Notice is hereby given that the Council has made the above-mentioned Order under Section 14 of The Road Traffic Regulation Act, 1984,

1. To suspend The City Council of Liverpool, Controlled Parking Zone (The Parking Places and Controlled Parking Zone, Liverpool) Order, 2009, insofar as it relates the existing:-

(1) multi-use parking places on Lord Nelson Street - south side, from a point 5m east of its junction with Lime Street, in an easterly direction, for a distance of 18m (3 spaces); & north side, from a point 33.5m east of its junction with Hotham Street, in an easterly direction, for a distance of 49.5m (9 spaces).

(2) loading & unloading parking place (Mon-Sun, 6am-8pm, max period for loading/unloading from vehicle 15min with no return for 1 hour) on Lime Street, south east side, from a point 45m south west of its junction with Lord Nelson Street in a south westerly direction for a distance of 22m.

(3) prohibition of waiting (8am-6pm, Mon-Sun) (OZ) on Lime Street, east side, from a point: (a) 3m south of its junction with Lord Nelson Street, in a southerly direction for a distance of 81m: & (b) 18.5m south of its junction with London Road, in a southerly direction for a distance of 36m; & Lord Nelson Street: (a) north side, from a point 33.5m east of its junction with Hotham Street, in an easterly direction, for a distance of 49.5m; & (b) south side, from a point - (i) 12m west of its junction with Hotham Street in an easterly direction, for a distance of 27m; & (ii) from a point 34m east of its junction with Hotham Street in an easterly direction, for a distance of 77.5m.

(4) prohibition of waiting (24hr) (OZ) on: Lime Street: southeast side, from - (a) its junction with London Road in a south westerly direction for a distance of 18.5m; (b) a point 6m northeast of its junction with Lord Nelson Street in a south westerly direction to a point 6m southwest of its junction with Lord Nelson Street: Lord Nelson Street: (a) north side, from - (i) a point 42m east of its junction with Lime Street, in an easterly direction, to a point 33.5m east of Hotham Street; & (ii) its junction with Seymour Street, in a westerly direction, to a point 83m east of its junction with Hotham Street; & (b) south side, from a point - (1) 12m west of its junction with Hotham Street in an easterly direction, for a distance of 27m; (2) 12m west of its junction with Hotham Street in a westerly direction, to a point 76m east of its junction with Lime Street; & (3) 111.5m east of its junction with Hotham Street in an easterly direction to its junction with Seymour Street; &- (c) south side, from its junction with the eastern side of Hotham Street, in an easterly direction, for a distance of 34m.

(5A) prohibition of loading & unloading (8.30am-9.30am & 4.30pm-6pm) (OZ) on Camden Street: southwest side, from its junction with London Road, in a north westerly direction for a distance of 14m; & northeast side, for its entire length.

(5B) prohibition of loading & unloading (7.30am-9.30am & 4.00pm-6.30pm) (OZ) on London Road, from its junction with Lime Street/Commutation Row, to its junction with Pembroke Place.

(5C) prohibition of loading & unloading (24hr) (IZ) on Lime Street (Car Park access between Elliot Street and St Georges Place) in its entirety.

(5D) prohibition of loading & unloading (24hr) (OZ) on Lime Street, southeast side, from - (a) its junction with London Road in a south westerly direction for a distance of 18.5m; & (b) a point 6m northeast of its junction with Lord Nelson Street in a south westerly direction to a point 6m southwest of its junction with Lord Nelson Street; & Lord Nelson Street, south side, from a point 12m west of its junction with Hotham Street in a westerly direction, to a point 76m east of its junction with Lime Street.

(6) hackney carriage clearway (Mon-Sun, 10pm-6am) (IZ) on Lime Street, southeast side, from a point 8.4m southwest of its junction with Lord Nelson Street, in a south westerly direction for a distance of 5m.

(7A) hackney carriage clearways (Mon-Sun, 10pm-6am) (OZ) on Lime Street, southeast side, from a point 68m southwest of its junction with Lord Nelson Street, in a south westerly direction for a distance of 16m.

(7B) hackney carriage clearways (Mon-Sun, 24 hrs) (OZ) on Lord Nelson Street (south side) from a point: (a) 29m west of the projected west side of its junction with Hotham Street in a westerly direction for a distance of 33.5m; & (b) 12m west of the projected west side of its junction with Hotham Street in an easterly direction for a distance of 27m.

