GORCHYMYN CEFNFFORDD YR A483 (CYFFORDD 1 (CYFNEWIDFA RHIWABON) I FFIN CYMRU/LLOEGR, BWREDEISTREF SIROL WRECSAM) (GWAHARDDIADAU A CHYFYNGIADAU TRAFFIG DROS DRO) 202-

MAE GWEINIDOGION CYMRU yn bwriadu gwneud Gorchymyn o dan adran 14 o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ymhen dim llai na 7 niwrnod i ddyddiad yr Hysbysiad hwn. Mae angen y Gorchymyn arfaethedig er mwyn gwneud gwaith ar gefnffordd yr A483, neu gerllaw iddi, rhwng Cyffordd 1 (Cyfnewidfa Rhiwabon) a ffin Cymru/Lloegr, Bwrdeistref Sirol Wrecsam.

Effaith y Gorchymyn arfaethedig fydd gwneud y canlynol dros dro:

i. gwahardd pob cerbyd (ac eithrio’r rhai a ddefnyddir gan y gwasanaethau brys neu ar gyfer y gwaith), beicwyr a cherddwyr rhag mynd ar ddarnau penodedig o’r A483 o fewn yr un darn o’r gefnffordd a ddisgrifir yn Atodlen 1 i’r Hysbysiad hwn pan fydd angen gwneud gwaith mewn safle penodol.

Pan fo’n bosibl, bydd y brif gerbydffordd ar gau am gyfnodau byr ac ni fydd llwybrau eraill yn ofynnol. Fodd bynnag, pan fo angen cau am gyfnodau hirach disgrifir y llwybr arall ar gyfer y brif gerbydffordd a’r ffyrdd ymuno ac ymadael yn Atodlen 2.

Gwaherddir pob llwyth anormal dros 3 metr rhag teithio ar hyd y llwybrau eraill yn ystod oriau’r tywyllwch. Gwneir trefniadau i gerbydau o’r fath barcio dros nos pan fydd gwaharddiad ar waith.

ii. gosod terfyn cyflymder 30 mya, 40 mya neu 50 mya ar y darn o’r A483 a ddisgrifir ym mharagraff 1 o Atodlen 1. Ni chaniateir goddiweddyd pan fydd y terfynau cyflymder is yn weithredol.

Bydd y Gorchymyn yn dod i rym ar 1 Hydref 2024. Disgwylir y bydd y gwaharddiadau a’r cyfyngiadau dros dro yn weithredol yn ysbeidiol o 00:01 o’r gloch ar 1 Hydref 2024 am gyfnod o 18 mis ar y mwyaf. Bydd yr amseroedd a’r dyddiadau yn amrywio o un safle i’r llall.

  1. Y darn o’r A483 sy’n ymestyn o bwynt 800 o fetrau i’r de o ganolbwynt Cyffordd 1 (Cyfnewidfa Rhiwabon) hyd at ffin Cymru/Lloegr, i’r gogledd o Gyffordd 7 (Cyfnewidfa’r Orsedd).
  2. Y darnau o ffyrdd ymadael ac ymuno tua’r gogledd a tua’r de yr A483 wrth Gyffordd 1 (Cyfnewidfa Rhiwabon), Cyffordd 2 (Cyfnewidfa Johnstown), Cyffordd 3 (Cyfnewidfa Croes-foel), Cyffordd 4 (Cyfnewidfa Ffordd Ruthun), Cyffordd 5 (Cyfnewidfa Ffordd y Wyddgrug), Cyffordd 6 (Cyfnewidfa Gresffordd) a Cyffordd 7 (Cyfnewidfa’r Orsedd).

Cau’r brif gerbydffordd

Codir arwyddion priodol i nodi’r gwyriad ar gyfer y llwybrau eraill a fyddant yn amrywio gan ddibynnu ar ben y daith a phryd y bydd darn penodol o’r A483 a ddisgrifir uchod ar gau dros dro i draffig.

Bydd llwybrau eraill ar gael drwy fynd ar yr A539, y B5605, yr A5152, yr A525, yr A541, y B5102, y B5445, y B5373, yr A550 a’r A55, fel y bo’n briodol.

Cau’r ffyrdd ymuno ac ymadael

Y llwybr arall yn ystod y cyfnod pan fydd y ffordd ymuno tua’r gogledd wrth Gyffordd 1 (Cyfnewidfa Rhiwabon) ar gau fydd mynd ar yr A539 tua’r gorllewin ac ar y B5605 tua’r gogledd i ailymuno â’r A483 wrth Gyffordd 3 (Cyfnewidfa Croes-foel).

