NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the proposals - in accordance with parking policy & planning permissions - is to amend the eligibility of the following properties to apply for Residents & Visitors Parking Permits, i.e. the removal from eligibility for resident's parking permits and residents' visitors' parking permits, as follows:

(EAST CHALLOW, CORNHILL LANE BOAT 196/3/10 & 30) (PROHIBITION OF MOTOR VEHICLES AND CARRIAGES) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. Cornhill Lane in East Challow is a BOAT (Byway Open to all Traffic) which is an unsurfaced Public Right of Way and highly vulnerable to damage. This order seeks to prohibit motor vehicles & horse drawn carriages with four or more wheels and wider than 1.5m [4' 11"| all year round from using Cornhill Lane between its junction with the A417 Faringdon Road to the north, and the B4507 Ickleton Road to the south, following damage caused by motorised vehicles and subsequent extensive work to repair the route.

Use will continue to be permitted for pedestrians, cycles, horses, disabled persons wheelchairs and powered mobility conveyances, and for access by agricultural land users and highway maintenance vehicles and refuse collection. Additionally, motorcycles will initially be permitted to use the route, however this will be reviewed after 12 months should the proposals be approved & implemented. Appropriate signage will be displayed at all access points to inform byway users. (WOODSTOCK & LONG HANBOROUGH, VARIOUS ROADS) (MAP BASED)

(PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.*) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all enabling powers. The effect of the order is to introduce changes to parking restrictions as part of a review of the scheme for Woodstock. The new measures are comprised as follows:

1) Proposed reduction to Waiting Restrictions: Double Yellow Lines will be reduced in front of the vehicular access to No.24 Market Street for a distance of 6 metres. All other restrictions in Market Street will remain unaffected.

2) Proposed introduction of Waiting Prohibition: Double Yellow Lines will be introduced in the following locations:

* Cockpit Close: north side - from the junction with Rectory Lane to a point opposite the western building line of No.27,

* Cockpit Close: south side - In front of Property Nos.1, 2, 13, & 26-27,

* Cockpit Close: east side from the junction with Rectory Lane to a point in-line with the northern building line of property No.1,

* New Road: south side - at the junction to the football club, opposite No.30.

3) Parking Places:

(a) Proposed change from 'Permit Holder only parking 8am - 6pm (WS)' to paid parking bays (PAY AND DISPLAY) where charges will apply - 8am to 6pm, Max Stay up to 4 hours (no return within 1 hour). Woodstock (WS) residents permit holders are exempt from charges and time limits

* Applies to marked bays in Cockpit Close, to be sited on the south side adjacent to No.2, Nos.3-14, & Nos.15-25. All existing disabled parking places will remain unaffected.

A parking ticket, available from nearby parking metre (or via an online App.) would be required to be displayed within the vehicle, unless a valid Woodstock Residents Permit has been issued, or a 'blue badge' is on display. The charges proposed are:

Payment for a parking ticket may be made by the insertion of the appropriate money into a nearby ticket machine. Machine produced tickets will be displayed on a vehicle. 'Virtual Parking Tickets' may be obtained online via the Application (App) identified on the machine and will be accessible to parking enforcement officers. Vehicles must be parked within marked bays. Residents who have been issued a Residents Permit may park without time limit or charge in 'pay and display' bays. (b) Proposed change from 'Permit Holder only parking 8am - 6pm (WS)' to dual

purpose limited waiting/permit holder bays - Max stay 3 hours, no return within 2 hours, or permit holders (WS) 8am - 6pm 

* Applies to the north side of New Road adjacent to property Nos.50-50a, a total length of 20 metres.

4) Eligible properties:

The existing properties eligible to apply for annual Residents and Visitor Parking Permits under the local identifier 'WS' will be further amended to include No.124 New Road.

5) Residents permits:

Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.

6) Visitors permits:

Will be available for residents at the above eligible addresses, usually a maximum of 50 days' worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.

7) Charges:

(a) for residents permits per property will be £65 per annum. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £1 per permit so that the cost of the second block will be £25.

(b) Contractors may apply for a permit to use a parking place at a charge of £31.50 for any period not exceeding a week.

8) Other Matters:

(a) A permit may be withdrawn if found to be granted based on false information, or a permit has not been used in accordance with the provisions of the Order or where it has been abused. This may result in suspension of eligibility for further permits.

