(OFF STREET PARKING PLACES) (CIVIL ENFORCEMENT AND CONSOLIDATION) ORDER 2009 (AMENDMENT NO. 13) Order 2024 NOTICE IS HEREBY GIVEN that WEST BERKSHIRE DISTRICT COUNCIL has made an Order the effect of which will be to further amend the WEST BERKSHIRE DISTRICT COUNCIL (OFF STREET PARKING PLACES) (CIVIL ENFORCEMENT AND CONSOLIDATION) ORDER 2009 (as amended) (“the Principal Order”) to the extent as set out below but in all other aspects the Principal Order remains in force:
(a) to delete the contents of Schedule 1 of the Principal Order relating to charges, charging hours and days and parking limits and to replace it with the contents of the schedule below; and
(b) with the exception of the Central (N) Library and Corn Exchange (Bear Lane) car parks where standard charges will continue to apply at all times in line with the revised schedule below, to introduce amendments to the exemptions under the Principal Order by limiting the current full exemption to disabled persons badge holders to a maximum period of three hours after which charges in accordance with the Schedule will apply.

The Order was made on 29 August 2024 and will come into operation on 02 September 2024. Copies of this Order, the Principal Order and statement of reasons can be inspected during the hours of 9.00 a.m. to 4.30 p.m. Monday to Friday at the offices of West Berkshire District Council (at main reception on the ground floor) Council Offices, Market Street, Newbury, Berkshire RG14 5LD for a period of six weeks from the date of this Notice.
If you wish to question the validity of the Order or any provisions contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, as amended, or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Order, you may, within six weeks from the 12 September 2024 apply to the High Court for this purpose.
