CYNGOR BWRDEISTREF SIROL CASTELL-NEDD PORT TALBOT (ABBEY PRIMARY SCHOOL, HEOL PENLAN, NEATH ABBEY, NEATH) (REVOCATION) (PROHIBITION OF WAITING, LOADING OR UNLOADING AT ANY TIME) AND (PROHIBITION OF ENTRY) ORDER 2024

NOTICE is given that the Council on the 8 th October 2024 made an Order in pursuance of its powers as contained in Sections 1, 2 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 the effect of which is as set out in the Schedule below.

A copy of the draft Order, plan and statement of reasons can be inspected on the Council’s Internet Website https://www.npt.gov.uk/traffic-regulation-orders-tros. The Order will come into force on the 14th October 2024.

If any person wishes to question the validity of the Order or of any of its powers on the grounds that it or they are not within the powers conferred by the Act or that any requirements of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for that purpose to the High Court.

 SCHEDULES
Schedule 1 - Revocation
1.1 To revoke all stopping, waiting, loading or unloading orders in respect of the lengths and sides of roads set out in the Schedules to this order.

Schedule 2 - Prohibition of Waiting, Loading and Unloading at any Time

2.1 Heol Penlan, Neath Abbey, Neath (North West Side)
From its junction with northern kerbline of the Abbey Parent Car Park Access to its junction with the southern kerbline of the Access to Abbey Primary, a distance of approximately 48 metres in a north westerly direction.

2.2 Abbey Primary School Parent Car Park Access (South Side)
From a point approximately 4 metres east of a point opposite and in line with the north western kerbline of Heol Penlan to a point approximately 53 metres west and then approximately 2 metres north thereof, a distance of approximately 55 metres in a westerly and then northerly direction.

2.3 Abbey Primary School Parent Car Park Access (North Side)
From its junction with the north western kerbline of Heol Penlan to a point approximately 26 metres west and then approximately 6 metres north thereof, a distance of approximately 32 metres in a westerly and then northerly direction.

2.4 Abbey Primary School Parent Car Park Access (North Side)
From a point approximately 32 metres west of its junction with the north western kerbline of Heol Penlan to a point approximately 47 metres west of its junction with the north western kerbline of Heol Penlan, a distance of approximately 15 metres in a westerly direction.

2.5 Access to Abbey Primary School (South Side)
From its junction with the north western kerbline of Heol Penlan to a point approximately 61 metres west thereof.

2.6 Access to Abbey Primary School (North Side)
From its junction with the north western kerbline of Heol Penlan to a point approximately 15 metres west and then 5 metres north thereof, a distance of approximately 20 metres in a westerly and then northerly direction.

2.7 Access to Abbey Primary School (North Side)
The complete circumference of the existing central traffic island between Access to Abbey Primary and the Abbey Lower Car Park, a distance of approximately 43 metres.
For clarification this central traffic island is located between approximately 22 metres west and approximately 43 metres from the north western kerbline of Heol Penlan.

2.8 Access to Abbey Primary School (North Side)
From a point approximately 61 metres west of its junction with the north western kerbline of Heol Penlan to a point approximately 20 metres north east thereof For clarification this covers west side of the Abbey Lower Car Park.

Schedule 3 - Prohibition Of Entry
3.1 Abbey Primary School Parent Car Park Access (North Side)
Between points approximately 23 metres west and approximately 31 metres west of its junction with the north western kerbline of Heol Pelnlan For clarification this is at the exit point of the Abbey Parent Car Park.
