LONDON BOROUGH OF BARNET

THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.*) ORDER 20** THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.*) ORDER 20**

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6, 45, 46, 49,51 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to provide a parking facility to disabled blue badge holders who meet qualifying criteria, the general effect of the above Orders would be to provide designated disabled parking bays for use by motorists in their vehicles who display both a valid disabled blue badge and a dedicated disabled permit which would be applicable to each bay, outside the following locations:

36 Brownswell Road N2, 40 Temple Gardens NW11 (by converting a length of shared use permit holders only parking), 15/16 Graywood Court N12 (by converting an existing general disabled bay), 32 Midholm NW11 (by converting an existing general disabled bay), 26 Leeside Crescent NW11 (be converting a length of resident permit holders only parking), 12 Balfour Grove N20, 24a Elmfield Road N2, 41 Dallas Road NW4, 59 Glebe Road N3, 8 Carberry - Little Strand NW9, 3 Heybourne Crescent NW9, 32 Boyne Avenue NW4, 2 Amberly House - Warwick Road EN5, 36 Algernon Road London NW4 (be converting a length of resident permit holders only parking), 20 Westbrook Crescent EN4, 73 George Crescent N10, 83 Hamilton Road NW11 (by converting an existing general disabled bay), 13 Marne Avenue N11, 23 Meadfield HA8, 46 Manor Park Road N2, 1 Layfield Close Hendon NW4, 325 Long Lane N2, 34 Warrens Shawe Lane HA8, 24-26 Queens Avenue N20, 63 Hertford Road EN4, 111 Margaret Road EN4, 3 Fordham Close EN4 (by converting an existing general disabled bay). The general effect of the above Orders would also remove redundant disabled parking bays outside 30 Crewys Road NW2 (to be converted to resident permit holders only parking), 36 Churchfield Avenue N12 (to be converted to resident permit holders only parking), 44 Churchfield Avenue N12 (to be converted to resident permit holders only parking), 66 Halliwick Road N10, 20 Brunswick Crescent N11,12 Basing Way Finchley N3, 20 Lincoln Road N2 N12 (to be converted to permit holders only parking), 20 Meadway NW11, 7 Beaconsfield Road N11.

In order to improve access to a disabled motorist vehicle the Free Order will extend the existing dedicated disabled permit holder only bay situated

outside No.63 Hertford Road EN4 by 1.2 metres.

In order to improve access for disabled motorists who display a valid blue badge in their vehicles visiting the local amenities in the Church Hill Road area the general effect of the Free Order will:

introduce a disabled parking bay outside No.10 Church Hill Road EN5. Motorists will be limited to a maximum stay of 3 hours. In order to accommodate the introduction of 'dropped kerb' vehicle crossovers to enable access to off-street parking facilities, the general effect of the Orders would also be to remove existing parking spaces and replace with yellow line waiting restrictions outside the locations as follows:

The general effect of the above Orders would also be to amend the existing parking layout to introduce lengths of 'At any time' waiting restrictions, in order to accommodate the installation of new bicycle hangars 2.58m in length, 2.03m in width aligned parallel to the kerb, as follows: ? Taunton Drive, N2 - Side of No.5 Brendon Grove

* Ingram Road N2 - Side of No.20 Baronsmere Road (by converting a length of permit holders only parking bay)

* Pembroke Road N10 - Outside Pembroke Road Church

* Leslie Rd, N2 - opposite No.81 and 83 (by converting a length of resident permit holders only parking bay)

* Bedford Road, N2 - outside No.59 (by converting a length of permit holders only parking bay)

* Tarling Road, N2 - Next to 3 Tarling Road

The General effect of the Free order would remove an electric vehicle charging bay outside No.2 to 4 Avondale Avenue N3. In order to provide additional Business parking provision and improve access to existing on street business parking provision in the Mill Hill area the general effect of the Charge-For Order would convert to the following parking bays listed below to shared use parking bays:

* An existing Paybyphone parking bay on Goodwyn Avenue NW7 situated at the side of No.129 The Broadway NW7, operating 9am to 5.30pm Monday to Saturday would be converted to a shared use Paybyphone/business permit holders parking bay operating Monday to Saturday 9am to 5.30pm.

