NOTICE OF PUBLIC PATH ORDER TOWN AND COUNTRY PLANNING ACT 1990, SECTION 257 AND PARAGRAPH 1 OF SCHEDULE 14 ST ALBANS CITY AND DISTRICT COUNCIL ST ALBANS CITY AND DISTRICT COUNCIL (ST STEPHEN 14) DIVERSION ORDER 2024
AND ST ALBANS CITY AND DISTRICT COUNCIL (ST STEPHEN 85) DIVERSION ORDER 2024
The above Orders were made on 02/10/2024. The effect of these Orders will be to:
Divert public footpath St Stephen 14 from TL 6226 3465 (Point A) west for approximately 285 metres, through railway tunnel, to TL 5963 3564 (Point B) on the west side of the railway, onto a new line from TL 6226 3465 (Point a) to TL 5993 3757 (Point C), approximately 195 metres to the north, on the west side of the railway, as shown on the Order Plan. Divert part of public bridleway St Stephen 85, from the northeast end of Burydell Lane TL 5261 4145, northeast for approximately 660 metres to the south of Hedges Farm at TL 5698 4604, to a parallel route to a new bridge over the new bypass road, to reach Hedges Farm, as shown on the Order Plan. (TEMPORARY CLOSING OF VARIOUS ROADS AND PUBLIC FOOTPATHS IN ST ALBANS DURING THE 'ST ALBANS CATHEDRAL FIREWORKS SPECTACULAR') ORDER 2024
NOTICE is given that Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be:-
1. To prohibit all vehicular traffic from using the following lengths of roads ("the Roads"):-
a) that length of Abbey Mill Lane, St Albans from its junction with Romeland south westwards for its entire length.
There is no alternative route available for vehicles whilst the event takes place. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the event.
b) that length of Orchard Street, St Albans from its junction with Abbey Mill Lane south eastwards for its entire length.
There is no alternative route available for vehicles whilst the event takes place. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the event.
2. To prohibit all pedestrians from using the following lengths of public footpath ("the Public Footpaths"):-
a) that length of St Albans City Public Footpath No.030 from its junction with St Michaels Street south eastwards to its junction with St Albans City Public Footpath No.034, a distance of approximately 664m.
An alternative route will be via the footway situated on the south side of St Michaels Street, the footway situated on the south side of Fishpool Street, the footway situated on the west side of Abbey Gateway, the footway situated on the west side of Abbey Mill Lane and St Albans City Public Footpath No.034.
b) that length of St Albans Public Footpath No.034 from its junction with St Albans Public Footpath No.030 south westwards to its junction with St Albans City Public Footpath No.031, a distance of approximately 272m. An alternative route will be via St Albans City Public Footpath No.034, St Albans City Public Footpath No.016, the footway situated on the east side of Grove Road, the footway situated on the west side of A5183 Holywell Hill and St Albans City Public Footpath No.038.
c) that length of St Albans Public Footpath No.031 from its junction with St Albans City Public Footpath No.034 north westwards to its junction with St Albans City Public Footpath No.032, a distance of approximately 599m. An alternative route will be via St Albans City Public Footpath No.034, St Albans City Public Footpath No.033 and St Albans City Public Footpath No.032.
The Order is needed to ensure public safety and prevent accidents for the duration of the 'St Albans Cathedral Fireworks Spectacular'. If the Order is made, it shall come into force on 2 November 2024 for a period of up to 6 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Roads and Public Footpaths.

(TEMPORARY CLOSING OF ALDENHAM AVENUE, RADLETT) ORDER 2024
NOTICE is given that Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using that length of Aldenham Avenue, Radlett from a point in line with the north eastern boundary of No.57 Aldenham Road south westwards for a distance of approximately 58m ("the Road"), except for access.
