Harrow, Multiple Roads, Temporary Closures For 20mph Zone Installation

Temporary Road Closure – Traffic Scheme 3

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate installation of a new 20MPH zone.

1. The order may be cited as The Harrow (Traffic Scheme 3) Temporary Traffic Order 2024, and would be operational between 08:00 hours and 17:00 hours on 16th September 2024 and would remain in effect until 27th January 2025 or until the completion of the works, whichever is the sooner. It is anticipated that all of the work should be complete by 27th September 2024.
2. Vehicles would be prohibited from entering or exiting the following roads;

Pinner Park Avenue, between its junctions with Headstone Lane and Courtenay Avenue;	16/09/24 – 18/09/24
Parkfield Crescent, between its junctions with Parkfield Avenue and Pinner Park Avenue;
Almond Way, between its junctions with Headstone Lane and Verwood Road;	18/09/24 – 20/09/24
Verwood Road, between its junctions with Parkfield Crescent and Almond Way;
Parkfield Avenue, between its junctions with Headstone Lane and Parkfield Crescent;
Augustine Road, between its junctions with Bancroft Gardens and Secker Crescent;	23/09/24 – 27/09/24
Secker Crescent, between its junctions with Augustine Road and Headstone Lane;
Augustine Road, between its junctions with Theobald Cresent and Bancroft Gardens;
Theobald Crescent, between its junctions with Augustine Road and Long Elmes.

3. Nothing in paragraph 2 above would apply to:-

any vehicle being used for ambulance, fire brigade or police purposes;

anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

any vehicles used in connection with installation of a new 20MPH zone.

any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.
