The Essex County Council (A131 Great Leighs Bypass Laybys) (Ministry of Sound) (Special Event) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Orders under section 14(1) of the Road Traffic Regulation Act 1984 (as amended)

Effect of the order:
1. To temporarily introduce a 30mph Speed Limit on the following lengths of road in Great and Little Leighs in the City of Chelmsford. 

Road Direction Description
A131 Great Leigh Bypass Northbound Between Moulsham Hall Roundabout and Great Notley Roundabout.
A131 Great Leigh Bypass Southbound Between Moulsham Hall Roundabout and Great Notley Roundabout.

The Essex County Council (A131, Great Leighs, Chelmsford & Braintree) (De-Restriction) Order 2007 is hereby temporary suspended insofar as it relates to the derestriction on the above lengths of A131 Great Leighs Bypass only. All other restrictions will remain in force.

2. To temporarily close both Laybys on the A131 Great Leigh Bypass, Great and Little Leighs in the City of Chelmsford. As specified below.

Road Direction Description

A131 Great Leigh Bypass Southbound From a point approximately 452 metres north of its junction with Moulsham Hall Lane, north for approximately 270 metres.
A131 Great Leigh Bypass Northbound From a point approximately 270 metres north of its junction with Moulsham Hall Lane, north for approximately 270 metres

The restrictions are scheduled to commence on 31 August 2024 for 1 day between the hours of 13:00 and 23:59 or where appropriate signs are showing and weather permitting and is required to facilitate the Ministry of Sound Event.

Access for emergency vehicles and pedestrians will be maintained at all times during the closure. 

The Order will come into effect on 31 August 2024 may continue in force for 18 months unless extended by the Secretary of State.

(A414 Greenbury Way & Margaretting Road, Writtle) (Temporary 30MPH Speed Limit) (New World Festival) Order 2024 
(Hunts Drive, Rectory Road, Paradise Road, Writtle) (Temporary Prohibition of Traffic) (New World Festival) Order 2024

Notice is hereby given that the Essex County Council has made the above Orders under section 14(1) of the Road Traffic Regulation Act 1984:

Effect of the orders:
1. To temporarily introduce a 30mph Speed limit on the below roads in the City of Chelmsford. The existing speed limit is 60mph.

A414 Greenbury Way, Writtle From its junction with Margaretting road to its junction with London Road (Widford Roundabout) for approximately 1.25 Miles

Margaretting Road, Writtle From its junction with Greenbury Way to its junction with Nathans Lane for approximately 1000 metres

2. To temporarily close the below roads in the City of Chelmsford

Road Name Description
Hunts Drive, Writtle From its junction with Margaretting Road for its entire length
Rectory Road, Writtle From its junction with Margaretting Road for its entire length
Paradise Road, Writtle From its junction with Lodge Road for its entire length

The restrictions are scheduled to commence on the 24 August 2024 for 2 days between the hours of 08.00am 24 August 2024 to 08:00am 26 August 2024 or where appropriate signs are showing and weather permitting and are required for the duration of the New World Festival held on the land at Kings Farm East of Margaretting Road in order to prevent the likelihood of danger to the public, as a result of the event in progress, pedestrians walking along the verges and the edge of the carriageway, particularly in the evenings. Also to stop parking in residential areas.
Members of the Public are advised to avoid using these routes if at all possible, during the above dates. Speed Enforcement cameras might be operating within the restricted lengths of road as specified.
The Orders will come into operation on 24 August 2024 and may continue in force for 18 months or until the event has been completed, whichever is the earlier.

(Station Road, Little Dunmow) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Station Road, Little Dunmow in the District of Uttlesford, from a point approximately 285m east then northeast of its junction with The Street to its junction with Ainsworth Drive a distance of approximately 460m. The closure is scheduled to commence on 12th September 2024 for 65 days (There will be no road closure in situ between 2nd October 2024 and 8th October 2024 to accommodate other works), or where stated on a valid permit (ZP010N0023760-1-CF-EUL-4 – Gas Transportation Company). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new gas connection works are undertaken by Gas Transportation Company.
An alternative route is available via Station Road, Braintree Road, Dunmow Road, Braintree Road, Station Road and vice versa.
The Order will come into effect on 29th August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Barlows Reach, Chelmer Village) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Barlows Reach, Chelmer Village in the City of Chelmsford, from its junction with Chelmer Village Roundabout to its end a distance of approximately 290m. The closure is scheduled to commence on 2nd September 2024 for 1 day, or where stated on a valid permit (EP201EH2371091A – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

The Order came into effect on 15th August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Canewdon Gardens, Runwell) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Canewdon Gardens, Runwell in the City of Chelmsford, from a point approximately 30m north west of its junction with Egbert Gardens for a distance of approximately 30m in a north westerly direction. The closure is scheduled to commence on 26th August 2024 for 12 days, or where stated on a valid permit (EP00312001743 – Public Sewer Services). 

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new sewage connection works are undertaken by Public Sewer Services.

The Order came into effect on 22nd August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Cheviot Drive, Chelmsford) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Cheviot Drive, Chelmsford in the City of Chelmsford, from a point approximately 95m south east then south west of its junction with Wicklow Avenue for a distance of approximately 50m in a south westerly direction. The closure is scheduled to commence on 5th September 2024 for 1 day, or where stated on a valid permit (BC008WF0JRG5H01 – Openreach). 

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.

An alternative route is available via Cheviot Drive, Wicklow Avenue, Pennine Road 
and vice versa.

The Order came into effect on 15th August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Old Southend Road, Sandon) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Old Southend Road, Sandon in the City of Chelmsford, from its junction with Southend Road for a distance of approximately 250m in a north easterly direction. The closure is scheduled to commence on 20th August 2024 for 1 day, or where stated on a valid permit (EC30003447462 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while electricity cable installation works are undertaken by UK Power Networks.

An alternative route is available via Old Southend Road, Southend Road and vice versa.

The Order came into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Robjohns Road, Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close that length of Robjohns Road, Chelmsford in the City of Chelmsford, from its junction with Hanbury Way for a distance approximately 55m in a north easterly then north westerly direction.
2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The closure/restriction is scheduled to commence on 2nd September 2024 for 42 days, or where stated on a valid permit (EP201EH2368578 – Essex County Council). 

The scheduled dates may vary for these works with appropriate signs showing and/ or displayed on one.network. The closure/restriction is required for the safety of the public and workforce while carriageway reconstruction works are undertaken by Essex County Council.

Alternative routes are available via:
1. Robjohns Road, Writtle Road, Westway and vice versa.
2. Hanbury Road, Robjohns Road.

The Order came into effect on 15th August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Skerry Rise, Chelmsford) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Skerry Rise, Chelmsford in the City of Chelmsford, from its junction with Broomfield Road for a distance of approximately 35m in north westerly direction. The closure is scheduled to commence on 5th September 2024 for 1 night (19:00-23:00), or where stated on a valid permit (AD037RO64018137 – Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while manhole frame replacement works are undertaken by Anglian Water.

An alternative route is available via Pentland Avenue, Broomfield Parade Service Road, Broomfield Road and vice versa (with access only into Skerry Rise).
The Order came into effect on 15th August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Waterhouse Street, Chelmsford) (Temporary Prohibition of Traffic) Order 2024
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Waterhouse Street, Chelmsford in the City of Chelmsford, from its junction with Writtle Road for a distance of approximately 50m in a north easterly direction. The closure is scheduled to commence on 2nd September 2024 for 1 day, or where stated on a valid permit (BC008WFLT7C3S – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