* An existing resident parking bay situated opposite Nos. 23 to 31 Daws Lane operating 11am to 12pm Monday would be converted to a shared use resident/business permit holders parking bay operating 11am to 12pm Monday to Friday.

* An existing Paybyphone parking bay on situated outside Sacred Heart Church on Flower Lane NW7 operating 9am to 5.30pm would be converted to a shared use Paybyphone/business permit holders parking bay operating Monday to Saturday 9am to 5.30pm.

* Part of an existing resident parking bay situated on Beech Walk NW7 (side of No.49 Hale Lane) operating 11am to 12pm Monday to Friday would be converted to a shared use Paybyphone/business permit holders parking bay operating Monday to Saturday 9am to 5.30pm.

* Part of an existing resident parking bay situated on Beech Walk NW7 (side of No.37 Hale Lane) operating 11am to 12pm Monday to Friday would be converted to a shared use Paybyphone/business permit holders parking bay operating Monday to Saturday 9am to 5.30pm.

The General effect of the Free Order would be to formalize length of 'At Any time' waiting restrictions at the following locations below:

* Outside No.51 Park View Crescent N11

* Burnt Oak Broadway NW9 - On the northeast side of Burnt Oak Broadway HA8 from a point 30 metres northwest of the north-western

kerbline of Stockwell Close and a point 30 metres southeast of the

south-eastern kerbline of Stockwell Close In order to maintain road safety and traffic flow, deter obstructive parking, improve sightlines and safety and improve bus stop accessibility, the general effect of the above Orders would a be to introduce new lengths of 'At any time' waiting restrictions at the following locations:

* Friern Barnet Lane N20 - Southwest side between Myddelton Park and No.225 Friern Barnet Lane

* Fallow Court Avenue N12 - At the side of No.605 High Road. Proposed as part of in-process and completed public highway adoptions in the borough and on-going regeneration development works it is considered that certain lengths of public highway should be kept clear of parked prevent obstructive parking.

* Hillside Gardens HA8 - Outside No.95 and Nos 98 to 108 Hillside Gardens.

* Junction of Friern Barnet Road and Carlton Road N11

* Junction of Broadfields Avenue HA8 with Bullescroft Road (Both arms)

* Junction of Poynings Way and Walmington Fold N12

* Saddlescombe Way N12 - Side of No14 Walmington Fold.

* Southover N12 - Outside No.95

* Junction of Bramber Road and Warnham Road N12

* Junction of Purbeck Drive and Cheviot Gardens NW2

* Junction of Station Road EN5 and Leicester Road

* Courthouse Road N12 - Oustside No.3 to No.7 Courthouse Road

* Alexandra Grove N12 - Opposite Nos.6 to 8 Alexandra Grove

* Hammers Lane NW7 - Northwest side between Murray House and Norah Cottage.

* Brent Street NW4 - Outside Nos.1 to 8 Danescroft

* Junction of Pennine Drive and Cotswold Gardens NW2

* Junction of Pennine Drive and Cheviot Gardens NW2

* Junction of Pennine Drive and Claremont Road NW2

* Opposite the junction of Pennine Drive and Claremont Road NW2

* Russell Lane N20 - outside Nos.2 to 4

* Southmead NW9 outside No.11 Lysander and opposite Nos.6 to 11 Lysander.

The general effect of the above Orders would be to upgrade lengths of existing waiting restrictions to operate 'At any time' at the following locations:

* Junction of Wentworth Road and St Andrews Road NW11 - Existing 11am to 12pm Monday to Friday waiting restrictions.

