THE SURREY COUNTY COUNCIL

Shere Hill Climb, Charity Car Parade Staple Lane (C45), East Clandon (Temporary Prohibition of Traffic) Order 2024
On 21 August 2024 Surrey County Council made the above mentioned Temporary Traffic Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”), the effect of which will be to prohibit all vehicles from entering or proceeding along that length of Staple Lane (C45), East Clandon that extends from its junction with Epsom Road (A246) to its junction with Combe Lane (D259) and/or any part and/or any parts therein, such restriction shall also apply in relation to the riding, leading or driving of horses or any other animals. The Temporary Traffic Order is required to enable the holding of a charity car parade namely the “Shere Hill Climb” on the length of Staple Lane described above. The temporary prohibition specified above will not apply to vehicles being used in connection with the said parade (including those used for traffic management purposes), or to anything done on the direction or with the permission of a police constable in uniform or a traffic marshal, or any sign placed by Surrey Police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water or electronic communications, to premises in the area and for the removal of any obstruction to traffic. The Council are satisfied, in accordance with subsection (3) of Section 16A of the Act, that the event to which the Order relates cannot be held otherwise than on a road. Access for pedestrians; and dismounted cyclists will be maintained under the direction of a marshal. Access for residents will be maintained under the direction of a marshal from the southern end of the temporary closure. Vehicular traffic will be diverted via Epsom Road (A246), Epsom Road (A25), Shere Road (A25) and Combe Lane (C45). The Order will come into effect on 01 September 2024, for a period of 1 day and is anticipated to apply from 6am until 6pm but the prohibitions will only be operative while the relevant traffic signs are displayed. (Various Roads in The Boroughs of Woking and Guildford) Surrey Half Marathon (Temporary Traffic Measures) Order 2024
On 21 August 2024 Surrey County Council made the above mentioned Temporary Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984, the effect of which will be to:- 1. Prohibit all vehicles from entering or proceeding along the lengths of roads specified in the First Schedule to this Notice and/or any parts therein, such restriction shall also apply in relation to the riding, leading or driving of horses or any other animals. 2. Prohibit vehicles from stopping or remaining at rest, in the lengths of road specified in the Second Schedule to this Notice. The Order will come into effect on 08 September 2024, for a period of one day and is required to facilitate the holding of an on-road running event, namely the “Mercer Surrey Half-Marathon, 5k and Kids Race 2024”. The restrictions will not apply to such vehicles being used in connection with the said event, or to anything done on the direction or with the permission of a police constable in uniform or a traffic marshal, or any sign placed by Surrey Police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water or electronic communications, to premises in the area and for the removal of any obstruction to traffic. The restriction on stopping in the lengths of road specified in the Second Schedule to this Notice shall also not apply to any vehicle required to stop by law or in order to prevent an accident, or a local bus to allow a person to board or alight from the vehicle at a designated bus stop, or for the purpose of opening/closing any gate or barrier at the entrance to premises to which the vehicle requires access. No exemption will apply for disabled persons’ vehicles and all parking places in the lengths of road specified in the Schedules below will be suspended. The prohibitions will only be operative while the relevant traffic signs are displayed.
Access for pedestrians will be unaffected. The prohibition of stopping will commence from 6am. It is anticipated that the temporary closures will take effect from 7.30am until 1pm though roads will re-open earlier if it is safe to do so. The Council are satisfied that, in order to avoid danger to persons or other traffic using the roads to which this Order relates, or for preventing the likelihood of any such danger arising, vehicular access to premises situated in such lengths of roads specified in the First Schedule to this Notice, or accessible only therefrom, may be restricted, save for emergency access as indicated above and to care providers by prior arrangement and/or by CSAS marshals or by telephoning the Control Room on the day of the event. 
The Council are also satisfied, that the event to which the Order relates cannot be held otherwise than on a road. Such is the length of the route and the nature of the closure, the Council does not consider it practical to recommend alternative routes for the entire route however diversion signs will be placed for H.G.V.s, directing them via Clandon, Send, Old Woking and West Byfleet and light traffic will be directed on to the A322. A copy of the proposed Order may be inspected free of charge at (1) Surrey County Council, Quadrant Court, 35 Guildford Road, Woking, Surrey, GU22 7QQ between 9am and 5pm, Mondays to Fridays inclusive and (2) Guildford Library, 77 North Street, Guildford, GU1 4AL, during normal opening hours.