(8) drop-off/pick-up parking places for coaches (Mon-Sun, 24 hrs, max period for vehicle to wait to allow passengers to bord or alight from the vehicle 15min) (OZ) on Lime Street, southeast side, from a point - (a) 18.5m southwest of its junction with London Road, in a south westerly direction for a distance of 36m; & (b) 3m southwest of its junction with Lord Nelson Street, in a south westerly direction for a distance of 41m.

2. To vary The City Council of Liverpool, Controlled Parking Zone (The Parking Places and Controlled Parking Zone, Liverpool) Order, 2009, so as to introduce the new:- (1) multi-use parking places (OZ) on Lord Nelson Street, north sides, from a point 37m east of its junction with Hotham Street, in an easterly direction, for a distance of 49.5m (9 spaces).

(2) loading & unloading parking places (Mon-Sun, 24 hrs, max period for loading/unloading from vehicle 30min with no return for 1 hour) (OZ) on Lime Street, southeast side, from a point - (a) 32.5m south of its junction with Lord Nelson Street in a south westerly direction for a distance of 20m; & (b) 14.2m south of its junction with London Road in a southerly direction for a distance of 37.7m.

During the maximum period for which vehicles may load and/or unload goods, in Article 2.(2) only, the driver, or other person in charge of a vehicle using a loading bay, shall not cause such vehicle to wait thereon during the hours of operation other than whilst goods, that are not designed to be carried by hand other than over a very short distance, are being loaded or unloaded from the vehicle.

(3) disabled persons parking place (OZ) on Lord Nelson Street, south side, from a point 5m east of its junction with Lime Street in an easterly direction for a distance of 13.2m. (4A) prohibition of waiting, with certain exceptions, (8am-6pm, Mon-Sun) (IZ) on - Lime Street Slip Road (between Elliot Street & St Johns Centre Car Park): southwest side, from a point 18.5m northwest of the projected southeastern back of footway of Skelhorne Street in a north westerly direction for a distance of 22m; & northeast side, from a point 24m northwest of the projected southeastern back of footway of Skelhorne Street in a north westerly direction for a distance of 16m.

(4B) prohibition of waiting, with certain exceptions, (8am-6pm, Mon-Sun) (OZ) on - Lime Street, southeast side, from a point 3m south of its junction with Lord Nelson Street, in a southerly direction for a distance of 49m; Lord Nelson Street: (a) north side, from a point 37m east of its junction with Hotham Street, in an easterly direction, for a distance of 49.5m; & (b) south side, from a point - (i) 5m east of its junction with Lime Street, in an easterly direction for a distance of 13.2m; (ii) 12m west of its junction with Hotham Street in an easterly direction to a point 5m east of its junction with Hotham Street; (iii) 35.5m east of its junction with Hotham Street in an easterly direction, for a distance of 82.5m; & (iv) 44.2m east of its junction with Lime Street in an easterly direction to a point 25m west of its junction with Hotham Street.

(5A) prohibition of waiting, with certain exceptions, (24hr) (IZ) on - Lime Street Slip Road (between Elliot Street & St Johns Centre Car Park): (a) southwest side, from - (i) its junction with Lime Street in a north westerly direction to a point 18.5m northwest of the projected southeastern back of footway of Skelhorne Street; & (ii) a point 40.5m northwest of the projected southeastern back of footway of Skelhorne Street in a north westerly, then north easterly direction for its remaining length; & (b) northeast side, from - (i) its junction with Lime Street in a north westerly direction to a point 24m northwest of the projected south eastern back of footway of Skelhorne Street; & (ii) a point 40m northwest of the projected southeastern back of footway of Skelhorne Street in a north westerly, then north easterly direction for its remaining length.

(5B) prohibition of waiting, with certain exceptions, (24hr) (OZ) on - Lime Street: southeast side, from - (a) its junction with London Road in a southerly direction for a distance of 14.2m; (b) a point 51.9m south of its junction with London Road to a point 3m south of its junction with Lord Nelson Street; Lord Nelson Street: (a) northeast side, from - (i) a point 42m east of its junction with Lime Street, in an easterly direction, to a point 37m east of Hotham Street; & (ii) its junction with Seymour Street, in a westerly direction, to a point 43.5m east of its junction with St Vincent Street; & (b) southeast side, from - (i) its junction with Lime Street in an easterly direction for a distance of 5m; (ii) a point 12m west of its junction with Hotham Street in a westerly direction for a distance of 13m; (iii) a point 5m east of its junction with Hotham Street, in an easterly direction, for a distance of 30.5m; (iv) a point 118m east of its junction with Hotham Street in an easterly direction to its junction with Seymour Street; & (v) a point 18.2m east of its junction with Lime Street in an easterly direction for a distance of 26m; & London Road: north side, from its junction with Commutation Row, in an easterly direction to a point 7m east of its junction with Camden Street; & south side, from its junction with Lime Street in an easterly direction to its junction with Hotham Street. (6A) prohibition of loading & unloading, with certain exceptions, (8.30am-9.30am & 4.30pm-6pm) (OZ) on - Camden Street, northeast side, from its junction with Islington to a point 14m north west of its junction with London Road.