(b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include following exemptions: For disabled badge holders (maximum of three hours where there are no waiting restrictions are in force), Carers Permit holders, for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.

The Oxfordshire County Council (Woodstock and Long Hanborough, Various Roads) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2023 will be further amended as necessary, updating Map Tiles: DO52 & DO53 in the process.

(SANDFORD-ON-THAMES PARISH) (SPEED LIMITS) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order - in order to help improve road safety on local roads - is to introduce a 20mph speed limit in Sandford-on-Thames village, replacing the majority of the existing 30mph speed limit, leading out to the following points:

1. Brick Kiln Lane - a point 80 metres south of its roundabout junction with Grenoble Road,

2. Heyford Hill Lane - its junction with Sandford Road,

3. Henley Road (southern end) - a point 70 metres northwest of its junction with the A4074,

4. Sandford Road (northern end) - a point 105 metres northwest of its junction with Rock Farm Lane.

A section of 30mph speed limit will remain on Henley Road/Sandford Road, with

Officers having taken the current road environment into account.

The Oxfordshire County Council (Restricted Roads) (Sandford-on-Thames Parish)

Order 1999 will be revoked/replaced as necessary.

3. (OXFORD AREA - VARIOUS STREETS) (TRAFFIC MANAGEMENT) (VARIATION No*) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all enabling powers. The effect of the proposal is to introduce a Controlled Parking Zone in the following roads in the Littlemore North area of Oxford: Addison Drive, Bodley Road, Cardinal Close, Church Hill Road, Cowley Road (Littlemore), Eastern Avenue, Fairlie Road, Goodey Close, Herschel Crescent, Hillsborough Close, Hillsborough Road, Kelburne Road, Littlemore Road, Long Lane, Mayfair Road, Newman Road, Orchard Way, Rahere Road, Sheldon Way, Van-Diemans Lane, Westbury Crescent, and Wykeham Crescent.

1) Waiting Restrictions:

(a) 'No Waiting at Any Time' (Double Yellow Lines) will see some additions in the following roads: Addison Drive, Bodley Road, Church Hill Road, Eastern Avenue, Herschel Crescent, Kelburne Road, Long Lane, Newman Road, Orchard Way, Rahere Road, and Van-Diemans Lane.

(b) Existing Double Yellow Lines will remain as currently marked in Addison Drive, Bodley Road, Cardinal Close, Church Hill Road, Cowley Road (Littlemore), Herschel Crescent, Littlemore Road, Mayfair Road, Rahere Road, and Sheldon Way.

2) Parking Places:

(a) The following roads will include parking places for permit holders only 8am to 6.30pm all days, and for non-permit holders for a maximum of 2 hours (with no return within 2 hours): Addison Drive, Bodley Road, Cardinal Close, Church Hill Road, Cowley Road (between Newman Road & the Eastern bypass), Eastern Avenue, Fairlie Road, Goodey Close, Herschel Crescent, Hillsborough Close, Hillsborough Road, Kelburne Road, Littlemore Road (south of its junction with Bartholomew Road), Long Lane, Mayfair Road, Newman Road, Orchard Way, Rahere Road, Sheldon Way, Van-Diemans Lane, Westbury Crescent, and Wykeham Crescent

(b) Any existing Disabled Persons Parking Places (DPPPs) will remain as currently marked within the proposed CPZ area.

3) Westbury Crescent:

Following the informal consultation carried out with local residents in June/July 2024 - and supplementary to this proposed CPZ - a new traffic improvement scheme is proposed for Westbury Crescent, comprising of the following measures:

(a) One-way restriction:

* Vehicles entering Westbury Crescent from Rose Hill would be required to use the 'northern' side of Westbury Crescent to access Church Hill Road.

* Vehicles from Church Hill Road would be required to use the 'southern' side of Westbury Crescent to access Rose Hill.

* There will be exemptions for people cycling, who will be allowed to cycle in both directions throughout.

(b) Traffic calming: The one-way system would be complemented by a series of physical planters placed on the highway to narrow the road slightly, encouraging vehicles to reduce their speed.

