Temporary Prohibition of Traffic Order 2024
On 11 September 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of London Road South Service Road For 2 To 38 (D1176) Merstham which extends from its junction with Grange Close (D1176) to its junction with South Close Green (X25117).
Alternative Route – London Road South Service Road For 2 To 38 (D1176) and London Road South (A23).
This Order is required to allow TSE Group to carry out maintenance work, which is anticipated to be completed within 3 days, between 8:00am and 5:00pm, during the 12 month period of operation of this Order which will commence on 16 September 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.
Axes Lane (C65) & Green Lane (C65) Salfords
Temporary Prohibition of Traffic Order 2024
On 11 September 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Axes Lane (C65) & Green Lane (C65) Salfords which extends from its junction with New House Lane (D357) to the southwestern property boundary line of “Chenies”.
Alternative Route – Clockwise: Green Lane (C65), Dayseys Hill (C67), Rookery Hill (C67), Chapel Road (C67), Weatherhill Road (C66), Smallfield Road (C66), Balcombe Road (B2036), Brighton Road (A23), Bonehurst Road (A23), Brighton Road (A23), Honeycrock Lane (C65) and Axes Lane (C65).
Anti-clockwise: Axes Lane (C65), Honeycrock Lane (C65), Brighton Road (A23), Bonehurst Road (A23), Balcombe Road (B2036), Smallfield Road (C66), Weatherhill Road (C66), Chapel Road (C67), Rookery Hill (C67), Dayseys Hill (C67) and Green Lane (C65).
This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 21 September 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.
Ansell Road (D2838) Dorking
Temporary Prohibition of Traffic Order 2024
On 11 September 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Ansell Road (D2838) Dorking as extends from its junction with (A25) High Street to its junction with (X8122) Ansell Lane.
Alternative Route: Ansell Road, Rothes Road, Wathen Road, and (A25) High Street, or this route in reverse.
This Order is required to facilitate telecom utility works for, or on behalf of Virgin Media. These works are anticipated to be carried out over 2 days, between the hours of 8am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 23 September 2024.
Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.
Chapel Lane (D2530) Westhumble
Temporary Prohibition of Traffic Order (No.1) 2024
On 11 September 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Chapel Lane (D2530) Westhumble as extends from its junction with (D2530) Westhumble Street to its junction with (X15037) Pilgrims Way; and (b) Suspend “The Surrey County Council D2530 Chapel Lane, Westhumble and A246 Guildford Road, Bookham Temporary Prohibition of Traffic Order 2023” insofar as it affects that length of road specified in Part (a) of this Notice.
Alternative Route: Chapel Lane, Dorking Road, Leatherhead Road, (A246) Leatherhead Road, (A246) Guildford Road, (A246) Young Street, (A24) Dorking Road, (A24) London Road, (A24) Mickleham By-pass, (A24) London Road, and Westhumble Street, or this route in reverse.
This Order is required to facilitate new water mains connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between 8am and 5pm, during the 12-month period of operation of this Order which will commence on 23 September 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access for pedestrians, dismounted cyclists, and dismounted equestrians will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route.
The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.
Ashleigh Close (D567) Horley
Temporary Prohibition of Traffic Order 2024
On 11 September 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Ashleigh Close (D567) Horley.
This Order is required to facilitate installation of new water connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 7 days, between the hours of 8am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 25 September 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.
There is no alternative route for this closure.
Brighton Road (A23) Redhill
Temporary Prohibition of Traffic Order 2024
On 11 September 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Brighton Road (A23) Redhill that is crossed under the bridge known as “Reading Arch” (RSJ 1210) and for a distance of 50 metres in a northeasterly direction and for a distance of 20 metres in a south westerly direction.
Alternative Route: (1) (A25) High Street, (A25) Cromwell Road, (A25) St Matthews Road, (A25) Station Road, (A25) Linkfield Corner, (A25) Hatchlands Road, (A25) Reigate Road, (A25) Church Street, (A217) Bancroft Road, (A217) Bell Street, (A217) Cockshot Hill, (A2044) Woodhatch Road, and (A23) Horley Road; (2) (A23) Brighton Road, (A23) Horley Road, (A2044) Woodhatch Road, (A217) Cockshot Hill, (A217) Bell Street, (A25) High Street, (A25) London Road, (A25) Castlefield Road, (A25) Church Street, (A25) Reigate Road, (A25) Hatchlands Road, (A25) Linkfield Corner, (A25) Station Road, (A25) St Matthews Road, (A25) Cromwell Road, and (A25) High Street.
This Order is required to carry bridge inspection works for, or on behalf of Network Rail. These works are anticipated to be carried out over 1 night, between the hours of 10pm and 6am, during the 18-month period of operation of this Order which will commence on 26 September 2024.
Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency service vehicles, pedestrians and dismounted cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route. No sole access will be affected by this closure.
Woodlands Road (D1270) Redhill
Temporary Prohibition of Traffic Order 2024
On 11 September 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Woodlands Road (D1270) Redhill as extends from its junction with (A23) Brighton Road to its junction with the access to the property known as “Woodlands Surgery”.
Alternative Route: Woodlands Road, and (A23) Brighton Road, or this route in reverse.
This Order is required to facilitate new water mains connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between 8am and 5pm, during the 12-month period of operation of this Order which will commence on 23 September 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access for pedestrians, dismounted cyclists, and dismounted equestrians will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route.

