Beech Avenue (C43) Effingham Temporary Prohibition of Traffic Order 2024

On 02 October 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Beech Avenue (C43) Effingham which extends from its junction with Beech Close (D883) to its junction with High Barn Road (D268). The effect of this Order will be suspended “The Surrey County Council Beech Avenue (C43) Effingham Temporary Prohibition of Traffic Order 2024” from its junction with Guildford Road (A246) to its junction with Beech Close (D883).

Alternative Route – Guildford Road (A246), Young Street (A246), Mickleham By-Pass (A24), Ashcombe Road (A2003), Ranmore Road (C44), Ranmore Common Road (C44), Critten Lane (C43) and Beech Avenue (C43) or the same route in reverse.

This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 09 October 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times.

French Lane (D138) Thursley Temporary Prohibition of Traffic Order 2024

On 02 October 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of French Lane (D138) Thursley. Alternative Route – Rutton Hill Road; Boundless Road; Old Portsmouth Road; and Thursley Junction. The Order is required to allow new mains electrical supply installation and/or any other associated works to be carried out by, or on behalf of Scottish and Southern Electricity Networks within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over 3 days between the hours of 8am and 5pm within the 12-month period of operation of the Temporary Order that commences on 07 October 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for properties within the closure area, pedestrians, and dismounted cyclists will be maintained at all times. Due to the nature of the works, all other traffic including the emergency services will be required to use the signed diversion route.

Shere Road (A25) Albury Temporary Speed Limit Order (No.2) 2024

On 02 October 2024 Surrey County Council made the abovementioned Temporary Traffic Order under Section 14(1) and 14(7) and 15(8)(b) of the Road Traffic Regulation Act 1984, the effect of which will be to; (a) temporarily prohibit vehicles from driving or proceeding at a speed greater than 20 MPH in that length of Shere Road (A25) Albury as extends from its junction with the access to the “Silent Pool Car Park” and for a distance of 380 metres in an easterly direction; (b) Suspend “The Surrey County Council Shere Road (A25) Guildford Temporary Speed Limit Order 2024” and Any Speed Limit Order made or having effect as if made under Sections 82, 83 and/or 84 of the Act” insofar as affects the length of road described in part (a) of this Notice. This Temporary Speed Limit Order is required to allow a safe working zone in connection with emergency water works for, Road Traffic Solutions on behalf of Thames Water. These works are anticipated to be carried out over 2 weeks, between the hours of 8am and 5pm, within 11-month period of operation of this Order which commences on 06 October 2024 and continues in force the provisions introduced by “The Surrey County Council A25 Shere Road Albury Temporary Speed Limit Notice 2024” issued under Section 14(2) of the Act on 16 September 2024. Advanced warning signs will be displayed; and the temporary closure and suspension, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. The speed limit imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the road by or on behalf of the Police.

Alexandra Road (D3092) Addlestone Temporary Prohibition of Traffic Order 2024

On 02 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Alexandra Road (D3092) Addlestone as extends from its junction with (D3092) Shakespeare Road to a point in line with the common boundary between No.78 and No.80 Alexandra Road. This Order is required to facilitate repair or replacement sewer pipe works for, or on behalf of Thames Water. These works are anticipated to be carried out over 12 days, between the hours of 8am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 14 October 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. There is no alternative route for this closure.

Hanworth Lane (D3020) Chertsey Temporary Prohibition of Traffic Management Order 2024

On 02 October 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily; (a) prohibit vehicles from entering or proceeding in the entire length of Hanworth Lane (D3020) Chertsey; and (b) prohibit vehicles from waiting, loading and unloading at any time on both sides of that length of Hanworth Lane (D3020) Chertsey as extends from its junction with (D3020) Pretoria Road to a point in line with the common boundary between No.12 and No.12a Hanworth Road. This Order is required to facilitate new electrical connection works for, or on behalf of SOS Electricals & Services Ltd. These works are anticipated to be carried out over 3 days, between the hours of 8am and 4pm, during the 12-month period of operation of this Order which will commence on 18 October 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. For sub-paragraph (a) above: Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via road plates if required, as will access for pedestrians and cyclists. Road plates will also be added out of hours. For sub-paragraphs (b) above:

Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

Staines Bridge (A308) Staines-Upon-Thames Temporary (Suspension) Order (No.2) 2024

On 02 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to; (a) Suspend “The Surrey County Council A308 Staines Bridge, Staines Upon Thames Temporary (Suspension) Order 2024” in its entirety; (b) Suspend “Schedule 1” of “The Spelthorne Borough Council (Staines Bridge and Church Street, Staines)(Prohibition of Heavy Commercial Vehicles) Order 1987”, insofar as it relates to the entire length of Staines Bridge (A308) Staines-Upon-Thames. This Order is required to enable Chevron Traffic management and or Connect Plus Services to facilitate road markings on National Highways Network. These works are anticipated to be carried out over 1 night, between the hours of 10pm and 5.30am, within the 12-month period of operation of this Order which will commence on 15 October 2024. Advanced warning signs will be displayed, and the temporary suspension of the Order will only operate when the relevant traffic signs are displayed and to the extent indicated by those signs.

