COBOURG ROAD AREA IMPROVEMENTS

1.  Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as 
amended. 

2. The general effect of the Orders, within Controlled Parking Zone (‘CPZ’) 'T' in the vicinity of the new Burgess Park Sports Centre, the purpose of which would be to facilitate the priorities of the area and the centre, would be to:-
(a) remove existing ‘shared-use’ (CPZ ‘T’ permit-holders and pay by phone parking only) parking and add new lengths of ‘at any time’ waiting restrictions (double yellow lines ‘DYLs’) to accommodate the parking changes (in both roads mentioned below) and add new Disabled Persons’ parking places (in Cobourg Road):- (i) in COBOURG ROAD outside and opposite the Burgess Park Sports Centre a total of 128.5 metres removed (92 metres on the north-west side of which 15.6 metres remain, and 36.5 metres on the south-east side of which 20.5 metres remain) and replaced with a total of 116.5 metres of ‘DYLs’ and 2 new ‘unlimited stay’ Disabled Persons’ parking places on the north-west side (operating ‘at any time’ and without time limit – each 6 metres in length), and (ii) in LONCROFT ROAD north-west of its junction with Cobourg Road a total of 22.5 metres removed (11.5 metres on the north-east side of which 7 metres remain, and 11 metres on the south-west side of which 29 metres remain) and replaced a total of 22.5 metres of ‘DYLs’; and 
(b) in COBOURG ROAD extend existing ‘shared-use’ parking outside and opposite the Burgess Park Sports Centre and remove existing ‘DYLs’ to accommodate (i) north-west side by 2 metres (new bay will be 15.6 metres in length) and remove 2 metres existing DYLs, and (ii) south-east side by 15.5 metres (new bay will be 52 metres in length) and remove 5 metres of existing ‘DYLs’. 
NOTES: (1) ‘at any time’ means at all hours on every day of the week. (2) Disabled Persons’ parking places may only be used by vehicles displaying a valid Disabled Persons’ 'blue badge'. (3) All measurements are in metres and are approximate. (4) Parking charges are listed on www.southwark.gov.uk/parking

3. Southwark Council hereby GIVES FURTHER NOTICE under sections 90A to 90I of the Highways Act 1980 and in accordance with the provisions of the Highways (Traffic calming) Regulations 1999, propose to construct speed tables of flat-top construction having a maximum height level with the surrounding kerb covering the entire width of the carriageway, at the following locations:
(a) at the COBOURG ROAD and LONCROFT ROAD junction extending from a point 0.5 metres north-east of the common boundary of Nos. 102 and 104 Cobourg Road south-westward for a distance of 23.2 metres, and extending into LONCROFT ROAD from its junction with Cobourg Road north-westward for a distance of 8.5 metres; and
(b) in COBOURG ROAD extending from a point 44 metres south-west of the south-western kerb-line of Loncroft Road south-westward for a distance of 7 metres.
The measurements above include the ramps, and any existing traffic calming measures at the exact locations above will be refreshed and replaced.

6. Anyone wishing to make any representations either for or to object to the proposals, may use the form labelled 'Parking - Road traffic and highway schemes - responding to statutory consultation notices' at www.southwark.gov.uk/statutoryconsultationnotices or send a statement in writing to: the Traffic Orders Officer, Highways, Southwark Council, Environment, Sustainability & Leisure, P.O. Box 64529, London SE1P 5LX or by e-mail to traffic.orders@southwark.gov.uk quoting reference ‘TMO2425-015 Cobourg Rd area‘ by 10 October 2024. Please note that if you wish to object to this proposal you must state the grounds on which your objection is made.

7. Under requirements of current access to information legislation, any letter, form or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