Temporary Prohibition of Traffic Order (No.5) 2024
On 11 September 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice.
This Order is required to facilitate gas mains replacement works for, or on behalf of SGN. These works are anticipated to be carried out in 3 phases over 10 weeks, between the hours of 8am and 5pm, during the 12-month period of operation of this Temporary Order that commences on 23 September 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route.

Temporary Prohibition of Traffic Order (No.3) 2024
On 11 September 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit all traffic (including pedestrians and cyclists) from entering or proceeding in the lengths of roads specified Schedule to this Notice.
This Order is required to enable Surrey County Council to facilitate footway slurry/ reconstruction and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 18 September 2024.
Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period.
Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Pedestrian access to premises will be maintained at all times.
Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route.

Charlwood Lane (D323) Newdigate
Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Charlwood Lane (D323) Newdigate.
Alternative Route: Russ Hill, Rectory Lane, Norwood Hill Road, Stan Hill, Blanks Lane, and Partridge Lane, or this route in reverse.
This Order is required to facilitate water connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between the hours of 8am and 5pm, during the 12-month period of operation of this Order which will commence on 07 October 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times.
Due to the nature of the works, it will not be possible to maintain vehicular access through the closure, and all vehicular traffic, including the emergency services will be required to use the signed diversion route. No sole access will be affected by this closure.
White Lane (D446), Titsey BEC Hill Climb
(Temporary Prohibition of Traffic) Order 2024
Surrey County Council proposes to make the above-mentioned Temporary Order under Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”), for the purpose of holding a relevant event. The effect of the Order is to prohibit all vehicles from entering or proceeding along the entire length of White Lane (D446), Titsey. Such restriction shall also apply in relation to equestrians and to the leading or driving of horses or any other animals.
The Order is required to facilitate a one-day road cycling event known as the “BEC Hill Climb” organised by the BEC Cycling Club. The Order will come into effect on 13 October 2024 for a period of one day but the prohibitions, which are anticipated to apply from 9am until 6pm, will only be operative while the County Council or an authorised person acting on its behalf displays the relevant traffic signs.
The prohibition of traffic specified above will not apply to any pedal cycle or other vehicle being used in connection with the event. No vehicular access to and from any premises will be affected however controlled access for pedestrians and emergency services will be maintained at all times.
Emergency access for organisations responsible for dealing with the loss of supplies of gas electricity water or electronic communications apparatus to premises in the area and for the removal of any obstruction to traffic will also be maintained.
The Council are also satisfied, in accordance with subsection (3) of Section 16A of “the Act”, that the event to which the Order relates cannot be held otherwise than on a road. A copy of the proposed Order together with a plan showing the length of road to which the Order relates and diversion route, may be inspected free of charge at Warlingham Library, Shelton Avenue, Warlingham, Surrey, CR6 9NF, during normal opening hours. Anstie Lane (D297) Dorking
Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Anstie Lane (D297) Dorking which extends from its junction with Abinger Road (D289) to its junction with Moorhurst Lane (X67015).
Alternative Route – Anstie Lane (D297), Abinger Road (D289), Broomehall Road (D296), Stane Street (A29), Beare Green Road (A29), Henhurst Cross Lane (D297) and Anstie Lane (D297) or the same route in reverse.