An alternative route will be via Aldenham Avenue, A5183 Watling Street, Station Road, B462 Watford Road, New Road, Loom Lane and Aldenham Avenue or via Aldenham Avenue, A5183 Watling Street, B462 (Aldenham Road/Watford Road), New Road, Loom Lane and Aldenham Avenue. The Order is needed because the replacement of an existing water main is proposed to be executed on or near the Road. If the Order is made, it shall come into force on 28 October 2024 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Road. (TEMPORARY CLOSING AND TEMPORARY WAITING RESTRICTIONS IN
VARIOUS ROADS IN HARPENDEN, LONDON COLNEY, BRICKET WOOD, SANDRIDGE, ST ALBANS, REDBOURN AND WHEATHAMPSTEAD) ORDER 2024
NOTICE is given that Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using the following lengths of roads ("the Roads"), except for access and to prohibit all vehicles from waiting at any time on both sides of these lengths of Roads whilst works are in progress:-
1. that length of Connaught Road/Elliswick Road/Browning Road, Harpenden from its southernmost junction with B652 Station Road north westwards, north eastwards and south eastwards for a distance of approximately 157m. An alternative route will be via B652 Station Road.
2. that length of Molescroft/Ridge Avenue, Harpenden from its junction with Farm Avenue south eastwards, north eastwards and south eastwards to its junction with Ridgewood Drive, a distance of approximately 446m.
An alternative route will be via Farm Avenue, Tuffnells Way and Ridgewood Drive.
3. that length of Colnbrook Close, London Colney from its junction with Barnet Road south westwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
4. that length of St Lawrence Way, Bricket Wood from its junction with West Riding south eastwards, north eastwards, south eastwards and south westwards to its junction with Mount Pleasant Lane, a distance of approximately 355m.
An alternative route will be via West Riding and Mount Pleasant Lane.
5. the service road fronting Nos.13-23 House Lane, Sandridge from its westernmost junction with House Lane north eastwards, south eastwards and south westwards for a distance of approximately 91m.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
6. that length of Portman Close, St Albans from its junction with Sandringham Close south westwards and north westwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
7. that length of Belgrave Close, St Albans from its junction with Portman Close south eastwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
8. that length of Regent Close, St Albans from its junction with Portman Close south westwards, south eastwards and south westwards for its entire length. There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
9. that length of Berkley Close, St Albans from its junction with Portman Close south westwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
10. the service road fronting Nos.152-162 Lower Luton Road, St Albans from its junction with Porters Hill south eastwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
11. that length of Crown Street, Redbourn from its junction with High Street north eastwards for a distance of approximately 72m.
An alternative route will be via High Street, Waterend Lane, 6U1863 (unnamed road) and Crown Street.
12. the service road fronting Nos.332-368 Lower Luton Road, Wheathampstead from its junction with Castle Rise north westwards to its junction with Valley Rise, a distance of approximately 295m.
An alternative route will be via Castle Rise, B653 Lower Luton Road and Valley Rise.
13. that length of Pondwicks Close, St Albans from its junction with Grove Road north westwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
14. that length of Holbart Walk, St Albans from its junction with Valley Road south westwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
15. that length of Flinders Close, St Albans from its junction with Foxcroft south eastwards to its junction with Rodney Avenue, a distance of approximately 142m.
An alternative route will be via Foxcroft and Rodney Avenue.
16. that length of Wycombe Place, St Albans from its junction with Sherwood Avenue south eastwards and south westwards to its junction with Hughenden Avenue, a distance of approximately 69m.
An alternative route will be via Sherwood Avenue and Hughenden Avenue.
17. that length of Mount View, London Colney from its junction with Barnet Road south westwards, north westwards and south eastwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
18. that length of Wycombe Way, St Albans from its junction with Hughenden Road south eastwards to its junction with The Ridgeway, a distance of approximately 156m.
An alternative route will be via Hughenden Road and The Ridgeway.
