The Essex County Council (A131 Great Leighs Bypass Laybys) (Ministry of Sound) (Special Event) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Orders under section 14(1) of the Road Traffic Regulation Act 1984 (as amended)
Effect of the order:
1. To temporarily introduce a 30mph Speed Limit on the following lengths of road in Great and Little Leighs in the City of Chelmsford.
Road Direction Description
A131 Great Leigh Bypass Northbound Between Moulsham Hall Roundabout and Great Notley Roundabout.
A131 Great Leigh Bypass Southbound Between Moulsham Hall Roundabout and Great Notley Roundabout.
The Essex County Council (A131, Great Leighs, Chelmsford & Braintree) (De-Restriction) Order 2007 is hereby temporary suspended insofar as it relates to the derestriction on the above lengths of A131 Great Leighs Bypass only. All other restrictions will remain in force.
2. To temporarily close both Laybys on the A131 Great Leigh Bypass, Great and Little Leighs in the City of Chelmsford.
As specified below.
Road Direction Description
A131 Great Leigh Bypass Southbound From a point approximately 452 metres north of its junction with Moulsham Hall Lane, north for approximately 270 metres.
A131 Great Leigh Bypass Northbound From a point approximately 270 metres north of its junction with Moulsham Hall Lane, north for approximately 270 metres
The restrictions are scheduled to commence on 31 August 2024 for 1 day between the hours of 13:00 and 23:59 or where appropriate signs are showing and weather permitting and is required to facilitate the Ministry of Sound Event
Access for emergency vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 31 August 2024 may continue in force for 18 months unless extended by the Secretary of State.
(Queen Street, Chelmsford) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Queen Street, Chelmsford in the City of Chelmsford, from its junction with New London Road for a distance of approximately 50m in a south westerly direction. The closure is scheduled to commence on 23rd September 2024 for 5 days, or where stated on a valid permit (EN014M81993 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while renewal of valve and chamber works are undertaken by Essex And Suffolk Water.
An alternative route is available via Moulsham Street, Southborough Road, New London Road and vice versa.
The Order will come into effect on 5th September 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Boreham Road, Great Leighs) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Boreham Road, Great Leighs in the City of Chelmsford, from its junction with Paulk Hall Lane for a distance of approximately 170m in a westerly direction. The closure is scheduled to commence on 13th September 2024 for 8 days, or where stated on a valid permit (KA140GREHS60585 – Gigaclear). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while duct laying works are undertaken by Gigaclear.
An alternative route is available via Boreham Road, Waltham Road, Cranham Road, Wheelers Hill, Wheelers Farm Roundabout, Essex Regiment Way, Sheepcotes Roundabout, Braintree Road, Strawbrook Hill, Great Leighs Bypass, Great Leighs Bypass Roundabout South, Main Road and vice versa.
The Order came into effect on 22nd August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(High Easter Road, Barnston) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of High Easter Road, Barnston in the District of Uttlesford, from a point approximately 170m south west of its junction with Barnston Green for a distance of approximately 60m in a south westerly direction.
The closure is scheduled to commence on 9th September 2024 for 3 days, or where stated on a valid permit (MX04410234716 – Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while repair stop tap works are undertaken by Affinity Water.
An alternative route is available via High Easter Road, Barnston Road, The Street, Stortford Road, Chelmsford Road, Dunmow Road, Old Street Hill, Feathers Hill, High Street, Station Road, Great Dunmow Junction West Dunmow Bypass, Braintree Road, Mill Road, Hartford End, Main Road and vice versa (with access only into High Easter Road).
The Order came into effect on 22nd August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Maldon Road, Margaretting) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Maldon Road, Margaretting in the City of Chelmsford, from a point approximately 730m south east then north east then south east of its junction with Main Road for a distance of approximately 50m in a south easterly then north easterly direction. The closure is scheduled to commence on 9th September 2024 for 4 days, or where stated on a valid permit (AD00263306039/1 – Anglian Water).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while kiosk replacement works are undertaken by Anglian Water.
An alternative route is available via Stock Road, Galleywood Road, Wood Street, Wood Street Roundabout, London Road, Writtle Bypass Roundabout, Greenbury Way, Margaretting Road Roundabout, Margaretting Road, Writtle Road, Margaretting Bypass, Wantz Road and vice versa (with access only into Maldon Road, London Hill, Margaretting Road).
The Order came into effect on 22nd August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Mill Road, Felsted) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Mill Road, Felsted in the District of Uttlesford, from a point approximately 335m south west of its junction with Station Road for a distance of approximately 30m in a south westerly direction. The closure is scheduled to commence on 12th September 2024 for 1 day, or where stated on a valid permit (A5009-ESS-36034 – County Broadband LTD). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by County Broadband LTD.
An alternative route is available via Station Road, Chelmsford Road, Hartford End, Main Road, Dunmow Road and vice versa (with access only into Mill Road, Brook Hill, Black Chapel Lane).
The Order came into effect on 22nd August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Mope Lane, Wickham Bishops) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Mope Lane, Wickham Bishops in the District of Maldon, from a point approximately 360m north west of its junction with Station Road for a distance of approximately 100m in a north easterly direction. The closure is scheduled to commence on 9th September 2024 for 10 days, or where stated on a valid permit (EN013314036 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Essex And Suffolk Water.
An alternative route is available via Church Road, Witham Road and vice versa (with access only into Mope Lane).

(Stock Road, Galleywood) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Stock Road, Galleywood in the City of Chelmsford, from a point approximately 100m south east of its junction with Margaretting Road for a distance of approximately 40m in a south easterly direction.
The closure is scheduled to commence on 9th September 2024 for (19:00-05:00), or where stated on a valid permit (AZ7011001351323 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new gas connection works are undertaken by Cadent.
An alternative route is available via London Road, Writtle Bypass Roundabout, Three Mile Hill, Three Mile Hill Roundabout, A12, Stock Road A12 Flyover and vice versa (with access only into Stock Road, Galleywood Road, Wood Street).
The Order came into effect on 22nd August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(The Street, Roxwell) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of The Street, Roxwell in the City of Chelmsford, from a point approximately 120m north of its junction with Church Green for a distance of approximately 70m in a northerly then westerly direction. The closure is scheduled to commence on 9th September 2024 for 2 days, or where stated on a valid permit (EC30006600216 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while installation of new electricity supply works are undertaken by UK Power Networks.
An alternative route is available via Beech Road, The Street, Fyfield Road, Willingale Road, Queen Street, Dunmow Road, Stortford Road, Chelmsford Road, Bishops Stortford Road and vice versa (with access only into The Street, Stonehill Road, Skreens Park Road, Shellow Road, Vicarage Road).