(6B) prohibition of loading & unloading, with certain exceptions, (7.30am-9.30am & 4.00pm-6.30pm) (OZ) on - London Road: north side, from a point 7m east of its junction with Camden Street, in an easterly direction to its junction with Pembroke Place; & south side, from its junction with Hotham Street in an easterly direction to its junction with Pembroke Place.

(7A) prohibition of loading & unloading, with certain exceptions, (24hr) (OZ) on - Lime Street Slip Road (between Elliot Street & St Johns Centre Car Park): (i) southwest side, from - (a) its junction with Lime Street in a north westerly direction to a point 18.5m northwest of the projected southeastern back of footway of Skelhorne Street; & (b) a point 40.5m northwest of the projected southeastern back of footway of Skelhorne Street in a north westerly, then north easterly direction for its remaining length; & (ii) northeast side, from - (a) its junction with Lime Street in a northwesterly direction to a point 24m northwest of the projected southeastern back of footway of Skelhorne Street; & (b) a point 40m northwest of the projected southeastern back of footway of Skelhorne Street in a north westerly, then north easterly direction for its remaining length.

(7B) prohibition of loading & unloading, with certain exceptions, (24hr) (OZ) on - Camden Street, southwest side, from its junction with London Road, in a north westerly direction for a distance of 14m; Lime Street: southeast side, from - (a) its junction with London Road in a southerly direction for a distance of 14.2m; & (b) a point 51.9m south of its junction with London Road to a point 3m south of its junction with Lord Nelson Street; Lord Nelson Street: southeast side, from a point - (a) 12m west of its junction with Hotham Street in a westerly direction for a distance of 13m; & (b) 18.2m east of its junction with Lime Street in an easterly direction for a distance of 26m; & London Road: north side, from its junction with Commutation Row, in an easterly direction to a point 7m east of its junction with Camden Street; & south side, from its junction with Lime Street in an easterly direction to its junction with Hotham Street. (8) bus stop clearways (Mon-Sun, 24 hrs) (IZ) on Lime Street, south east side, from a point 83.5m south of its junction with Lord Nelson Street in a southerly direction for a distance of 8.5m.

(9) bus stop clearways (Mon-Sun, 24 hrs) (OZ) on Lime Street, southeast side, from a point 67.5m south of its junction with Lord Nelson Street in a southerly direction for a distance of 16m.

(10) hackney carriage clearways (Mon-Sun, 24 hrs) (OZ) on - Lime Street, south-east side, from a point 52.5m south of its junction with Lord Nelson Street, in a southerly direction for a distance of 15m; & Lord Nelson Street, south side, from a point - (a) 44.2m east of its junction with Lime Street in an easterly direction to a point 25m west of its junction with Hotham Street; & (b) 12m west of its junction with Hotham Street in an easterly direction to a point 5m east of its junction with Hotham Street. (11A) drop-off/pick-up parking places for coaches (Mon-Sun, 24 hrs, max period for vehicle to wait to allow passengers to bord or alight from the vehicle 15min, no return within 2 hours) (IZ) on Lime Street Slip Road (between Elliot Street & St Johns Centre Car Park), northeast side, from a point 24m northwest of the projected southeastern back of footway of Skelhorne Street in a north westerly direction for a distance of 16m. This bay is for the exclusive use of the Holiday Inn Hotel. (11B) drop-off/pick-up parking places for coaches (Mon-Sun, 24 hrs, max period for vehicle to wait to allow passengers to bord or alight from the vehicle 15min, no return within 2 hours) (OZ) on Lime Street, south-east side, from a point 3.5m south of its junction with Lord Nelson Street, in a southerly direction for a distance of 29m. (12) limited waiting parking place (Mon-Sun, 8am-6pm, max period for which vehicle may wait 5min, no return within 2 hours) (IZ) on the northwest side of Lime Street Slip Road (between Elliot Street & St John’s Centre Car Park) from a point 18.5m northwest of it’s the projected southeastern back of footway of Skelhorne Street in a north westerly direction for a distance of 22m. This bay is for the exclusive use of the Holiday Inn Hotel.

