Uttlesford District Council Notice of Confirmation of an Order Town & Country Planning Act 1990 - Section 257 Footpath 13 Elsenham

The above Order, confirmed on 30 September, 2024 under section 257 of the Town & Country Planning Act 1990 will divert Footpath 13 in the parish of Elsenham. Uttlesford District Council granted application UTT/19/0462/FUL approved 27 July 2022, comprising a residential development; the provision of open space; play areas; car parking; new pedestrian linkages; landscaping and ancillary works, with access off Hall Road, and the change of use of 0.371ha of agricultural land for educational use, which necessitates the re-routing of the footpath.

A part length of Footpath 13 Elsenham commencing from the point where it connects to Hall Road running in a south westerly direction for a distance of 135 metres alongside an access road and then at a field edge to a point located by a line of trees where it continues unaffected. A further section of Footpath 13 starting at a point located above a proposed play area running in first a southerly then south easterly direction for a distance of 43 metres between fields to a point located beneath the proposed play area where it continues unaffected.

A final section of Footpath 13 starting from a point located approximately 4 metres north of the aforementioned point beneath the proposed play area running in a south easterly then north easterly direction across a field for a distance of 152 metres across a field to a point located at a field boundary where it continues unaffected, to alternative routes 2 metres in width commencing at the aforementioned start point by Hall Road running in a south westerly direction for a distance of 116 metres around the boundary of the development to a point located alongside an estate path where it continues in a westerly direction for a distance of 30 metres to the aforementioned end point where it continues unaffected. A further section of Footpath 13 starting at the aforementioned point located above a proposed play area running in a generally easterly then generally southerly direction for a distance of 56 metres around a proposed play area to a point beside the proposed play area where it continues in a southerly then south westerly direction for a distance of 35 metres around the proposed play area to the aforementioned end point located beneath the proposed play area where it continues unaffected. A final section of Footpath 13 starting at the aforementioned point beside the proposed play area running in a generally south westerly direction for a distance of 169 metres along a field edge to the aforementioned end point at a field boundary where it continues unaffected.

This Order comes into force on the date on which Essex County Council on behalf of Uttlesford District Council certify that the terms of Article 2 of the Order have been complied with but if a person aggrieved by the order wants to question its validity or that of any provision contained in it on the ground that it is not within the powers of the Act, or on the ground that any requirement of the Act or of any regulation made under it has not been complied with in relation to the confirmation of the Order, he or she may apply to the High Court for any of these purposes under section 287 of the Town and Country Planning Act 1990 within 6 weeks from 10 October 2024, on which notice is first published as required by paragraph 8 of Schedule 14 to that Act. (Footpath 13, Elsenham) (Temporary Prohibition of Use) Order 2024

Notice is hereby given that further to a Notice on the 27 September 2024 Essex County Council has temporarily closed Footpath 13, Elsenham, in the District of Uttlesford from its junction with Hall Road, southwest for approximately 280 metres to its junction with Footpath 17. The closure comes into effect on the 02 October 2024 and is required for the safety of the public and work force while Vistry Homes new development is built, the footpath runs through the centre of the site.

The alternative route is via Hall Road, and Footpath 17, and vice versa.

The Order came into effect on 02 October 2024 and may continue in force for six months, or until the works have been completed, whichever is the earlier. This Order may be extended by the Secretary of State if an extension is required.

(Fullers Lane, Elsenham) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Fullers Lane, Elsenham in the District of Uttlesford, from a point approximately 65m north east of its junction with Tye Green Road for a distance of approximately 70m in a north easterly direction. The closure is scheduled to commence on 6th November 2024 for 3 days, or where stated on a valid permit (MX06058870/AP - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water.

An alternative route is available via Bury Lodge Lane, Round Coppice Road, A120 M11 J8 Spur Roundabout, A120 From A120 M11 J8 Spur Roundabout To M11 J8 Roundabout W, M11 J8 Roundabout, Stane Street, The Street, Dunmow Road, Parsonage Road, Waltham Hall Road, Elsenham Road, Hall Road and vice versa (with access only into Fullers Lane, Tye Green Road, Claypitt Hill, Belmer Road and Burton End Road).

The Order will come into effect on 17th October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Littlebury Green Road, Littlebury) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Littlebury Green Road, Littlebury in the District of Uttlesford, from a point approximately 10m south west of its junction with Peggys Walk for a distance of approximately 95m in a south westerly direction. The closure is scheduled to commence on 8th November 2024 for 5 days, or where stated on a valid permit (MX04410245527 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while stop tap and boundary box works are undertaken by Affinity Water.

An alternative route is available via London Road, Chestnut Avenue and vice versa.

The Order will come into effect on 17th October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Church Hill, Ashdon) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Church Hill, Ashdon in the District of Uttlesford, from its junction with Fallowden Lane for a distance of approximately 30m in a north easterly direction. The closure is scheduled to commence on 21st October 2024 for 1 day, or where stated on a valid permit (BC008WFNPLK8YPTSB - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole testing works are undertaken by Openreach.

An alternative route is available via Church Hill, Walden Road, Ashdon Road, Common Hill, East Street, Radwinter Road, Walden Road, Radwinter Road, Walden Road, Ashdon Road, Radwinter Road, Church Hill or Church Hill, Radwinter Road, Ashdon Road, Walden Road, Radwinter Road, Walden Road, Radwinter Road, East Street, Audley Road, High Street, George Street, Hill Street, Cates Corner, Common Hill, Ashdon Road, Walden Road and Church Hill.

The Order came into effect on 3rd October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Spring Hill, Widdington) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Spring Hill, Widdington in the District of Uttlesford, from a point approximately 230m south east of its junction with Widdington Road for a distance of approximately 40m in a south easterly direction. The closure is scheduled to commence on 21st October 2024 for 1 day, or where stated on a valid permit (AD00264667791 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new pump works are undertaken by Anglian Water.

An alternative route is available via North Hall Road, London Road and vice versa.

The Order came into effect on 3rd October 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
