The Newham (Pedestrian and Cycle Zone) (No. 8) Experimental Traffic Order 2024

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 9 September 2024 made the above-mentioned Orders under Section 9 of the Road Traffic Regulation Act 1984, as amended.

2. The effect of the Orders will be to introduce part-time pedestrian and cycle zones, in the vicinity of schools, where access by vehicles will be prohibited as follows:

  • Kaizen Primary School - pedestrian and cycle zone will be in force in Elkington Road (between Cumberland Road E13 and Port Crescent), from 8.00 to 9.00am and from 2.45 to 3.45pm on Monday to Friday during school term-time;
  • St Stephen’s Nursery School, St Stephen’s Primary School and Children’s Centre - pedestrian and cycle zone will be in force in Whitfield Road and Wyndham Road from 8.00 to 9.00am and from 3.00 to 4.00pm on Monday to Friday during school term-time;
  • Gainsborough Primary School - pedestrian and cycle zone will be in force in Gainsborough Road (between Godbold Road and Manor Road E15) from 8.15 to 9.15am and from 2.45 to 3.45pm on Monday to Friday during school term-time;
  • Rosetta Primary School and Edith Kerrison Nursery School and Children’s Centre - pedestrian and cycle zone will be in force in Sophia Road from 8.00 to 9.15am and from 2.45 to 3.45pm on Monday to Friday during school term-time;
  • Langdon Academy - pedestrian and cycle zone will be in force in Langdon Crescent (between Nelson Street and Park Avenue E6) and Sussex Road (between Market Street and the entrance to Langdon Academy) from 8.00 to 9.15am and from 2.15 to 3.30pm on Monday to Friday during school term-time;
  • Portway Primary School - pedestrian and cycle zone will be in force in Maud Gardens, Maud Road, Park Road E15 and Stratford Road (between Redriffe Road and Valetta Grove), from 8.15 to 9.30am and from 2.30 to 3.45pm on Monday to Friday during school term-time;
  • Oasis Academy Silvertown – pedestrian and cycle zone will be in force in Fort Street (between North Woolwich Road and Pirie Street) and Mill Road (between North Woolwich Road and Pirie Street) from 7.45 to 9.00am and from 3.00 to 4.00pm on Monday to Friday during school term-time;
  • Azhar Academy Girls School – pedestrian and cycle zone will be in force in Tennyson Road (between Faringford Road and its southern end) from 7.00 to 8.15am and from 4.00 to 5.00pm on Monday to Thursday and from 7.00 to 8.15am and from noon to 1.00pm on Friday during school term-time.
  • 3. Exemptions will apply to:

    (a) pedal cycles;

  • virtual access permit holders;
  • licenced taxis;
  • (d) refuse collection vehicles; and

    (e) vehicles being used: (i) for ambulance, fire brigade or police purposes; (ii) in connection with the removal of an obstruction; (iii) in connection with the cleansing, maintenance, improvement or reconstruction of the carriageway; (iv) in connection with the placing, maintenance, improvement, reconstruction or removal of street furniture; (v) for the purpose of any building operation or demolition; or in connection with the laying, erection, alteration or repair of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity, or of any communications network; or (vi) for the provision of a universal postal service.

    4. Virtual (electronic) access permits will be granted without charge to those occupiers who keep vehicles at addresses specified in the Schedule to this Notice.

    5. The Orders, which will come into force on 23 September 2024, and other documents giving more detailed particulars of these Orders are available for inspection by appointment during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing traffic.orders@newham.gov.uk until such time as the Orders cease to have effect.

    7. If any person wishes to question the validity of any of the Orders or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.

    8. If the provisions of the Orders continue in force for a period of not less than six months, the Council will be considering in due course whether the provisions of the experimental Orders should be continued in force indefinitely by means of Orders under Section 6 of the said Act of 1984.

    9. Within a period of six months –

    (a) beginning with the day on which the experimental Orders came into force; or

    (b) if an Order is varied by another Order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force;

    any person may object to the making of Orders for the purpose of such indefinite continuation.

    10. All objections and other representations relating to the continuation of the Orders must be made in writing. All objections must specify the grounds on which they are made. They should be sent to the Director of Highways, Parking & Transportation, London Borough of Newham, 3rd Floor West, Newham Dockside, 1000 Dockside Road, London E16 2QU or by email, quoting the Order title, to: traffic.orders@newham.gov.uk

    11. Under the requirements of current access to information legislation, any letter or e-mail sent to the Council in response to this Notice may be subject to publication or disclosure, or both, including communication to other persons affected.