3. The exceptions referred to in Article(s) 2.(4A), 2.(4B), 2.(5A), 2.(5B), 2.(6A), 2.(6B), 2.(7A) & 2.(7B) only will enable a vehicle to wait for so long as is necessary to enable:- (a) a person to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently be used for such purposes in any other road, to be used in operations; (ii) the removal of any obstruction to traffic; (iii) the maintenance, improvement or reconstruction of the said sides of lengths of roads; (iv) the laying, erection, alteration or repair in, or in land adjacent to, the said sides of lengths of roads of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Section 4 of The Telecommunications Act, 1984, including telephone kiosks; (c) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority in pursuance of statutory powers or duties; (d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said sides of lengths of roads; (e) the vehicle to be used in connection with any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes; (g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person’s badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport’s guidebook, “The Blue Badge Scheme: Rights And Responsibilities In England” (except Articles 2.(6A), 2.(6B), 2.(7A) & 2.(7B) only); (h) to enable goods to be loaded on to or unloaded from the vehicle (except Articles 2.(6A), 2.(6B), 2.(7A) & 2.(7B) only); or (i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand.

4. To suspend:- (a) The City Council of Liverpool, (Lime Street, London Road, Seymour Street, Skelhorne Street Area) (Revocation, Prohibition of Right Turn, Prohibition of Driving, Prohibition of U-Turn, One-Way Traffic and Contra-flow Bus Lane) (Order, 2006) (Amendment) Order, 2016: in so far as it relate to Article 11, which reads No person shall cause or permit any vehicle, other than a public service vehicle, coach, pedal cycle, hackney carriage, licensed private hire vehicle, a vehicle being used by the Police, Ambulance, Fire Service or Statutory Services, Postal Operator and Local Authority in pursuance with their essential duties, or a vehicle accessing the St. John’s Centre Car Park, to proceed in Lime Street between the west side kerb line and Traffic Sign to diagram 1049 and from its junction with Ranelagh Place to its junction with Elliot Street, other than for the purposes of crossing it, between the hours of 12.00 noon to 6.00 p.m. on Mondays to Saturdays inclusive, unless that vehicle is proceeding north bound in the contra-flow bus lane; (b) The City Council of Liverpool, (Old Haymarket and St. John’s Lane) (Reserved Bus Lane) (Order 2009) (Amendment) Order 2016, in full; & (c) The City Council of Liverpool, (City Centre Bus Strategy) (Lime Street, Elliot Street, Fairclough Street, Great Charlotte Street, Hanover Street, Ranelagh Street & Waterloo Place) (Revocation, Prohibition of Driving & Prohibition of Right Turn) Order, 1997, in so far as it relates to Elliot Street & Charlotte Street.

5. No person shall cause or permit any vehicle to proceed, at any time, on:- (a) Lime Street, from its junction with: (i) London Road, in a southerly direction to its junction with St George’s Place; & (ii) St George’s Place, in a northerly direction to its junction with London Road - except for public service vehicles, coaches, licensed hackney carriages, licensed private hire vehicles displaying door signs (decals) in addition to a license plate, a vehicle being used by the Police, Ambulance, Fire Service (in the process of attending an emergency call and whilst displaying blue flashing lights), Statutory Services, Postal Operator, Local Authority in pursuance of their essential duties, an emergency liveried NHS vehicle being used for the urgent transport of blood, tissues and organs, any vehicle being used by Her Majesty’s Prison Service or their contractors for the transportation of prisoners whilst escorted by marked police vehicles, pedal cycles or electrically assisted pedal cycles not being motor vehicles, any vehicle that is egressing from St Johns Shopping Centre and access for loading/ unloading purposes only; (b) St Georges Place, from its junction with: (i) Lime Street, in a north-westerly direction to its junction with St John’s Lane; & (ii) St John’s Lane, in a south-easterly direction to its junction with Lime Street - except for public service vehicles, coaches, licensed hackney carriages, licensed private hire vehicles displaying door signs (decals) in addition to a license plate, a vehicle being used by the Police, Ambulance, Fire Service (in the process of attending an emergency call and whilst displaying blue flashing lights), Statutory Services, Postal Operator, Local Authority in pursuance of their essential duties, an emergency liveried NHS vehicle being used for the urgent transport of blood, tissues and organs, any vehicle being used by Her Majesty’s Prison Service or their contractors for the transportation of prisoners whilst escorted by marked police vehicles, pedal cycles or electrically assisted pedal cycles not being motor vehicles, any vehicle that is egressing from St Johns Shopping Centre and access for loading/ unloading purposes only; & (c) St John’s Lane, from its junction with: (i) Roe Street, in a south easterly direction to its junction with St George’s Place; & (ii) St George’s Place, in a north westerly direction to its junction with Roe Street - except for public service vehicles, coaches, licensed hackney carriages, licensed private hire vehicles displaying door signs (decals) in addition to a license plate, a vehicle being used by the Police, Ambulance, Fire Service (in the process of attending an emergency call and whilst displaying blue flashing lights), Statutory Services, Postal Operator, Local Authority in pursuance of their essential duties, an emergency liveried NHS vehicle being used for the urgent transport of blood, tissues and organs, any vehicle being used by Her Majesty’s Prison Service or their contractors for the transportation of prisoners whilst escorted by marked police vehicles, pedal cycles or electrically assisted pedal cycles not being motor vehicles, any vehicle that is egressing from St Johns
Shopping Centre and access for loading/ unloading purposes only.

