St Peter’s Car Park - Emergency Services, Loading/Unloading
What is happening?
THE LEICESTER (OFF-STREET PARKING PLACES) CONSOLIDATION ORDER 2024 (AMENDMENT) (ST PETER’S CAR PARK) (NO.1) ORDER 2024
NOTICE IS HEREBY GIVEN that The Leicester City Council proposes to make an Order under Section 32, 33 & 35 of the Road Traffic Regulation Act, 1984, and Parts I, III, IV, V and VI of Schedule 9 to the Act, and of all other enabling powers.
The effect of this Order will be to introduce time limited parking bays in the car park located off the west side of Melbourne Road surrounded by the St Peters shopping precinct to the north, the Highfields Centre to the west & Uplands Junior School to the south.
The Council propose a maximum continuous waiting period of 1 hour with no return within 1 hour within the parking bays marked out within the car park between the following times:
• Monday to Saturday inclusive between 7am to 8pm & Sunday between 10am to 6pm
There will be exemptions for permit holders & blue badge holders & standard exemptions provided, for example:
Emergency Services, loading/unloading. There will also be (a) disabled parking place(s) marked within the car park where only blue badge holders can park.
In Part II (12) of the Consolidation Order 2024, new items are to be added:
12. In so far as a Motor Vehicle is parked in a Limited Waiting Car Park or a Car Park during the charging hours, the driver thereof shall pay such charge or charges as are specified in the provisions of this Order and on the relevant Car Park notice, or hold a valid permit, Virtual Permit, long stay permit, be party to a lease agreement or season ticket.
(vii) An Electric Vehicle using and Electric Vehicle Charging Point shall pay the Parking Charge for that Car Park.
(x) The Driver of a Motor Vehicle using a Parking Place prescribed for Limited Waiting as shown in column 2 of Schedule 1, shall not stay longer than the Maximum Continuous waiting period or return to the same car park within the time period shown for that car park. For the avoidance of doubt Articles 12(i) to (vii) shall not apply
A COPY of the proposed Order, the relevant plan, the Council’s statement of reasons for proposing to make the Order and extract copies of the new Order may be seen during normal opening hours at the Leicester City Council, Customer Services, 91 Granby Street, Leicester, LE1 6FB or via the Leicester City Council website: www.leicester.gov.uk/trafficregulationorders, or by calling 0116 4543720 and requesting a paper copy to be sent via post.
OBJECTIONS to the proposed Order should be made in writing by post to Leicester City Council, City Hall, 115, Charles Street, Leicester, LE1 1FZ, or by e-mail to TROteam@leicester.gov.uk.
Objections should state the grounds on which they are made and must be received by 4th day of November 2024.

The reason for these proposals is to better manage the parking in the St Peters Car Park to ensure a turnover of parking spaces for visitors to local amenities and shops.
