TEMPORARY TRAFFIC REGULATION ORDER 2024
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A
NOTICE IS HEREBY GIVEN that Northumberland County Council ("the Council"), in exercise of its powers as the local traffic authority under section 16A of the Road Traffic Regulation Act 1984 ("the Act") and all other enabling powers, has made on the 29th August 2024 the Northumberland County Council (Beaumont Trophy and Curlew Cup) Temporary Traffic Regulation Order 2024 ("the TTRO").
The Council has made the TTRO for the purposes of facilitating the holding of the Beaumont Trophy and Curlew Cup ("the Event") by restricting traffic on:
1. the U9030 Stamfordham Village Green Roads, the B6309 Stamfordham to Burnside, B6309 Burnside to Belsay junction, C211 District boundary to West Belsay junction, C224 Quarry closure point to Boghall junction, U9013 Ingoe Moor junction to Sandybraes junction, C211 Bavington Hall junction to district boundary, B6342 Throckrington junction to Shiel Hill, B6342 Five Lane Ends to Throckrington junction, C222 Robin Hoods well junction to district boundary, C222 district boundary to Ryal, C222 at Ryal, C222 Ryal to Ingoe junction, C340 Maften junction to Belsay Castle junction, C341 North side Maften, C341 Maften to Fenwick, C345 Fenwick Main road and the C341 Fenwick to Stamfordham ("the First Roads');
2. the C341 Stamfordham Village Green Roads, Stamfordham ("the Second Road"); and
3. the B6309 Stamfordham to Burnside from its junction with the U9030 heading north for a length of 45 metres, the B6309 Stamfordham Village for its entire length, the U9030 Stamfordham Village Green Roads from its junction with the B6309 heading west for a length of 72 metres, the C341 Grange Road from its junction with the U9030 to its junction with the C343 for a length of 450 metres and the C343 from its junction with the C341 heading east for a length of 129 metres ("the Third Roads").
The TTRO shall come into force as follows, subject to the provisions of section 16B of the Act
4. The closure and the no waiting or loading at any time restriction of the First Roads shown by a red line of the First Plan, at 8:15 hours on 15th September 2024 and will remain in force until 18:45 hours on 15th September 2024;
5. The no waiting or loading at any time restriction of the Third Roads shown by a grey line of the Third Plan, at 7:00 hours on 15th September 2024 and will remain in force until 18:00 hours on 15th September 2024;
6. The closure of the Second Road, shown by a red dashed line of the Fourth Plan, at 17:00 hours on 14th September 2024 and will remain in force until 18:00 hours on 14th September 2024 and further at 6:45 hours on 15th September 2024 and will remain in force until 7:45 hours on 15th September 2024 and further at 17:45 hours on 15th September 2024 and will remain in force until 19:00 hours on 15th September 2024; and
7. The height restriction of the Second Road, on 15th September 2024 and will remain in force at all times on the 15th September 2024.
There will be no alternative route available for the duration of the TTRO
All restrictions on the First Roads and the Second Road will be sign-posted and staffed and will remain in force only for as long as is necessary.
Nothing in the TTRO shall apply to:
a. Any activities taking place on the First Roads and the Second Road related to the organisation and holding of the Event;
b. Anything done with the permission of, or at the direction of, a police officer or a Duly Authorised Officer of the Council.
c. Any vehicle being used by, or for the purposes of, the emergency services;
d. Any vehicle being used by or for the purposes of a statutory undertaker (e.g. the loss of supplies of gas, electricity or water to premises in the area, which requires vehicles to be brought onto the First Roads and the Second Road); or
e. Pedestrian access to any premises adjoining the First Roads and the Second Road.