D6220 The Parade, Sunbury on Thames Temporary Traffic Management Order 2024
On 21 August 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984, the effect of which will be to:- 1. Prohibit vehicles from entering or proceeding in that length of D6220 The Parade, Sunbury on Thames that extends from its junction with A308 Staines Road West, to the south-eastern property boundary of “No.51 Staines Road West”. 2. Suspend the “Spelthorne Borough Council (Service Road at The Parade Staines Road West Sunbury on Thames) (One-Way Traffic) Order 1997” in its entirety. This Traffic Order is required to enable Cadent Gas to carry out gas mains connection and/ or maintenance works. These works are anticipated to be carried out between the hours of 8pm and 6am within 5 nights of the 12 month period of operation of this Temporary Order that commences on 02 September 2024. Advanced warning signs will be displayed and the temporary closure and suspension will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times. No sole access to any property will be affected. Access for emergency services, residents and businesses will be maintained via the vehicular diversion route:- The Parade, Staines Road West and Vicarage Road.

B2128 Guildford Road, Cranleigh Temporary Speed Limit Order 2024
On 21 August 2024 Surrey County Council made the above mentioned Temporary Order under Section 14(1) and (7) of the Road Traffic Regulation Act 1984, the effect of which will be to: 1. Prohibit vehicles from driving or proceeding at a speed greater than 30 MPH in that length of B2128 Guildford Road, Cranleigh that extends from the north-eastern property boundary of “Old Oak”, to the south-western property boundary of “Sunnyside”. 2. Suspend the Second Part of the Schedule to “The Surrey County Council (C47 Horsham Lane Ewhurst Green and B2128 Guildford Road Cranleigh (40 mph Speed Limit) Order 1999” insofar as this imposes the existing 40 MPH speed limit in that length of B2128 Guildford Road, Cranleigh described above. 
This Temporary Traffic Order is required to enable Morrison Water Services to carry out water mains connection and/or maintenance works on behalf of Thames Water. These works are anticipated to be carried out between the hours of 7am and 7pm, within 14 weeks of the 12 month period of operation of this Temporary Traffic Order which commences on 02 September 2024. Advanced warning signs will be displayed and the temporary speed limit and suspension which are anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. The temporary speed limit imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Police.

Shackstead Lane (D5404) Godalming Temporary Prohibition of Traffic Order 2024
On 21 August 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Shackstead Lane (D5404) Godalming which extends from its junction with Ockford Road (A3100) to its junction with Pullman Lane (D5404). 

Alternative Route – Ockford Road (A3100), Flambard Way (A3100), Brighton Road (B2130), The Drive (D5406), Park Road (D5406), Tuesley Lane (D169) and Shackstead Lane (D5404) or the same route in reverse. 

This Order is required to allow BT Telecom to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 28 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route. 

Towerhill Lane (D625) Gomshall Temporary Prohibition of Traffic Order 2024
On 21 August 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Towerhill Lane (D625) Gomshall which extends from its junction with Towerhill (D625) to its junction with Goose Green (D227). 

Alternative Route – No diversion route available. 
This Order is required to allow Network Rail to carry out bridge inspection work, which is anticipated to be completed within 1 night, between 9:00pm and 5:00am, during the 18 month period of operation of this Order which will commence on 28 August 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. 

Ray Road (D6922) West Molesey Temporary Prohibition of Waiting, Loading and Unloading Order 2024
On 21 August 2024 Surrey County Council made the above mentioned Temporary Order under Sections 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit waiting, loading, and unloading at any time, by vehicles on both sides of the carriageway in that length of Ray Road (D6922) West Molesey as extends from its junction with (X5126) Chandlers Close to a point in line with the common boundary between property No.50 and No.52 Ray Road. This Temporary Order is required to facilitate large construction vehicles travelling safely through Ray Road, for, or on behalf of Thames Water. 
These works are anticipated to be carried out over 15 weeks, between the hours of 8am and 5pm, during the 12-month period of operation of this Order which commences on 02 September 2024. 
This temporary restriction, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed and only to such extent as indicated by those traffic signs. Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