Farncombe Street (D98), and Station Road (D5411), Godalming Temporary Prohibition of Traffic Order (No.3) 2024

On 02 October 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of (a) Farncombe Street (D98) Godalming that is crossed by the Portsmouth Direct Line Level-Crossing and for a distance of 20 metres on each side; (b) Station Road (D5411) as extends from its junction with (D98) Farncombe Street and for a distance of 93 metres in a north easterly direction along Station Road; and (c) Suspend “The Surrey County Council Farncombe Street (D98) Godalming Temporary Prohibition of Traffic Order (No.2) 2024” in its entirety. Alternative Route: Farncombe Street, Binscombe Lane, Binscombe, Green Lane, Bourne Road, Summers Road, and Farncombe Street, or this route in reverse. This Order is required to facilitate level-crossing maintenance and/or improvement works to be carried out for, or on behalf of Network Rail within the length of road described in this notice. These works are anticipated to be carried out over 48 hours, between the hours of 12.55am and 23.59pm, within the 18-month period of operation of this Temporary Traffic Order which commences on 19 October 2024.

Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency service vehicles will be maintained at all times, as will pedestrians and dismounted cyclists. All other vehicular traffic will be required to use the signed diversion route. No sole access will be affected by this closure.

Station Lane (C32) Enton Temporary Prohibition of Traffic Order (No.2) 2024

On 02 October 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Station Lane (C32) Enton that is crossed by the level crossing known as “Milford Level Crossing” from its junction with (D150) Rake Lane to its junction with (D169) Tuesley Lane; (b) Suspend “The Surrey County Council Station Lane (C32) Enton Temporary Prohibition of Traffic Order 2024” in its entirety. Alternative Route: Station Lane, Hambledon Road, Rock Hill, Malthouse Lane, Lane End, (A283) Petworth Road, (A283) Cherry Tree Roundabout, (A286) Church Road, and Station Lane, or this route in reverse. This Order is required to facilitate upgrades to CCTV/Rail works and/or railway maintenance works to be carried out by, or on behalf of Network Rail within the length of road described in this notice. These works are anticipated to be carried out over 4 nights, between the hours of 10pm and 6am, within the 18-month period of operation of this Temporary Traffic Order which commences on 18 October 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 per day, will only operate when the relevant traffic signs are displayed. Access for residents, pedestrians, and dismounted cyclists will be maintained at all times. All other vehicular traffic, including emergency service vehicles will be required to use the diversion route.

Old Lane (C43) Cobham Temporary Prohibition of Traffic Order 2024

On 02 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Old Lane (C43) Cobham. Alternative Route: (1) Horsley Road, Downside Road, Downside Bridge Road, (A245) Between Streets, (A245) Portsmouth Road, and (A3) Portsmouth Road: (2) (A3) Portsmouth Road, (B2039) Portsmouth Road, (A3) Portsmouth Road, (A245) Portsmouth Road, (A245) Between Streets, Downside Bridge Road, Downside Road, and Horsley Road. This Order is required to facilitate carriageway surface dressing/ pre-patching works for, or on behalf of Surrey County Council. These works are anticipated to be carried out as soon as possible, within the 18-month period of operation of this Order which will commence on 14 October 2024. Advanced warning signs will be displayed; and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and dismounted cyclists will be maintained at all times, as will access for emergency service vehicles in an emergency situation only. Vehicular access for residents and businesses will be maintained only when safe to do so, if necessary, via the diversion route.

Farnham Road (B3001) and Milford Road (B3001) Elstead Temporary Prohibition of Traffic Order 2024

On 02 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Farnham Road (B3001) Elstead as extends from its junction with (D89) Fulbrook Lane to its junction with (B3001) Milford Road; and (b) the entire length of Milford Road (B3001) Elstead. Access for pedestrians and dismounted cyclists will be maintained at all times, as will access for emergency service vehicles in an emergency situation only. D5404 Shackstead Lane, Godalming Temporary Prohibition of Traffic Order 2024

On 2 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of D5404 Shackstead Lane, Godalming. This Order is required to enable Surrey County Council to carriageway patching works and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 9 October 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. Alternative Route – A3100 Ockford Road, D169 Holloway Hill and D169 Tuesley Lane.

