What is happening?

FESTIVAL OF THRIFT TEMPORARY TRAFFIC REGULATION ORDER 2024
Stockton-on-Tees Borough Council propose to make an Order under Section 14(1) of the Road Traffic Regulation Act 1984 not less than seven days from the date hereof the Highway Authority being satisfied that access to the said road should be prohibited because of the likelihood of danger to the public, or of serious damage to the road, which is not attributable to such works.
The effect of the Order, which will come into effect on 20th September 2024, will be to temporarily close the length of road specified in Schedule 1 below, and to introduce temporary clearways to the lengths of roads specified in Schedule 2 between the hours of 9am and 6pm, and the lengths of roads specified in Schedule 3 between the hours of 9am and 6pm, except for Park & Ride Coaches used in connection with the festival. The restrictions will be in place at such times as traffic management signs may be erected to notify highway users of the restrictions. It is expected that restrictions will be required from approximately 21st September - 22nd September 2024. The Order may continue in force for a maximum period of eighteen months. Pedestrian access will be maintained.
Schedule 1 - Temporary Road Closure
The Causeway, Billingham - From its junction with Moreland Avenue private service road in a northerly direction for approximately 23 metres.
Schedule 2 - Temporary Clearway
The Causeway, Billingham (North Side) - From a point approximately 70 metres north of its junction with Roseberry Road in a north easterly direction to a point approximately 24 metres east of its junction with Finchale Avenue, and from a point approximately 72 metres west of its junction with Melrose Avenue in an easterly direction to a point approximately 16 metres east of its junction with Melrose Avenue. Finchale Avenue, Billingham (West Side) - From its junction with The Causeway to a point approximately 70 metres north of its junction with Kenilworth Road. Finchale Avenue, Billingham (East Side) - From its junction with The Causeway in a northerly direction for approximately 98 metres, and from a point approximately 111 metres north of its junction with The Causeway in a northerly direction for approximately 164 metres.

Melrose Avenue, Billingham - From its junction with The Causeway to a point approximately 15 metres north of its junction with Kenilworth Road.
Gardenia Way, Billingham - From its junction with Finchale Avenue in a westerly direction for approximately 10 metres.
Verbena Drive, Billingham - From its junction with Finchale Avenue in a westerly direction for approximately 10 metres.
Kenilworth Road, Billingham - From its junction with Melrose Avenue in an easterly direction for approximately 10 metres.
Richmond Crescent, Billingham - From its junction with Melrose Avenue in an easterly direction for approximately 10 metres.
Barnard Road, Billingham - From its junction with Melrose Avenue in an easterly direction for approximately 10 metres.
Schedule 3 - Temporary Clearway (except for Park & Ride Coaches)
The Causeway, Billingham (North Side) - From a point approximately 24 metres east of is junction with Finchale Avenue in an easterly direction for approximately 33 metres.
