The Harrow (Parking Places) (Amendment No. 37) Traffic Order 2024 The Harrow (Waiting and Loading Restrictions) (Amendment No. 142) Traffic Order 2024

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow on 16 September 2024 made the above-mentioned Orders under sections 6, 45, 46, 49, 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.

2. The general effect of the Parking Places Order will be to further amend the Harrow (Parking Places) Traffic Order 2020 so that:-

(a) resident parking places in certain lengths of Spencer Road will be redesignated from Controlled Parking Zone "CA" to Controlled Parking Zone "J";

(b) shared use parking places in certain lengths of Spencer Road will be redesignated to include permit holders from Controlled Parking Zone "CA" and Controlled Parking Zone "J";

(c) provide that any resident whose usual place of abode is Nos. 1-41, No. 43, 45 or 47 Spencer Road or Nos. 9-14 Lamorna Court, Spencer Road may apply to the Council for the issue of a residents permit valid for use in the designated parking places in Spencer Road and other relevant Permit Parking Places within Zone "J";

(d) provide that the residents of addresses listed in this notice will no longer be eligible to apply for permits for Zone "CA";

(e) the charges for residents permits will remain unchanged;

(f) the times of operation for permit and shared use parking places in Spencer Road will be 7am to Midnight, Monday to Sunday;

(g) all provisions relating to the designation of Parking Places and Payment for Parking Places and Permit Provisions will remain unchanged.

3. The general effect of the Waiting and Loading Restrictions Order will be to be to further amend The Harrow (Waiting and Loading Restriction) Traffic Order 2014, so that waiting by vehicles, other than for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place, will be prohibited between 7am and Midnight, Monday to Sunday in certain lengths of Spencer Road.

4. A copy of the Orders, which will come into operation on 30 September 2024, of a map of the relevant area, of the Harrow (Parking Places) Traffic Order 2020, of the Harrow (Waiting and Loading Restriction) Traffic Order 2014 (and of the Orders which have amended those Orders) can be inspected at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between 10am to 6pm Monday to Saturday and 11 am to 3pm Sunday, excluding Bank Holidays, until the end of 6 weeks from the date on which the Orders were made.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within 6 weeks of the date on which these Orders were made, make application for the purpose to the High Court.