(c) Parking restrictions: Some localised restrictions to parking, using 'No Waiting at Any Time' (double yellow lines) would be introduced in approx. 10 metre lengths as follows:

* Southern section - i) north side adjacent to No.41 & No.53, ii) south side adjacent to Nos.66/68 & No.74, and iii) both sides at the junction with Church Hill Road,

* Northern section - i) north side adjacent to Nos.8/10 & No.20, ii) south side adjacent to Nos.11a/15 & No.25, and iii) both sides at the junction with Church Hill Road,

* Additionally, restrictions will also be applied on all sides in & around the vicinity of the proposed area of 'green space' at the western end of the crescent.

4) Eligible properties:

Subject to any existing or pending planning conditions that may prevent otherwise, residents of the following roads will be able to apply for annual parking permits and the eligible properties are known as 'Zone Addresses' with a local identifier of 'LN': Addison Drive, Bodley Road, Cardinal Close, Church Hill Road, Cowley Road (even Nos.54-136, odd Nos.93-139), Eastern Avenue, Fairlie Road, Goodey Close, Herschel Crescent, Hillsborough Close, Hillsborough Road, Kelburne Road, Littlemore Road (even Nos.26-56, odd Nos.27-59), Long Lane, Mayfair Road, Newman Road, Orchard Court, Orchard Way, A4158 Oxford Road (even Nos.112-140), Rahere Road, A4158 Rose Hill (even Nos.42-54 & 62-68,

odd Nos.43-77 & Nos.117-139), Sheldon Way, Van-Diemans Lane, Westbury Crescent, and Wykeham Crescent,

5) Residents permits:

Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road. A person who is temporarily resident at a Zone Address for work purposes will be eligible for a resident's permit. A resident who is temporarily resident for study purpose does not qualify.

6) Visitors permits:

Will be available for residents at the Zone Addresses, usually a maximum of 50 days' worth of permits will be issued per year and provided in blocks of 25.

7) Charges:

(a) for each resident, permits per property will be £80 per annum. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £31.50.

(b) Business permits will be available for businesses (where it is essential for business purposes) within the Zone. Permits will be limited to a maximum of two permits per business and will be vehicle specific. The charge for each will be £190 per annum or £50.50 for 3 months or £95 for 6 months or £145 for 9 months. The fee for a change of vehicle for business permits is £25.

(c) Contractors may apply for a permit to use a parking place at a charge of £31.50 for any period not exceeding a week.

8) Other Matters:

(a) All permits will be Zone specific ('LN'). A permit may be withdrawn if the permit has not been used in accordance with the provisions of the Order or where it has been abused. This may result in suspension of eligibility for further permits.

(b) Parking places may only be used by vehicles which do not exceed 2.25 tonnes in weight, 2 metres in height (exclusive of any attachments), 5 metres in length and 2 metres in width. Motorcycles may also use designated parking places without a permit.

(c) Exemptions to the waiting restrictions and the restrictions on use of parking places will be subject to the following exemptions: For disabled badge holders (maximum of three hours where there is 'No Waiting'), loading and unloading, people boarding or alighting a vehicle, emergency services, council and universal service providers and vehicles being used in connection with road works and works to the utility services and official funeral vehicles.

(d) The Oxfordshire County Council (Oxford Area - Various Streets) (Prohibition and Restriction of Waiting and Loading and Permitted Parking) Order 2022 will be further amended insofar as roads within that 2022 order will be transferred into this new CPZ order. The Oxfordshire County Council (Oxford Area - Various Streets) (Traffic Management) Order 2022 will also be further amended to add the proposed One Way system.

(FENCOTT AND MURCOTT PARISH) (20 MPH SPEED LIMIT) ORDER 2024

NOTICE is given that on 23 September 2024 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The order, which comes into force on 30 September introduces a 20mph speed limit within Fencott & Murcott, replacing the previous 30mph speed limit, leading out to the following points: Fencott:

1. The unnamed road running westwards to Charlton-on-Otmoor - a point

37 metres west of its junction with Black Bull Lane,

2 The unnamed road running eastwards to Murcott - a point 15 metres east of

its junction with the public bridleway No.209/15/40.

Murcott:

1. The unnamed road running through the village:

a. Western end - a point 190 metres northwest of its junction with Fiveacres

b. Eastern end - a point 15 metres southeast of its junction with the public bridleway no.209/6/20

The Oxfordshire County Council (Fencott and Murcott Parish) (Speed Limit) Order 2003 is revoked/replaced.