A248 Kings Road and D208 Kings Road, Shalford Temporary Prohibition of Traffic Order 2024

On 2 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the entire lengths of A248 Kings Road and D208 Kings Road, Shalford. This Order is required to enable Surrey County Council to facilitate footway slurry works and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 4 October 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Various in Guildford Temporary Prohibition of Traffic Order (No.10) 2024

On 2 October 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate surface dressing works, pre-patching works, patching works and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 9 October 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and cyclists will be maintained at all times. Alternative Route eastbound – A3100 Old Portsmouth Road, A3100 Park Street, One way system (A31 Farnham Road, A322 Bridge Road, A322 Onslow Street), A281 Millbrook, A281 Quarry Street, A281 Shalford Road, A281 The Street and A281 Horsham Road. Alternative Route westbound – A281 Horsham Road, A281 The Street, A281 Shalford Road, A281 Quarry Street, A281 Millbrook, A322 Onslow Street, A3100 Park Street and A3100 Old Portsmouth Road;

10. that length of A281 Horsham Road, Shalford/Gosden Common which extends from its roundabout junction with Kings Road and its junction with Station Road. Alternative Route 1 – A3100 Old Portsmouth Road, A3100 Park Street, One Way System (A31 Farnham Road, A322 Bridge Road, A322 Onslow Street), A281 Millbrook, A281 Quarry Street, A281 Shalford Road, A281 The Street and A281 Horsham Road. Alternative Route 2 – A281 Horsham Road, A281 The Street, A281 Shalford Road, A281 Quarry Street, A281 Millbrook, A322 Onslow Street, A3100 Park Street and A3100 Old Portsmouth Road;

12. that length of C43 Effingham Common Road, Effingham which extends from its junction with Forest Road to its junction with Orestan Lane. Alternative Route – C42 Forest Road, B2039 Ockham Road South, A246 Guildford Road and C43 The Street.

High Street (A307) and Claremont Lane (A244) Esher Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) and of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit any person from entering or proceeding on foot or by any other means in (a) that length of the footway to the southern side of High Street (A307) Esher, adjacent to The Bear Hotel and Public House, that extends from the eastern side of its junction with (A244) Claremont Lane, northeastwards for a distance of 15 metres; and (b) that length of the footway to the eastern side of Claremont Lane (A244) Esher, adjacent to The Bear Hotel and Public House, that extends from the eastern side of its junction with (A307) High Street, south-eastwards for a distance of 20 metres. Alternative Route – Use temporary pedestrian crossing on High Street from outside The Bear Hotel and Public House to cross to the other side of the road. Use the path which leads to another temporary pedestrian crossing on Claremont Lane at its northern Junction with High Street. Then walk Southbound on A244 Claremont Lane, crossing the road using the existing unmanned crossing. Then use the temporary pedestrian crossing on Claremont Lane to cross to the other side to meet end point of restriction by The Bear Hotel and Public House. This Order, which will commence on 28 October 2024 for a period of 18 months is required because works are being or are proposed to be executed on or near the said roads, to be carried out by or on behalf of Surrey County Council, including but not limited to: traffic signal refurbishment works and/or any other associated works. These works are anticipated to be carried out as soon as possible over 1 week between the hours of 8am and 5pm Monday to Friday. Advanced warning signs will be displayed; and the temporary closure will only operate when the relevant traffic signs are displayed. Due to the nature of the works, there will be no access through the works area and all pedestrians and dismounted cyclists will be required to use the signed diversion route.

St Anns Road (D3002) Chertsey Temporary Prohibition of Traffic Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of St Anns Road (D3002) Chertsey (also known as “Hamperstone Bridge”) as extends from its junction with (D3002) Twynersh Avenue south-westwards for a distance of 45 metres. There is no applicable alternative route for vehicles. Alternative Route for pedestrians – Follow the Canal Path and across the unnamed footbridge to Twynersh Avenue then turn left along Twynersh Avenue. The Order is required to allow concrete repairs to the bridge structure, dewatering works and/or temporary damming of the watercourse and/or any other associated works to be carried out by, or on behalf of Surrey County Council within the length of road described in this notice. These works are anticipated to be carried out as soon as possible between the hours of 8am and 5pm Monday to Friday within the 18-month period of operation of the Temporary Order that commences on 28 October 2024. It is anticipated that the works will take approximately 2 weeks to complete once the works start. Advanced warning signs will be displayed and the temporary closure, which will be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Due to the nature and location of the works there will be no access through the works area and pedestrians will be required to follow the signed diversion route.

No Sole Access will be affected by these works.

Fairmile Lane (C157) Cobham Temporary Prohibition of Traffic Management Order 2024

Surrey County Council propose to make the above-mentioned Temporary Order under section 14(1) and 14(7) of the Road Traffic Regulations Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of, (a) Fairmile Lane (C157) Cobham as extends from its junction with (A307) Portsmouth Road to its junction with (D6857) Fairacres in any direction other than north westwards; (b) Portsmouth Road (A307) Cobham northeast bound from turning left into (C157) Fairmile Lane; (c) Portsmouth Road (A307) Cobham southeast bound from turning right into (C157) Fairmile Lane; (d) Fairmile Lane (C157) Cobham southbound lane from turning left into (D6857) Nightingale Close.; (e) Suspend “The Surrey County Council Fairmile Lane (C157) Cobham Temporary Prohibition of Traffic Order 2023” in its entirety.