Reigate Road (A217) Sidlow
Temporary Speed Limit Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be; a) to prohibit vehicles from driving or proceeding at a speed greater than 30 MPH in that length of; (a) Reigate Road (A217) Sidlow as extends from its junction with the access to the property known as “Moleside” and for a distance of 100 metres in a northerly direction; and (b) Suspend “The Surrey County Council Reigate Road (A217) Sidlow and Hookwood in The Borough of Reigate and Banstead (50 MPH Speed Limit and Revocation Amendment) Order 2015 and any Speed Limit Order made or having effect as if made under Sections 82, 83 and/or 84 of the Act insofar as affects the length of road described in Part (a) of this Notice.
This Temporary Traffic Order is required to allow a safe working zone in connection with new water connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 7 days, between the hours of 8am and 5pm, within the 12-month period of operation of this Temporary Traffic Order which commences on 08 October 2024.
Advanced warning signs will be displayed and the temporary speed limit which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed.
The speed limit imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the road by or on behalf of the Police.
Underwood Road (D1439) Caterham
Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Underwood Road (D1439) Caterham.
Alternative Route: Harestone Lane and Harestone Valley Road, or this route in reverse.
This Order is required to facilitate gas mains replacement works for, or on behalf of SGN. These works are anticipated to be carried out over 6 weeks, between the hours of 8am and 5pm, Monday to Friday only, during the 12-month period of operation of this Temporary Order that commences on 08 October 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. N.B (Route not suitable for HGV’s).

Temporary Prohibition of Traffic Order (No.6) 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the lengths of roads specified in the Schedule to this Notice.
This Order is required to facilitate carriageway patching works for, or on behalf of Surrey County Council. These works are anticipated to be carried out as soon as possible within the 18-month period of operation of this Order which will commence on 10 October 2024. Advanced warning signs will be displayed; and the temporary closure will only operate when the relevant traffic signs are displayed.
Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and dismounted cyclists will be maintained at all times, as will access for emergency service vehicles in an emergency situation only. Vehicular access for residents and businesses will be maintained only when safe to do so, if necessary, via the diversion route.

Public Footpath 153 (Capel) and Public Footpath 153 (Ockley)
Temporary Prohibition of Traffic Order 2024
The Surrey County Council Public Footpath No. 153 (Capel) and Public Footpath No. 153 (Ockley) Temporary Prohibition of Traffic Order 2024 was made on the grounds of public safety due to a level crossing in need of repair.
The Order came into operation on 15 March 2024. It was due to expire on 15 September 2024 but has now been continued in force by the Secretary of State for Transport until 15 March 2025 or until the completion of the works, whichever is earlier.
The Order as continued prohibits all traffic on foot or by any other means from entering or proceeding in that length of Public Footpath 153 (Capel) and Public Footpath 153 (Ockley) which extends for about 780 metres from point A (Grid ref: 517064 142871), at its junction with Public Footpath 238 (Capel), to point B (Grid ref: 516391 143120), at its junction with Public Footpath 590 (Capel) and which is marked by a solid bold line on plan no. 3/1/41/H59.
The prohibition described above will only be operative while the County Council, or an authorised person acting on its behalf, displays signs prescribed by the Traffic Signs Regulations and General Directions 2002 (S.I. 2002 No. 3113) prohibiting the said movements. Access to properties will not be affected.
Suggested alternative route: from point A, proceed north and then slightly north-west along Public Footpath 238 (Capel) for about 990 metres, then west along Public Bridleway 234 (Capel) for about 140 metres, and then south-west for about 870 metres along Public Footpath 590 to its junction with Public Footpath 153 (Capel) at point B. Total length of alternative route, marked by a broken black line on plan no. 3/1/41/H59, is about 2000 metres.
The alternative route for traffic from point B will be the reverse of the route described above.