Mount Pleasant (D4016) Guildford Temporary Prohibition of Traffic Order 2024
On 21 August 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Mount Pleasant (D4016) Guildford as extends from its junction with (X4016) Mount Pleasant to its junction with (X7080) Mount Pleasant access to Bishops Court Garages. Alternative Route: (1) (A3100) Portsmouth Road, The Mount, and Mount Pleasant; and (2) Mount Pleasant, The Mount, (A3100) Portsmouth Road, (A3100) Park Street, (A31) Farnham Road, (A322) Bridge Street, (A322) Onslow Street, (A3100) Park Street, and (A3100) Portsmouth Road. This Order is required to facilitate utility works, for or on behalf of Knoetze Ltd. These works are anticipated to be carried out over 15 days, between the hours of 8am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 04 September 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists. 

Fairfield Avenue (D3282) Staines Upon Thames Temporary Prohibition of Traffic Management Order (No.2) 2024
On 21 August 2024 Surrey County Council made the above-mentioned Temporary Order under section 14(1) of the Road Traffic Regulations Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Fairfield Avenue (D3282) Staines Upon Thames at its eastern most junction with (A308) London Road and for a distance of 120 metres north eastwards; (b) prohibit vehicles from exiting the property known as “Linden Place” from turning right into Fairfield Avenue. Alternative Route: (1) (A308) London Road, and Fairfield Avenue; (2) (A308) London Road, (A30) Staines By-pass, (A308) London Road, and Fairfield Avenue. This Temporary Traffic Order is required to facilitate S278 works for, or on behalf of Ground Construction Ltd. These works are anticipated to be carried out over 39 days between, the hours of 8am and 6pm, within the 12-month period of operation of this Temporary Order that commences on 06 September 2024. Advanced warning signs will be displayed, and the temporary prohibition, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. The above restriction shall not apply to vehicles being used in relation to anything done with the permission or at the direction of a police constable in uniform; or in accordance with any restrictions or requirement indicated by traffic signs placed on the road by or on behalf of the Police. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

Croft Road (D5427) Godalming Temporary Prohibition of Traffic Order 2024
On 21 August 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to (a) prohibit vehicles from entering or proceeding in that length of Croft Road (D5427) Godalming as extends from its junction with (D5427) South Street to its junction with Public Footpath No.26 Godalming (also known as T11087 Butts Lane Townpath). Alternative Route – Croft Road; Holloway Hill; A3100 Flambard Way; Brighton Road; and Croft Road; and (b) suspend “Surrey County Council Croft Road (D5427) Godalming Temporary Prohibition of Traffic Order (No.1) 2023” insofar as it affects that length of road specified and described in part (a) to this Notice. The Order is required to allow essential gas mains utility works and/or any other associated works to be carried out by, or on behalf of SGN within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over 5 days between the hours of 8am and 4pm within the 12-month period of operation of the Temporary Order that commences on 16 September 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians, and dismounted cyclists will be maintained at all times. Due to the nature of the works there will be no vehicular access through the closure area and all vehicular traffic including residents and the emergency services will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

The Street (C41) West Horsley Temporary Prohibition of Traffic Order (No.4) 2024
On 21 August 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of The Street (C41) West Horsley as extends from its junction with (D868) School Lane to its junction with (D251) Pincott Lane. Alternative Route – The Street; A246 Epsom Road; Ockham Road South; Ockham Road North; East Lane; and The Street. The Order is required to allow mains water valve repair works and/or any other associated works to be carried out by, or on behalf of Affinity Water within the length of road described in this notice. These works are anticipated to be carried out as soon as possible over 3 days between the hours of 8am and 4pm within the 12-month period of operation of the Temporary Order that commences on 16 Septermber 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for residents, the emergency services, pedestrians, and dismounted cyclists will be maintained at all times.

D6306 Brooklands Close, Sunbury On Thames Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of D6306 Brooklands Close, Sunbury On Thames that extends from its junction with A244 Windmill Road, to the north-eastern property boundary of “No.6 Brooklands Close”. This Traffic Order is required to enable Aztec Construction Limited and/or MCRAIL RMC Construction Limited/Building and Civil Engineering and/or Morrison Water Services to carry out water mains and/or sewer connection and/or disconnection and/or maintenance works, and/or associated remedial works to the highway in the length of D6306 Brooklands Close, Sunbury On Thames that extends outside “Dimension Data House”. These works are anticipated to be carried out between the hours of 8am and 6pm, within 3 weeks of the 12 month period of operation of this Temporary Order that commences on 07 September 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians, and dismounted cyclists and equestrians, will be maintained at all times. Access for emergency services, residents and businesses will be maintained via the vehicular diversion route:- Windmill Road, Windmill Road West and Brooklands Close.