19. that length of Cheriton Close, St Albans from its junction with Villiers Close north westwards for a distance of approximately 77m.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
20. that length of Twyford Close, St Albans from a point 71 metres north west of its junction with Sandringham Crescent north eastwards for a distance of approximately 48m.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
21. that length of Wyedale, London Colney from its junction with Thamesdale north eastwards and north westwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
22. that length of Bowers Way, Harpenden from its junction with Sun Lane south eastwards to its junction with Vaughan Road, a distance of approximately 423m.
An alternative route will be via Sun Lane, A1081 High Street and Vaughan Road.
23. that length of Etna Road, St Albans from its junction with A4147 Catherine Street south westwards to its junction with Worley Road, a distance of approximately 129m.
An alternative route will be via A4147 Catherine Street, Gombards and Worley Road.
24. that length of Upton Avenue, St Albans from its junction with Russell Avenue north westwards and south westwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
25. that length of Ladies Grove, St Albans from its junction with Downedge north eastwards, north westwards and north eastwards for its entire length. An alternative route will be via Downedge, Batchwood Drive and Links Drive.
26. that length of Russell Avenue, St Albans from its junction with Drovers Way north westwards and north eastwards to its junction with Britton Avenue, a distance of approximately 78m.
An alternative route will be via Drovers Way, A4147 Catherine Street, Etna Road, Worley Road, Stapley Road, Upton Avenue and Russell Avenue.
27. that length of Drovers Way, St Albans from its junction with Russell Avenue north eastwards to its junction with A4147 Catherine Street, a distance of approximately 278m.
An alternative route will be via Russell Avenue, Upton Avenue, Stapley Road, Worley Road, Etna Road and A4147 Catherine Street.
28. that length of Townsend Lane, St Albans from its junction with A1081 St Peters Street south eastwards and south westwards to its junction with Hall Place Gardens, a distance of approximately 264m.
An alternative route will be via A1081 St Peters Street and Hall Place Gardens.
29. that length of Springwood Walk, St Albans from its junction with Ardens Way south westwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works.
30. that length of Malvern Close, St Albans from its junction with Chiltern Road south westwards for its entire length.
There is no alternative route available for vehicles when the works are being carried out. However vehicular access to properties in this road will be maintained whenever possible throughout the duration of the works. THE HERTFORDSHIRE (TEMPORARY CLOSING OF WHEATHAMPSTEAD PUBLIC FOOTPATH NO.096) ORDER 2024
NOTICE is given that Hertfordshire County Council intends to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all pedestrians from using Wheathampstead Public Footpath No.096, from a point in line with the western boundary of No.43 The Hill south eastwards for a distance of approximately 30m ("the Public Footpath"). An alternative route will be via Wheathampstead Public Footpath No.096, the footway situated on the east side of B651 The Hill, Wheathampstead Public Footpath No.026, the footway situated on the west side of Offas Way, the footpath situated on the west side of No.89 Caesars Road and Wheathampstead Public Footpath No.096.
The Order is needed because electrical connection works are proposed to be executed near the Public Footpath.
If the Order is made, it shall come into force on 28 October 2024 for a period of up to 6 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Public Footpath. NOTICE is given that Hertfordshire County Council has been made and Order under Section 14(1) of the Road Traffic Regulation Act 1984, to prohibit all vehicular traffic from using the following lengths of roads ("the Roads"), except for access and to prohibit all vehicles from waiting at any time on both sides of these lengths of Roads whilst works are in progress:-
1. that length of Willoughby Road, Harpenden from its junction with Ox Lane north westwards for its entire length.
An alternative route will be via Ox Lane, Clarendon Road and St James Road.
2. that length of Lea Road, Harpenden from its junction with Willoughby Road south westwards to its junction with Clarendon Road, a distance of approximately 300m.
An alternative route will be via Willoughby Road, Ox Lane and Clarendon Road. The Order is needed because works are proposed to be executed on or near the Roads.
The Order has been made and shall come into force on 14 October 2024 for a period of up to 18 months. However, the restrictions specified shall only take effect at the times indicated by signs on or near the Roads.