* Sheaveshill Avenue NW9 - Upgrade existing 8am to 6.30pm Monday to Friday waiting restrictions outside 152 Sheaveshill Avenue and opposite Nos.150 to 152 Sheaveshill Avenue.

* Station Road EN5 - Existing 7am to 7pm Monday to Saturday waiting restriction on both sides of Station Road between No.3 Greenhill Parade and Nos.1 to 8 Florence Court.

* Nether Street N3 - Existing 8am to 6.30pm Monday to Sunday waiting restrictions on the southeast side between No.265 Nether Street and Howcroft Crescent.

* Holders Hill Road - Existing waiting restriction operating 1pn to 6pm on event days on Holders Hill Road at the junction of Turnberry Close NW4. As part of this measure being introduced approximately 5 metres of the existing permit holder parking bay operating 1pm to 6pm on event days outside Allerton Court, Turnberry Close (on Holders Hill Road) would be removed.

* Alexandra N12 - Existing 8am to 6.30pm Monday to Saturday waiting restrictions opposite No.2a Alexandra Grove.

* Edgwarebury Lane HA8 - Existing 10am to 11am Monday to Friday outside Nos.99 to 101 Edgwarebury Lane.

* Durham Road N2 - Existing 8am to 6.30pm Monday to Saturday at the junction of Fortis Green

* Fortis Green N2 - Existing 8am to 6.30pm Monday to Saturday on both side of Fortis Green between Durham Road and Twyford Avenue.

* Summerlee Avenue N2 - Existing 8am to 6.30pm Monday to Saturday at the junction of Fortis Green

* Fortis Green N2 - Existing 10am to 6.30pm Monday to Saturday outside No.47 Fortis Green

* Junction of The Drive and Hale Lane existing 8am to 6.30pm Monday to Saturday waiting restrictions.

* Hale Lane HA8 - Existing 8am to 6.30pm Monday to Saturday outside Edgware Library, Hale Lane.

* Junction of Victoria Road and Lawrence Street - Existing 8am to 6.30pm Monday to Saturday waiting restrictions.

* Junction of Uphill Road and Lawrence Street - Existing 8am to 6.30pm Monday to Saturday waiting restrictions and existing 11am to 12pm waiting restrictions.

* Lawrence Street NW7 - Existing 8am to 6.30pm Monday to Saturday waiting restrictions on both side of Lawrence Street between the northern flank wall of No.2 Uphill Road and the junction of Victoria Road.

* Junction of Goodwyn Avenue and The Broadway - Existing 8am to 6.30pm Monday to Saturday waiting restrictions.

* Junction of Hale Lane and Hale Grove Gardens - Existing 8am to 6.30pm Monday to Saturday waiting restrictions.

* Hale Lane HA8 - Existing length of 11am to 12pm waiting restrictions outside No.24 to 28 Hale Lane and outside Nos.14 to 16 Hale Lane. As part of this measure being introduced a length of resident permit holder parking bay operating 11am to 12pm would be removed outside No.24 Hale Lane HA8.

The general effect of the Free Order would be to introduce length of 'At any time' loading restrictions at the junction of Uphill Road and Lawrence Street, at the junction of Victoria Road and Lawrence Street and on both sides of Lawrence Street between the northern flank wall of Lawrence Street and the junction of Victoria Avenue NW7. In order to improve loading opportunity for local businesses the general effect of the free order would be to convert part of an existing Paybyphone payment parking bay operating 8am to 6.30pm Monday to Saturday outside Nos.294 to 296 Hale Lane to a Good Vehicle loading only parking bay operating 'At any time' and will allow continuous loading to take place for a maximum duration of 30 mins In order to improve access to vehicles wishing to enter or exit No.97 Wentworth Road the general effect of the orders would be to reduce the length of the existing resident permit holders only parking opposite No.97 Wentworth Road NW11 by approximately 6 metres in length. As a result of this proposal being undertaken a length of 'At any time' waiting restrictions will be introduced.
