Amendments to Waiting and Loading Restrictions and On-Street Parking Places in the District of Mole Valley
On 24 September 2024 Surrey County Council made, with amendments “The Surrey County Council (Various Roads in Mole Valley) (Amendment of Waiting Loading and Unloading Prohibition and On-Street Parking Places Orders) (Amendment No.5) Order 2024”, pursuant to Sections 1, 2, 4, 14, 32, 35, 36 and 45 to 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984: The purpose and effect of which is to amend the following Orders: -
(1) The Surrey County Council Various Roads in The District of Mole Valley (Residents’ On-Street Parking Places) Order 2017;
(2) The Surrey County Council Various Roads in Dorking Town Centre in The District of Mole Valley (Permit Zone) (On-Street Parking Place) Order 2017;
(3) The Surrey County Council (Various Roads in Mole Valley) (Consolidation of Free Street Parking Places) (Disabled Persons) Order 2017;
(4) The Surrey County Council (Various Roads in Mole Valley) (Consolidation of Free Street Parking Places and Loading Bays and Revocation) Order 2017;
(5) The Surrey County Council (Various Roads in Mole Valley) (Revocation and Consolidation of Waiting, Loading and Unloading Prohibition and Restriction) Order 2017; So as to: -
(1) prohibit waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, on the days and at the times indicated in the said Schedule; Exemptions for loading on and unloading from vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions;
(2) introduce time-limited on-street parking bays in a certain length of London Road, Dorking with the restriction of Monday to Saturday 8am-6pm 2 hours with no return within 1 hour
(3) make the advisory free disabled persons on-street parking places in the lengths of roads specified in the Second Schedule to this Notice mandatory, to be operational at all times without limit of time
(4) amend the widths and layout of the time limited free on-street parking bays and the disabled persons parking place in The Street, Fetcham. The current time limits and restrictions will remain the same.
(5) revoke and remove the permit holder only parking bays on Povey Cross Road in the vicinity of the property known as “Manor Lodge” to be replaced with Double Yellow lines.
(6) revoke the permit holder only restriction on the current residents permit holder only parking bays situated on Highlands Road, Leatherhead between Reigate Road, and Beechwood Park
(7) Include the residents of No’s 1-7 Farmers Court and No.17A Ansell Road to be eligible for permits in Permit Parking “J” with the following provisions:-
(a) the vehicles which may be left in the parking place during the hours of operation shall be vehicles either displaying a valid residents parking or having a valid virtual residents parking permit bearing the appropriate identifying letter issued by the Council or its agents, or a vehicle either displaying a valid residents’ visitor’s parking permit, a valid carer’s parking permit or a valid operational parking permit or having a valid virtual version thereof
(b) provide residents’ parking permits for residents of the said properties, which will allow them to park in the said on-street permit holders’ only parking place during the hours of operation. Such permits will cost £84 for the first permit, £104 for a second permit and £134 for any subsequent permit (as applicable) and will be valid for a period of twelve months. These charges will rise by £4 on the 1st of January on each of 2026, and 2028. The charge for a duplicate permit or a change of permit due to the change of vehicle will be £15;
(c) provide that such residents parking permits shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode;
(d) provide for:
(i) residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 150 pa, or £1 which will be valid for 2 hours limited to 250 pa;
(ii) Operational Permits, for use by doctors and nurses, and Carers Permits, for carers and community care personnel who are required to make visits to residents, which will be free of charge; and
(iii) Child Care Permits, for persons employed to visit a resident for the purpose of childcare, pursuant to a contract of employment, will incur the same cost as a resident’s permit, dependant on how many permits the resident has already been issued;
(e) provide that vehicles left by specified disabled persons may wait in the parking places in accordance with the Blue Badge Scheme without time limit at any time;
(f) provide that certain other vehicles may wait in the parking places in certain circumstances e.g., to allow person to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes) etc;
(g) provide that outside the hours of operation indicated, any vehicle may be left in the parking place for any period without time limit.
(8) Include the residents of Flats 1 and 3, 14a Norfolk Road to be eligible for permits in Permit Parking “BB”.
The costs and conditions of use will be the same as in sub-paragraphs (7)(a) to (7)(g) (inclusive) above;
(9) Introduce on-street permit holder’s only parking places in certain lengths of Station Road, Dorking with the letter identifier “CC” which will be in operation Monday to Saturday (inclusive) between 9am and 5pm with the following permissions.
(a) the residents that may be eligible to apply for parking permits will be: No’s 2-8,10,11, 12,14-16, 19, and 20 Spring Gardens;
(b) provide that such residents parking permits shall be allocated as such the owner of one or more vehicle, who is unable to provide any off street parking facilities, shall be entitled to a permit in relation to one such vehicle only.
(c) the costs and conditions of use will be the same as in sub-paragraphs (7)(a), (7)(b), and (7)(d) to (7) (g) (inclusive)
(10) Make certain drafting amendments to the following existing Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the District of Mole Valley, which will not affect the operation of those prohibitions and restrictions:-
(1) The Surrey County Council (Various Roads in Mole Valley) Electric Vehicle Parking Places Order 2022;
(2) The Surrey County Council Minchin Close Leatherhead Controlled Parking Zone in The District of Mole Valley (Revocation and Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2017;
(3) Surrey County Council Kingston Road (D2887) Leatherhead in the District of Mole Valley (Prohibition of Waiting of Heavy Commercial Vehicles) Order 2017;
(4) The Surrey County Council Church Street (D2885) and High Street (D2885) Leatherhead (Prohibition of Waiting) (Restricted Zone) Order 2017;
(5) The Surrey County Council (Various Roads in Mole Valley) Prohibition of Stopping Outside Schools Order 2018.
Where a restriction is proposed herein any existing restriction on the same length of road will be revoked, unless otherwise indicated.
A copy of the made Orders, which will come into operation on 03 October 2024, plans showing the lengths of roads to which the Orders relate, and a Statement of the Council’s reasons for making the Orders may be inspected, free of charge, at

(2) Dorking Library, St. Martin’s Walk, Dorking, Surrey RH4 1UT;
(3) Leatherhead Library and Help Shop, The Mansion, Church Street, Leatherhead, Surrey, KT22 8DP;
(4) Bookham Library, Townshott Close, Great Bookham, Surrey, KT23 4DQ; all during normal opening hours; and
(5) Mole Valley District Council, Pippbrook, Dorking, Surrey RH4 1SJ, during normal office hours.
Copies of the previous Orders may be viewed at the Surrey County Council office specified above. In addition, plans detailing these restrictions may be viewed on-line at www.surreycc.gov.uk/molevalleyparking (follow links to Mole Valley Parking Review 2024). If you wish to question the validity of any of the Orders or of any provision contained in any of those Orders on the grounds that it is not within the powers conferred by the Act, or on the grounds that any requirement of the Act or of any Instrument made under it has not been complied with in relation to any of the Orders, you may, within six weeks from the date of the making of the Order, apply to the High Court for this purpose.
Any reference to a road in the Schedules is a reference to part of the road only.