Nightingale Road (D4006) Guildford Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to (a) prohibit vehicles from entering or proceeding in that length of Nightingale Road (D4006) Guildford which extends from its junction with Park Chase (X4006) to the southeastern property boundary line of “40 Nightingale Road”; (b) Suspend “The Surrey County Council Nightingale Road (D4006) Guildford Temporary Prohibition of Traffic Order (2) 2023” in its entirety. 
Alternative Route – Nightingale Road (D4006), Stoke Road (A320), Parkway (A25) and London Road (A3100). 
This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 8:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 10 September 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. 
All other vehicular traffic will be required to use the signed diversion route. 

Summer Road (C160) Thames Ditton Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Summer Road (C160) Thames Ditton which extends from its junction with Hampton Court Way (A309) to its junction with Warwick Gardens (D6963).
Alternative Route – Summer Road (C160), High Street (C160), St Leonards Road (C161), Portsmouth Road (A307), High Street (A307), Horse Fair, Hampton Court Way (A308) and Hampton Court Way (A309). 
This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 2 days, between 8:00pm and 5:00am, during the 12 month period of operation of this Order which will commence on 10 September 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route. 

Westcar Lane (C156) Hersham Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Westcar Lane (C156) Hersham as extends from a point in line with the common boundary between No.3a and No.5 Westcar Lane to a point in line with the common boundary between No.5 and No.7 Westcar Lane. Alternative Route: (A317) Queens Road, (A317) Hersham By-pass, (A244) Hersham By-pass, Molesey Road, Burwood Road, and Westcar Lane, or this route in reverse. This Order is required to carry out water utility works for, or on behalf of Affinity Water. These works are anticipated to be carried out over 3 days, between 8am and 6pm, during the 12-month period of operation of this Order which will commence on 18 September 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and dismounted cyclists will be maintained at all times. Due to the nature of the works, it will not be possible to maintain vehicular access through the closure, and all vehicular traffic, including the emergency services will be required to use the signed diversion route. No sole access will be affected by this closure.

Goose Rye Road (D53) Worplesdon Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Goose Rye Road (D53) Worplesdon. Alternative Route: (A322) Rickford, (A322) Worplesdon Road, and The Avenue, or this route in reverse. This Order is required to facilitate water utility works for, or on behalf of Affinity Water. These works are anticipated to be carried out over 4 days, between the hours of 8am and 6pm, during the 12-month period of operation of this Temporary Order that commences on 17 September 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.

Wick Lane (D3112) Englefield Green Temporary Prohibition of Traffic Order (No.1) 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Wick Lane (D3112) Englefield Green as extends from its junction with (D3113) Kings Lane to its junction with the access to the property known as “South Gates”, and; (b) Wick Lane (D3112) Englefield Green as extends from its junction with the access to the property known as “The Savill Garden Coach Park” and for a distance of 15 metres in a southerly direction along Wick Lane; (c) suspend “The Surrey County Council Wick Lane (D3112) Englefield Green Temporary Prohibition of Traffic Order (No.3) 2023” insofar as it affects that length of road specified in Part (a) and (b) of this Notice. This Order is required to facilitate water utility works for, or on behalf of Affinity Water. For part (a) these works are anticipated to be carried out within 4 days, between the hours of 8am and 6pm; and for part (b) these works are anticipated to be carried out over 2 days, between the hours of 9.30am and 4pm, during the 12-month period of operation of this Order which will commence on 16 September 2024. For part (1) and (2): Access for pedestrians and dismounted cyclists will be maintained at all times. Due to the nature of the works, it will not be possible to maintain vehicular access through the closure, and all vehicular traffic, including the emergency services will be required to use the signed diversion route. No sole access will be affected by these closures. Alternative Route for (a) and (b): Wick Lane, Bishopsgate Road, The Green, Barley Mow Road, (A328) St Judes Road, (A30) London Road, Wick Road, and Wick Lane, or this route in reverse.