6. No person shall cause or permit any vehicle proceed on the following roads from performing a: - (1) left-turn manoeuvre on Lime Street (south bound) into Lime Street (Bus Link) (except for local buses operating on a local service); & Lord Nelson Street into Lime Street (except for buses, licensed hackney carriages, licensed private hire vehicles displaying door signs (decals) in addition to a licence plate & pedal cycles); & (2) right-turn manoeuvre on Lime Street (north eastbound) into Lime Street (Bus Link) (except for local buses operating on a local service).

7. Every person causing any vehicle, except for: (a) buses, licenced hackney carriages licensed private hire vehicles displaying door signs (decals) in addition to a license plate, private hire vehicles & cycles to proceed in a north westerly direction on Lord Nelson Street shall cause or permit that vehicle on reaching its junction with Lime Street to make a right-hand turn into Lime Street; & (b) buses, taxis & cycles to proceed in a north easterly direction on Roe Street shall cause or permit that vehicle on reaching its junction with St John’s Lane to make a left-hand turn into St John’s Lane.

8. No person shall cause or permit any vehicle to enter Lime Street (Bus Link) at its junction with: (a) St Georges Place (except local buses operating a local service); & (b) Lime Street (38m north west of the projected south eastern back of footway of Skelhorne Street) (except local buses operating a local service).

9. No person shall cause or permit any vehicle from being driven at a speed exceeding 20mph on the full lengths of (unless otherwise stated): Commutation Row (from a point 10.5m north of its junction with London Road to its junction with London Road); Lime Street - (a) (from its junction with London Road in a southerly direction to its junction with St George’s Place); & (b) (from its junction with Elliot Street in a north westerly direction to its junction with St George’s Place); London Road (from a point 15m west of its junction with Lime Street to its junction with Lime Street); St George’s Place (for its entire length); & St John’s Lane (for its entire length).

10. To suspend the existing hackney carriage stands: - (1) (Mon-Sun, 10pm-6am) on Lime Street, south east side, from a point 68m south west of its junction with Lord Nelson Street, in a south westerly direction for a distance of 21m (4 spaces); & (2) (Mon-Sun) on Lord Nelson Street, south side, from a point - (a) 29m west of the projected west side of its junction with Hotham Street in a westerly direction for a distance of 33.5m (6 spaces); & (b) 12m west of the projected west side of its junction with Hotham Street in an easterly direction for a distance of 27m.

11. To appoint the temporary hackney carriage stands (Mon-Sun) on: - Lime Street, south east side, from a point 52.5m south of its junction with Lord Nelson Street, in a southerly direction for a distance of 15m (3 spaces); & Lord Nelson Street, south side, from a point - (a) 44.2m east of its junction with Lime Street in an easterly direction to a point 25m west of its junction with Hotham Street (6 spaces); & (b) 12m west of the projected west side of its junction with Hotham Street in an easterly direction to a point 5m east of its junction with Hotham Street (5 spaces).

12. The Order will be operative from the 9 September 2024 to 28 January 2026 or for such lesser period of time as dictated by the earlier completion of the monitoring the impact of the Lime Street Connectivity Scheme following the completion of the scheme and the opening of the Lime Street bus link and eventual implementation of a permanent Traffic Management Order.
