 metres southwest of its

    12. To amend The Essex County Council (Brentwood Borough (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 Schedule 3 and Schedule 5 to create Zone P and to include the following properties the residents of which are eligible to apply for a permit:

    Windy Hill,
    Hutton
    Zone P All residential properties.

    For information the cost of a resident permit is £34 annually for one vehicle. Visitor tickets are available and cost £5 for 10 tickets. Full terms and conditions can be found at https://www.chelmsford.gov.uk/ parking-and-travel/resident-parking/costs-for-resident-permit-scheme/ This Order will be incorporated into The Essex County Council (Brentwood Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TQ570 935 Rev 1 to Rev 2, TQ575 930 Rev 1 to Rev 2, TQ590 930 Rev 1 to Rev 2, TQ590 932 Rev 2 to Rev 3, TQ595 935 Rev 1 to Rev 2, TQ610 950 Rev 2 to Rev 3, TQ615 950 Rev 1 to Rev 2, TQ615 952 Rev 1 to Rev 2, TQ620 942 Rev 0 to Rev 1, TQ620 952 Rev 1 to Rev 2 and TQ625 952 Rev 2 to Rev 3.

    Date of operation: This Order will come into operation on 18th November 2024.

    Application to the High Court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
