THE SURREY COUNTY COUNCIL
Various Roads in Dorking Temporary Traffic Management Order 2024
On 9 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) an d 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to:- (a) prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice; (b) prohibit vehicles proceeding northwards on D2835 Howard Road, Dorking from entering onto A25 West Street; and (c) suspend the Order imposing a one-way in A25 Vincent Lane, Dorking, namely “The Urban District of Dorking (Various Roads) (One-Way Traffic) Order 1970” only insofar as it relates to that length of A25 Vincent Lane, Dorking which extends from its junction with Vincent Road to its junction with A25 West Street. This Order is required to enable Thames Water to carry out water works and/or sewer repairs and to enable SGN to carry out mains replacement works and/or gas works. The Order will commence on 14 October 2024 for a period of 18 months, however the works are anticipated to be carried out between 7am and 7pm. It is anticipated that Thames Water works will be completed within 2 weeks and SGN works will be completed within 4 weeks. Advanced warning signs will be displayed and the temporary closure, and suspension of the Order which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. For part (a) above: Access for pedestrians, dismounted cyclists and dismounted equestrians will be maintained at all times. Due to the nature of the works, access for emergency service vehicles, residents and businesses will not be maintained and will be required to follow the diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises, including emergency service vehicle access, within the length of roads specified or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. For part (b) above: The said restriction shall not apply to vehicles being used for ambulance, fire brigade or police purposes in an emergency; or in relation to anything done with the permission or at the direction of a police constable in uniform; or in accordance with any restriction or requirement indicated by traffic signs placed on the road by or on behalf of Surrey Police. For closure and directional closure on Howard Road: the full road closure and directional closure on D2835 Howard Road will not be in operation at the same time and will be in force as the appropriate traffic signs are placed on-site.
Schedule
1. that length of A25 Vincent Lane, Dorking which extends between its junction with the north-eastern arm of A2003 Horsham Road to its junction with D2866 Vincent Road. Alternative Route – A2003 Horsham Road, A2003 Flint Hill, A24 Deepdene Avenue, A24 London Road, A2003 Ashcombe Road, A2003 Chalkpit Lane, A2003 Station Road and A25 West Street;
2. the entire length of D2835 Howard Road, Dorking. Alternative Route – A2835 Arundel Road and A25 Vincent Lane;
3. the entire length of D2848 Norfolk Road, Dorking. There is no diversion route possible for this closure;
4. the entire length of D2866 Vincent Road, Dorking. There is no diversion route possible for this closure;
5. that length of D289 Coldharbour Lane, Dorking which extends from its junction with D2822 Falkland Road and its junction with D288 Logmore Lane. Alternative Route 1 (northbound) – D289 Abinger Lane, D289 Abinger Road, C43 Leith Hill Road, D282 Hollow Lane, A25 Guildford Road, A25 Cost Hill, A25 Guildford Road, A25 Westcott Road, A25 West Street and A25 South Street; Alternative Route 2 (southbound) – A2003 Horsham Road, A2003 Flint Hill, A24 Deepdene Avenue, A24 London Road, A2003 Ashcombe Road, A2003 Chalkpit Lane, A2003 Station Road, A25 West Street, A25 Westcott Road, A25 Guildford Road, A25 Coast Hill, A25 Guildford Road, D282 Hollow Lane, C43 Leith Hill Road, D289 Abinger Road and D289 Abinger Lane.
B2033 Reigate Road, Leatherhead Temporary Prohibition of Traffic Order (No.2) 2024
On 09 October 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of B2033 Reigate Road, Leatherhead that extends from its junction with A24 By-Pass Road, to its junction with C55 Headley Road. This Traffic Order is required to enable South East Groundworks Limited to carry out drainage works in the length of B2033 Reigate Road, Leatherhead that extends from its junction with D2542 Fir Tree Road, for 35m in a north-west direction. These works are anticipated to be carried out between the hours of 8am and 5pm, within 1 week of the 12 month period of operation of this Temporary Order that commences on 14 November 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians, and dismounted cyclists and equestrians, will be maintained at all times. Access for emergency services, residents and businesses will be maintained via the vehicular diversion route:- Reigate Road, Headley Road and By-Pass Road.
Cobham Road (D2508) Bookham Temporary Prohibition of Traffic Order 2024
On 09 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Cobham Road (D2508) Bookham as extends from its junction with (A245) Woodlands Lane to its junction with the access to the property known as “Hantscomb Farm”. Alternative Route: (1) (A245) Woodlands Lane, (A245) Randalls Road, (A245) Bull Hill, (A245) Station Road, (B2122) Waterway Road, (B2122) Roundabout at Waterway Road, (B2122) Guildford Road, and Cobham Road: (2) Cobham Road, (B2122) Guildford Road, (B2122) Roundabout at Waterway Road, (B2122) Waterway Road, (A245) Station Road, (A245) Station Approach Road, (A245) Randalls Road, and (A245) Woodlands Road. This Order is required to facilitate telecom utility works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 4 nights, between the hours of 10pm and 5am within the 12-month period of operation of this Order which will commence on 22 October 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians and dismounted cyclists will be maintained at all times. All other traffic, including the emergency services will be required to use the signed diversion route.
