Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Mealhouse Lane Atherton) (Temporary Closure) Order 2024. The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Mealhouse Lane Atherton during the period of 19:00 and 23:00 commencing on 18/11/2024.
The alternative route for traffic is: A579 Atherleigh Way, A578
Twist Lane, A572 Spinning Jenny Way, A572 Chapel Street, A572
Manchester Road, A5082 Church Road, A5082 Henfold Road, A5082 Hough Lane, A577 Manchester Road, A577 Elliott Street, A577 Castle Street, A577 Tyldesley Road, Market Place and Market Street.
The Order is necessary to allow a frame and cover replacement.
(Moorland Road Ashton In Makerfield)
(Temporary Closure) Order 2024

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Moorland Road Ashton in Makerfield) (Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Moorland Road Ashton in Makerfield during the period of 08:00 and 16:00 on 16/12/2024.
The alternative route for traffic is: Diane Road and Linkway Avenue. The Order is necessary to allow to facilitate plant delivery.
(Moss Road Billinge) (Temporary Closure) Order 2024 Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Moss Road Billinge) (Temporary Closure) Order 2024. The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Moss Road Billinge during the period of three days commencing on 10/12/2024 to 12/12/2024.
The alternative route for traffic is: Tracks Lane and Greenslate Road. The Order is necessary to allow a new water connection.
(Moorland Road Ashton In Makerfield Wigan)
(Temporary Closure) Order 2024 Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Moorland Road Ashton in Makerfield Wigan) (Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in Moorland Road Ashton in Makerfield Wigan during the period of 08:00 to 16:00 commencing on 16/12/2024.
The alternative route for traffic is: Diane Road and Linkway Avenue. The Order is necessary to allow the facilitation of plant delivery.
Wigan Borough (Standish No. 74 (Part) And No. 75
(Part) (Temporary Closure) Order 2024
Notice of Proposals
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of the Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council proposes to make the Wigan Borough (Standish No. 74 (part) and 75 (part)) (Temporary Closure) Order.
The effect of the Order will be to prohibit any person, except upon the direction or with the permission of a police constable, from using public footpath Standish No. 74 from Point A shown on the Order Map at grid reference 355268 408158, to Point B at its junction with public footpath Standish No. 75 as shown on the Order Map at grid reference 355254 408021 for a distance of approximately 138 metres in a generally southerly direction.
And public footpath Standish No. 75 from Point C at its junction with Wigan Lower Road as shown on the Order Map at grid reference 355080 407965, to Point D as shown on the Order Map at grid reference 355404 408090 for a distance of approximately 353 metres in a generally north-easterly direction.
An alternative route is available via the public rights of way network and Princess Road that links with Wigan Lower Road. This public footpath will be closed for a period of five weeks commencing on 28th October 2024 to safeguard the public whilst work is undertaken to cap a mine shaft.

Public Path Stopping Up and Creation Order 2024
The above Order was made on 24th September 2024. The effect of the Order will be to stop up:
• Wigan Path No. 16 is described in the draft Statement for Wigan as: “The footpath runs east off Fraser Road as a 5.6m wide tarmac track running through amenity grassland. At 3.3m wide. At 177m there is an entrance to Newtown Labour Club to the south.
The footpath ends at the junction with footpath no.15.” Wigan Path No. 16 will be stopped up from its junction with Wigan Path No. 15 at Point A on the map at grid reference 356521 405374 to its junction with Fraser Street Point B on the map at grid reference 356292 405257 for a distance of approximately 256 metres in a south westerly direction.
• Wigan Path No. 15 (part) is described in the draft Statement for Wigan as: “The footpath runs west of Scot Lane as a 7m wide track bound by Newtown Labour Club to the south and a hedge to the north. At 13m there is a junction with footpath no. 16 to the south, the path narrows to 1.3m and there is a neutral grassland to the north. At 20m the path is 2.3m wide tarmac track running through amenity grassland. Between 137m and 182m there is a play area to the north. The footpath ends at 242m on Buchanan Road as a 2.3m wide tarmac track bound by amenity grassland.”
Wigan Path No. 15 will be stopped up from its junction with Scot Lane at Point C on the map at grid reference 356534 405377 for approximately 108 metres in a north westerly direction to Point D on the map at grid reference 356433 405409.
• Unnamed Path E-F will be stopped up from Scot Lane at Point E on the map at grid reference 356498 405425 for approximately 134 metres in a south westerly direction to Point F on the map at grid reference 356416 405319.
And create alternative bridleways:
• Public bridleway Wigan No. 16A will be created and commence from Scot Lane at Point G on the map at grid reference 356489 405436, from which it runs in a general south westerly direction to its junction with Greenwood Avenue to Point H on the map at grid reference 356173 405170 for a distance of approximately 432 metres. The surface will be sealed, 3 metres wide.
• Public bridleway Wigan No.16B will be created and commence from Buchanan Road at Point I on the map at grid reference 356182 405205, south to its junction with Bramble Grove to Point J on the map at grid reference 356230 405137 for a distance of approximately 88 metres. The surface will be sealed, 3 metres wide.

20a) (Public Path Diversion And Creation) Order 2024
The above Order was made on 24th September 2024. The effect of the Order will be to stop up:
• Public footpath Standish No. 20 is described in the Definitive Statement for Standish as: “From the junction with Path No. 19 near the Grove and eastwards crossing the one railway track and passing under a second embankment by a subway and joining Chorley Road south of Douglas House.” Part of public footpath Standish No.20 will be stopped up from its junction with Grove
Lane at Point A on the plan at grid reference 356928 409913 to Point B on the plan at grid reference 357225 409795 for a distance of approximately 320 metres in a south easterly direction.
And create an alternative footpath on:
• Public footpath Standish No. 20 will be diverted and commence from Grove Lane at Point A on the plan at grid reference 356928 409913, from which it runs south easterly to Point C on the plan at grid reference 357122 409743 for a distance of approximately 275 metres, before going north then east along residential roads/ pavements to the continuation of the existing public footpath at Point B on the plan at grid reference 357225 409795 for a distance of approximately 148 metres. The surface will be self-binding gravel, 2 metres wide with a wooden gate at point A. The surface on the residential road/pavement will be bitmac.
• Public footpath Standish No.20A will be created and commence from public footpath Standish No.20 at Point C on the plan at grid reference 357122 409743, from which it runs south to its junction with public bridleway Standish No.21 at Point D on the plan at grid reference 357173 409691 for a distance of approximately 75 metres. The surface will be self-binding gravel, 2 metres wide.
