What is happening?

(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.16) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close those lengths of roads in the City of Chelmsford as specified in the schedule to this Order.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of roads specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 3rd October 2024, exact dates will be specified on One.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.

Loftin Way/ Gloucester Avenue, Chelmsford From the junction with Beehive Lane to the junction with Longstomps Avenue a distance of approximately 1830m. Longstomps Avenue, Wood Street, Wood Street Roundabout, Princes Road, Princes Road Roundabout, Princes Road, Van Diemans Road, Army & Navy Roundabout, Baddow Road, Beehive Lane and vice versa.

Beeleigh Link, Chelmsford From its junction with Beeleigh Link Roundabout to its junction with Chelmer Village Roundabout a distance of approximately 1045m. Beeleigh Link Roundabout, Chelmer Road, Chelmer Road Roundabout, Chelmer Village way and vice versa. Chelmer Village Way, Chelmsford From its junction with Cuton Hall Lane to its junction with Beeleigh Link a distance of approximately 2410m. Cuton Hall Lane, Cuton Roundabout, Eastern Approach, Chelmer Road, Beeleigh Link Roundabout, Chelmer Road, Chelmer Road Roundabout, Chelmer Village Way and vice versa. 

Essex Regiment Way/ Wheelers Farm Roundabout, Chelmsford From the junction with Wheelers Hill to the junction with Channels Drive Roundabout a distance of approximately 1890m. Essex Regiment Way, Braintree Road, Strawbrook Hill, Great Leighs Bypass, Garden Village Way, Notley Cross, A120, London Road, A12, Boreham Roundabout, Link Between Generals Lane Roundabout And Boreham Roundabout, Generals Lane Roundabout, Beaulieu Parkway, Channels Drive and vice versa. 

(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.17) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Downham Road, Stock/West Hanningfield From the junction with Stock Road to the junction with Hawkswood Road a distance of approximately 2480m. Hawkswood Road, Sudbury Road, School Road, Downham Road, Heath Road, Norsey Road, Horace Road, Stock Road, High Street and vice versa. 

(Barn Green, Springfield) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close that length of Barn Green, Springfield in the City of Chelmsford, from a point approximately 90m north east then north west of its junction with Paddock Drive to its end a distance of approximately 90m. 
2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only. 

“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force

The closure/restriction is scheduled to commence on 7th October 2024 for 19 days, or where stated on a valid permit (EP201EH2356119 – Essex County Council). 

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restriction is required for the safety of the public and workforce while road crossing for electrical connection works are undertaken by Essex County Council.

(Creephedge Lane, East Hanningfield) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Creephedge Lane, East Hanningfield in the City of Chelmsford, from its junction with Rettendon Road to its junction with Leighams Road, a distance of approximately 700m. The closure is scheduled to commence on 9th October 2024 for 3 days, or where stated on a valid permit (EP201EH2363627 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. 

The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

An alternative route is available via Creephedge Lane, Willow Grove, Fen Roundabout, Burnham Road, Main Road, Priory Road, Bicknacre Road, The Tye, Rettendon Road and vice versa.

The Order came into effect on 19th September 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Hullbridge Road, South Woodham Ferrers) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Hullbridge Road, South Woodham Ferrers in the City of Chelmsford, from its junction with Woodham Halt for a distance of approximately 50m in a north westerly direction. The closure is scheduled to commence on 7th October 2024 for 1 night (23:55-04:30), or where stated on a valid permit (KL733WIS-34-08-071024 – Network Rail Infrastructure Ltd). 

The scheduled dates may vary for these works with appropriate signs showing and/ or displayed on one.network. The closure is required for the safety of the public and workforce while tarmac renewal works are undertaken by Network Rail Infrastructure Ltd.

An alternative route is available via Hullbridge Road, Burnham Road, Fen Roundabout, Ferrers Road, Inchbonnie Road, Clements Green Lane and vice versa.

The Order came into effect on 19th September 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Tofts Chase, Little Baddow) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Tofts Chase, Little Baddow in the City of Chelmsford, from a point approximately 535m north east of its junction with North Hill for a distance of approximately 240m in a north easterly then south easterly direction. The closure is scheduled to commence on 8th October 2024 for 3 days, or where stated on a valid permit (EN014M117108 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while stop tap renewal works are undertaken by Essex And Suffolk Water.

An alternative route is available via Spring Elms Lane, North Hill and vice versa (with access only into Tofts Chase, Bassetts Lane).

The Order came into effect on 19th September 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
