St Albans, Amendments To Waiting Restrictions At Various Locations

What is happening?

ST. ALBANS CITY AND DISTRICT COUNCIL

AMENDMENTS TO WAITING RESTRICTIONS AT VARIOUS LOCATIONS

[NOTE: This Notice is about amendments to waiting restrictions at various locations in the district.]

  1. NOTICE IS HEREBY GIVEN that St Albans City and District Council (pursuant to arrangements made with Hertfordshire County Council) made on 12/09/2024 the City and District of St Albans (Control of Parking) (Consolidation) (Amendment) Order 2024 under the Road Traffic Regulation Act 1984 (as amended).
  2. The general effect of the Order which comes into force on 30 November 2024 is to introduce waiting restrictions and loading restrictions at various locations in:

(a) St Albans, Bricket Road, Elm Drive, Hatfield Road, Lattimore Road, Laurel Road, London Road, Victoria Street, Marlborough Road, Marshall Avenue, Mayne Avenue, Marshals Drive, Mile House Lane, and Salisbury Avenue.

(b) St Albans, Victoria Street and Hatfield Road, remove limited waiting bays and replace with double yellow lines.

(c) Harpenden, Aldwickbury Crescent, Ambrose Lane, Amenbury Lane, Arden Grove, Coldharbour Lane, Cowper Road, Cravells Road, High Street, Luton Road, Marquis Lane, Milton Road, Moreland Road, Paddock Wood, Park Hill, Park Mount, Porters Hill, Roundwood Gardens, Rye Close, Sibley Avenue, Salisbury Road, Webb Rise, and Westfield Road.

(d) London Colney, Cotlandswick, High Street, and Kings Road.

(e) Redbourn, Beechfield Close, and The Common.

(f) Sandridge, St Leonards Crescent.

(g) Bricket Wood, Hunters Ride.

  • To make further amendments to bring the Map-Based Orders in line with the on-street layout.
  • Any person who wishes to question the validity of the Orders or any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirements of the Act or of any instrument made under it have not been complied with may, within six weeks from the date of this Notice, apply to the High Court for that purpose.

    PROPOSED AMENDMENTS TO WAITING RESTRICTIONS AT VARIOUS LOCATIONS

    1. NOTICE IS HEREBY GIVEN that St Albans City and District Council (pursuant to arrangements made with Hertfordshire County Council) proposes to make the City and District of St Albans (Control of Parking) (Consolidation) (Amendment No.) Order 202 under the Road Traffic Regulation Act 1984 (as amended).
    2. The general effect of the Order would be to introduce waiting restrictions and loading restrictions at various locations in:

    (a) Harpenden North and Rural - Clarendon Court, Clarendon Road

    (b) Harpenden West - Townsend Lane, Bowers Way

    (c) Redbourn - Ver Road, Harpenden Lane, Crown Street, High Street

    (d) Batchwood - Woollam Crescent

    (e) Marshalswick East and Jersey Farm - Hazelmere Road, The Ridgeway

    (f) Bernards Heath - St Peters Road

    (g) Verulam - Verulam Road

    (h) St Peters - Cape Road, Guildford Road, Maxwell Road, College Road, London Road

    - London Road - remove limited waiting bays and replace with double yellow lines.

    (i) Cunningham - London Road, Collinade Avenue, Cunningham Avenue, Cunningham Hill Road, Kensington Close, St Vincent Drive, Whitecroft

    (j) Colney Heath - Smallford Lane, Sleapshyde Lane

    (k) Sopwell - Abbots Avenue West, Watling View, Kempe Close, Howland Garth

    (l) St Stephen - West Avenue, Watford Road

    (m) London Colney - Cotlandswick

    (n) Park Street - Broomfield, Fairway Close, Frederick Place, Frogmore

  • The proposals are necessary to improve road safety, reduce congestion, and reduce instances of inappropriate or inconsiderate parking.
  • A copy of the draft Order and associated documents giving further information may be examined at the Civic Centre, St Peters Street, St Albans, AL1 3JE between 9.30am and 4.30pm, Monday to Friday or you can view the documents at any time at www.stalbans.gov.uk.
  • Persons wishing to object or make comments to these proposals must do so in writing by either:
    • Visiting stalbans.gov.uk/TROS where you can fill out an Active Traffic Regulation Order – On Street (Highway). Please click proposals in live consultations where you can add your comments, view or upload supporting documents; or in writing to: The Parking Development Team – St Albans City and District Harpenden West & Rural
      • Council, Civic Centre, St Albans, AL1 3JE or by email to: parking.consultations@stalbans.gov.uk quoting map reference T8/1 by 03/10/2024. Any objection may be communicated to, or be seen by, other persons who may have an interest in this matter.
