NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 12th September 2024 the above-mentioned Orders under Sections 6, 9, 32, 35, 45, 46, 46A 49, 51 to the Road Traffic Regulation Act 1984 and all other enabling powers.
In order to deter all-day commuter-type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the affected roads, it is proposed to introduce a permit holders only 'Past this point' area in Rundell Crescent, Neeld Crescent and Edgeworth Close NW4.
1. The general effect of the Charged-for Parking Places Order will be to:
(a) introduce resident permit holders only 'Past this point' parking areas in the roads listed in Schedule 1 to this Notice.
(b) provide that the resident permit holders only 'Past this point' parking areas referred to in (a) above will operate between 11am and 12pm Monday to Friday, during which motorists will be required to have a valid 'HC1' permit associated with their vehicle or have a 'HC1' visitor voucher displayed in their vehicle to be parked in the 'Past this point' parking area.
(c) provide that residents residing in the range of addresses detailed in Schedule 3 to below will be eligible to purchase 'HC1' resident's permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and Past this Point parking areas referred to in (a) above as appropriate.
(d) introduce resident permit holders only 'Past this point' parking areas in the road listed in Schedule 2 to this Notice.
(e) provide that the resident permit holders only 'Past this point' parking areas referred to in (a) above will operate between 8am and 6.30pm Monday to Friday, during which motorists will be required to have a valid 'WH3' or 'WHZ' permit associated with their vehicle or have a 'WH3' visitor voucher displayed in their vehicle to be parked in the 'Past this point' parking area.
(f) provide that residents residing in the range of addresses detailed in Schedule 4 to below will be eligible to purchase 'WH3' resident's permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and Past this Point parking area referred to in (d) above as appropriate.
(g) provide that residents residing in the range of addresses detailed in Schedule 4 to below will be eligible to purchase 'WH3' resident's permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and Past this Point parking area referred to in (d) above as appropriate.
(h) provide that vehicles displaying a valid disabled badge or motorcyclists will be able to park in the parking places and 'Past this point' areas during their controlled periods without need to display a permit or voucher.
(i) introduce shared-use resident permit and 'pay by phone' payment parking places with a maximum stay of 4 hours in Rundell Crescent and Neeld Crescent.
(j) provide that the parking places referred to in (i) above would operate between 8am and 6.30pm, Monday to Friday, during which motorists would be required to have a valid resident's permit associated with their vehicle, or have a visitor voucher displayed in their vehicle, or pay the requisite tariff to be entitled to park in the parking places.
2. For the parking places referred to in 1(i) and (1(j) above, the following tariff will apply:
Up to 30 minutes: £1.56
Up to 1 hour: £3.12
Up to 90 minutes £4.67
Up to 4 hours: £7.79
3. In order to help to reduce obstruction, improve traffic flow and general road safety, the general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to:
(a) Introduce 'At any time' waiting restrictions at the junction of Rundell Crescent and Alderton Way NW4; at the junction of Alderton Crescent and Alderton Way NW4 (by converting existing Monday to Saturday 8am to 6.30pm waiting restriction); at the junction of Alderton Crescent and Vivian Avenue NW4 (by converting existing Monday to Saturday 8am to 6.30pm waiting restriction).
(b) Introduce lengths of 'At any time' waiting restrictions outside No.1 to 9 Landsdown Court, Rundell Crescent, outside No.9 to 28 Edgeworth Close NW4, outside the entrance to the petrol filling station on Neeld Crescent NW4 and on the north side and south side of Edgeworth Close NW4
(c) Upgrade the existing 8am to 6.30pm Monday to Saturday waiting restrictions at the junction of Neeld Crescent and Vivian Avenue and the existing 11am to 12pm Monday to Friday waiting restrictions at the junction of Sevington Road and Vivian Avenue to operate 'at any time'. As a result of lengths of 'at any time' waiting restrictions being introduced on Vivian Avenue the general effect of the Orders will be to remove lengths of existing resident permit holder only parking bays operating 11am to 12pm Monday to Friday.
(d) Introduce new 'at any time' waiting restrictions on certain lengths of roads as follows:
• Alderton Way NW4, south side, between its junctions with Rundell Crescent and Alderton Crescent, by converting existing Monday to Saturday 8am to 6.30pm waiting restriction
• Alderton Way NW4, north side, certain lengths between its junctions with Rundell Crescent and Alderton Crescent, by converting certain lengths of Monday to Saturday 8am to 6.30pm waiting restriction
• Alderton Crescent NW4, west side, between its junctions with Vivian Avenue and Alderton Way.
(e) Introduce lengths of No loading 'at any time' restrictions on both sides of Edgeworth Close NW4 between No.13 Edgeworth Close and Kennedy Leigh Centre.
Loading will be permitted in the 'Past this point' parking areas referred to in 1 above, and on waiting restrictions referred to in 3 above, for up to 40 minutes provided that the loading/ unloading activity was seen to be actively taking place.

The general effect of the Orders would also be to add addresses to the Traffic Management Order where it is considered properties should be eligible to apply for Controlled Parking Zone (CPZ) parking permits and visitor vouchers, as follows:
No. 99a Great North Road N2 and Odd Nos. 31 to 69 Lyttelton
Road N2 to be added to the (M1/Q) and (M/Q) East Finchley
CPZ; and 14 Cyprus Gardens N3 to be added to the (CE)
Church End CPZ, Vivian Lodge -Vivian Avenue NW4 to be added to (HC1) Hendon CPZ, Coachworks Mews NW2 Nos. 1 to 3 (sequential) to be added to (C1) Cricklewood CPZ
Copies of the Orders, which will come into operation on Monday 16th September 2024 and the Council's Statement of Reasons for making the Orders can be obtained, for a period of 6 weeks from the date on which this notice is published, by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 3rd Floor, 2 Bristol Avenue, Colindale, London NW9 4EW.
Any person wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