Tot Hill Lane (D314) Headley Temporary Prohibition of Traffic Order 2024
On 09 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit all traffic (including pedestrians and cyclists) from entering or proceeding in that length of Tot Hill Lane (D314) Headley as extends from its junction with (B2033) Leech Lane and for a distance of 25 metres in a north westerly direction along Tot Hill Lane. Alternative Route: Tot Hill Lane, Tumber Street, and (B2033) Leech Lane, or this route in reverse. This Order is required to facilitate utility works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, 24 hours per day, during the 12-month period of operation of this Order which will commence on 21 October 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Due to the nature of the works, there will be no access through the closure, and all traffic will be required to use the signed diversion route. No sole access will be affected by this closure.
C68 Shipley Bridge Lane, Smallfield Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of D334 C68 Shipley Bridge Lane, Smallfield that extends from its junction with B2037 Antlands Lane, for a distance of 100m. This Traffic Order is required to enable Sutton and East Surrey Water to carry out water mains connection and/or maintenance works in C68 Shipley Bridge Lane outside “Glenmore”. These works are anticipated to be carried out between the hours of 8am and 5pm, within 5 days of the 12 month period of operation of this Temporary Order that commences on 28 October 2024. Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for emergency vehicles, residents and businesses will be maintained at all times via the alternative route:- Antlands Lane, Copthorne Bank and Shipley Bridge Lane.
Cotmandene (D2834) Dorking Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Cotmandene (D2834) Dorking as extends from a point in line with the south-western boundary of No.20 Cotmandene to its junction with (D3246) Coleridge Road. Alternative Route – Cotmandene; Heath Hill; Dene Street; Chart Lane ; and Cotamandene. The Order is required to allow telegraph pole installation and/or telegraph pole replacement works and/or any other associated works to be carried out by, or on behalf of BT Openreach within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over two days between the hours of 9am and 5pm within the 12-month period of operation of the Temporary Order that commences on 07 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for residents, the emergency services, pedestrians and dismounted cyclists will be maintained at all times. All other through traffic will be required to use the signed diversion route.
Ottways Lane (D2575) Ashtead Temporary Prohibition of Waiting Loading and Unloading Order 2024
Surrey County Council propose to make the above mentioned Temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Ottways Lane (D2575) Ashtead as extends from its junction with (X15253) Ottways Avenue to its junction with (D2649) West Farm Avenue. This Temporary Order is required to facilitate traffic management set up works by or on behalf of Traffic Control 123. These works are anticipated to be completed within 1 day of the 12-month period of operation of this Order which commences on 07 November 2024. This temporary restriction will only operate when the relevant traffic signs are displayed and only to such extent as indicated by those traffic signs. Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).
Partridge Lane (C60) Newdigate Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Partridge Lane (C60) Newdigate. Alternative Route – Parkgate Road; Village Street; and Rusper Road. The Order is required to allow correlation points installation for mains water monitoring works and/or new mains water connection works and/or any other associated works to be carried out by, or on behalf of SES Water within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over two weeks between the hours of 8am and 5pm within the 12-month period of operation of the Temporary Order that commences on 04 November 2024 and are expected to be carried out as rolling road closures. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access pedestrians, and dismounted cyclists will be maintained at all times. Access for residents with properties within the closure area will be maintained at all times, via the diversion route if necessary. Due to the nature of the works, all other traffic including the emergency services will be required to use the signed diversion route.
Burrows Close (D2510) Bookham Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Burrows Close (D2510) Bookham. This Order is required to facilitate installation of new telegraph pole works for, or on behalf of Road Traffic Management Ltd. These works are anticipated to be carried out over 2 days, between the hours of 9am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 07 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians, cyclists, and equestrians. There is no alternative route for this closure.
Slough Lane (D314) Headley Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Slough Lane (D314) Headley. Alternative Route: Tumber Street, (B2033) Leech Lane, (B2033) Tot Hill, and Church Lane, or this route in reverse. This Order is required to facilitate telecom pole testing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 05 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians, cyclists, and equestrians.
London Road (C253) Dorking Temporary Prohibition of Traffic and Right Turn Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under section 14(1) of the Road Traffic Regulations Act 1984, the effect of which will be to prohibit vehicles that are travelling north eastbound on London Road (C253) Dorking from turning right into ((A24) Deepdene Avenue. Alternative Route: (A24) Deepdene Avenue, (A24) London Road, and (A24) Deepdene Avenue, or this route in reverse. This Order is required to facilitate traffic signal slot cutting works for, or on behalf of Surrey County Council. These works are anticipated to be carried out as soon as possible, for 1 night, between the hours of 8pm and 5am, during the 18-month period of operation of this Order which will commence on 07 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. The above restriction shall not apply to vehicles being used in relation to anything done with the permission or at the direction of a police constable in uniform; or in accordance with any restrictions or requirement indicated by traffic signs placed on the road by or on behalf of the Police.