Y llwybr arall yn ystod y cyfnod pan fydd y ffordd ymadael tua’r de wrth Gyffordd 1 (Cyfnewidfa Rhiwabon) ar gau fydd mynd ar yr A483 tua’r de i Gylchfan Halton er mwyn dychwelyd tua’r gogledd ac ymadael wrth Gyffordd 1.

Y llwybrau eraill ar gyfer cerbydau sy’n teithio tua’r gogledd a’r de ac sy’n dymuno ymadael â’r A483 wrth Gyffyrdd 2, 3, 4, 5, 6 a 7 fydd aros ar yr A483, parhau hyd at y gyfnewidfa nesaf, ymadael yna a dychwelyd ar y gerbydffordd gyfwerbyn hyd at y lleoliad y maent yn dymuno ymadael â’r A483.

Y llwybr arall ar gyfer cerbydau sy’n teithio tua’r gogledd ac sy’n dymuno ymuno â’r A483 wrth Gyffyrdd 2, 3, 4, 5, 6 a 7 fydd ymuno â cherbydffordd tua’r de yr A483, parhau hyd at y Cyfnewidfa nesaf, ymadael yna a dychwelyd tua’r gogledd: i’r gwrthwyneb ar gyfer cerbydau sy’n teithio tua’r de ac sy’n dymuno ymuno â’r A483.

THE A483 TRUNK ROAD (JUNCTION 1 (RUABON INTERCHANGE) TO THE WALES/ENGLAND BORDER, WREXHAM COUNTY BOROUGH) (TEMPORARY TRAFFIC PROHIBITIONS & RESTRICTIONS) ORDER 202-

THE WELSH MINISTERS propose, in not less than 7 days from the date of this Notice, to make an Order under section 14 of the Road Traffic Regulation Act 1984 which is necessary to undertake works on or near the A483 trunk road between Junction 1 (Ruabon Interchange) and the Wales/England border, Wrexham County Borough.

The effect of the proposed Order will be to temporarily:

i. prohibit all vehicles (other than those being used by the emergency services and for the works), cyclists and pedestrians from proceeding on specified lengths of the A483 within the overall length of the trunk road described in Schedule 1 to this Notice, when work is required at a particular site.

Where possible, main carriageway closures will be for short periods of time and no alternative routes will be required. However, where longer closures are needed the alternative route arrangements for both main carriageway and slip road closures are described in Schedule 2.

All abnormal loads over 3 metres will be prohibited from travelling along the alternative routes during the hours of darkness. Arrangements will be made for such vehicles to park up overnight when a prohibition is in place.

ii. impose a 30 mph, 40 mph or 50 mph speed limit on the length of the A483 described in paragraph 1 of Schedule 1. No overtaking will be permitted when the reduced speeds limits are in force.

The Order will come into force on 1 October 2024. The temporary prohibitions and restrictions are expected to operate intermittently from 00:01 hours on 1 October 2024 for a maximum duration of 18 months. Times and dates will vary from site to site.

SCHEDULE 1

  1. The length of the A483 that extends from a point 800 metres south of the centre-point of Junction 1 (Ruabon Interchange) to the Wales/England border, north of Junction 7 (Rossett Interchange).
  2. The lengths of the A483 northbound and southbound exit and entry slip roads at Junction 1 (Ruabon Interchange), Junction 2 (Johnstown Interchange), Junction 3 (Croesfoel Interchange), Junction 4 (Ruthin Road Interchange), Junction 5 (Mold Road Interchange), Junction 6 (Gresford Interchange) and Junction 7 (Rossett Interchange).

Alternative route arrangements

Main carriageway closures

The alternative routes will be signed with appropriate diversion signs and will vary depending on destination and when a particular length of the A483 described above is temporarily closed to traffic.

Alternative routes will be available via the A539, B5605, A5152, A525, A541, B5102, B5445, B5373, A550 and A55, as appropriate.

Slip road closures

The alternative route during closure of the northbound entry slip road at Junction 1 (Ruabon Interchange) is via the westbound A539 and northbound B5605 to rejoin the A483 at Junction 3 (Croesfoel Interchange).

The alternative route during closure of the southbound exit slip road at Junction 1 (Ruabon Interchange) is via the southbound A483 to Halton Roundabout to return northbound and exit at Junction 1.

The alternative routes for northbound and southbound vehicles wishing to leave the A483 at Junctions 2, 3, 4, 5, 6 and 7 will be to remain on the A483, continue to the next interchange, exit and return on the opposite carriageway to the desired location.

The alternative route for northbound vehicles wishing to join the A483 at Junctions 2, 3, 4, 5, 6 and 7 will be to join the southbound carriageway of the A483, continue to the next Interchange, exit and return northbound: vice versa for southbound vehicles wishing to join the A483.