Lusted Hall Lane (D450) Tatsfield Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Lusted Hall Lane (D450) Tatsfield as extends from its junction with Lillie Road to its junction with St Marys Green. Alternative Route: Lusted Hall Lane, (D450) Westmore Green, (D446) Westmore Green, Ship Hill, Old Lane, and Ricketts Hill Road, or this route in reverse. This Order is required to facilitate a safe working zone, for telecom utility works, for or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 06 November 2024. Advanced warning signs will be displayed, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.
Horsham Road (C52) and Wigmore Lane (D298), Beare Green Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Horsham Road (C52) Beare Green as extends from its junction with ((D298) Wigmore Lane and (C52) Seamans Green Road and for a distance of 200 metres in a north easterly direction along Horsham Road; (b) Wigmore Lane (D298), Beare Green as extends from its junction with (C52) Horsham Road and (C52) Seamans Green Road to its junction with (A24) Capel By-pass. Alternative Route: Seamans Green Road, The Street, Wolves Hill, (A24) Clarks Green Roundabout, (A24) Capel By-pass, (A24) Beare Green Roundabout, and Horsham Road, or this route in reverse. This Order is required to facilitate telecom utility works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 04 November 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists.
B2219 Holly Lane, Banstead Temporary Speed Limit Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984 the “Act”, the effect of which will be to impose a speed limit of 30mph on that length of B2219 Holly Lane, Banstead that extends from its southern junction with D1088 Holly Lane West, to its junction with Elizabeth Drive. This Traffic Order is required to enable Southern Gas Networks to carry out gas mains replacement and/or maintenance works. These works are anticipated to be carried out between the hours of 8am and 5pm, within 4 weeks of the 18 month period of operation of this Temporary Order that commences on 04 November 2024. Advanced warning signs will be displayed and the temporary speed limit, which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. The speed limit imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Police.
Road Traffic Regulation Act 1984 – Section 14 (1) Extension to The Surrey County Council Greenfields Road (D572) Horley Temporary Traffic Management Order 2023
“The Surrey County Council Greenfields Road (D572) Horley Temporary Traffic Management Order 2023”, which was made under Section 14(1) and 14(7)) of the Road Traffic Regulation Act 1984, on the grounds that works were being or proposed to be executed on, or near, the above-mentioned road and came into operation on 24 October 2023 was due to expire on 23 October 2024 and which:-;
(a) prohibited vehicles from entering or proceeding in that length of Greenfields Road (D572) Horley as extends from its junction with (D334) Meath Green Lane to a point in line with the common boundary between No.17 and No.19 Greenfields Road;
(b) prohibited vehicles from waiting, loading, and unloading at any time in that length of Greenfields Road (D572) Horley as extends from its junction with (D334) Meath Green Lane to a point in line with the common boundary between No.1 7 and No.19 Greenfields Road;
(c) Suspended “The Surrey County Council Meath Green Lane (D334) Horley and Greenfields Road (D572) Horley insofar as it relates to that length of Greenfields Road (D572) Horley specified in part (a) of this Notice;
(d) Suspended “The Surrey County Council (Various Roads in Reigate and Banstead) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2013” as amended;
(e) Suspended “The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition of Stopping Outside Schools) Order 2013” as amended; has been extended by Surrey County Council until 23 April 2025. This Temporary Traffic Order is required to allow installation of modular buildings via mobile crane works, to be carried out by, or on behalf of Nationwide Traffic Solutions within the length of road described in this notice. These works are anticipated to be carried out as soon as possible within the additional 6-month period operation of this Temporary Traffic Order which will commence on 23 October 2024. Advanced warning signs will be displayed, and the temporary restrictions and the suspensions of the Orders will only operate when the relevant traffic signs are displayed and to the extent indicated by those traffic signs. For sub-paragraph (a) above: Access for emergency services, pedestrians, and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.
Alternative Route: Meath Green Lane, Horley Row, Wellington Way, and Kingsley Road, or this route in reverse.
For sub-paragraphs (b) and (c) above: Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. Town and Country Planning Act 1990, Sections 257 and Paragraph 1 of Schedule 14 Surrey County Council Public Footpath 160 (Bletchingley) Temporary Diversion Order 2024
The above Order was made on 3 October 2024. The effect of the order will be to temporarily divert the public footpath running from Grid Reference 532090 152677 to Grid Reference 531981 152130 to a line running west from Grid Reference 532090 152677 to Grid Reference 531916 152718 then south west to Grid Reference 531537 152499 then south east to Grid Reference 531981 152130.

Any representation about or objection to the Order may be sent or delivered in writing addressed to the Countryside Access Team (quoting reference DW/AW/3/1/21 at Whitebeam Lodge, Merrow Depot, Merrow Lane, Guildford GU4 7BQ not later than 8 November 2024. Please state the grounds on which it is made. If no representations or objections are duly made, or if any so made are withdrawn, Surrey County Council may itself confirm the Order as an unopposed Order. If the Order is sent to the Secretary of State for the Environment, Food and Rural Affairs for confirmation any representations or objections which have not been withdrawn will be sent with the Order.
