NOTICE OF MAKING PUBLIC PATH EXTINGUISHMENT ORDER 2024
HIGHWAYS ACT 1980, SECTIONS 118A & 118
The caerphilly county borough council public footpath no 4 (PART), VAN
The above named Orders, made on 15/08/2024 under sections 118 and 118a of the Highways Act 1980 will extinguish the public footpath shown by bold continuous lines on the maps attached to the Orders and described in the Schedules.
The section 118 of the Highways Act 1980 Order will not take effect until the section 118a of the Highways Act 1980 Order takes effect.
Copies of the Orders and the Order maps may be seen at Penallta House free of charge between 9 a.m. and 4.30 p.m. Mondays to Fridays. Digital copies of the Orders and maps may be obtained free of charge upon request to Legal Services (address below) and paper copies may be ordered at Penallta House at a cost of £5.00 each.
Any representations about or objection to the orders may be sent or delivered in writing addressed to the Head of Legal Services (address below) not later than 20/09/2024. Please state the grounds on which they are made.
If no such representations or objections are duly made, or if any so made are withdrawn, the Caerphilly County Borough Council may confirm the Orders as unopposed Orders. If the Orders are sent to the Welsh Ministers for confirmation any representations and objections which have not been withdrawn will be sent with the Orders.

Section 118a Highways act 1980
Description of site of existing path or way
That part of footpath 4 Van from Van Road, immediately North of ‘Kabin Hire’, in a West-South-Westerly direction for a distance of 62 metres. The path then turns in a Southerly direction for a distance of 90 metres, crossing a stile, the railway and another stile to the south of the railway line. The path then turns South-Easterly for a distance of 55 metres and continues South-South-Easterly for a distance of 82 metres to terminate on Cefn Carnau lane.
The route is shown as a solid black line on the Order plan.
Section 118 Highways act 1980
Description of site of existing path or way
That part of Footpath 4 Van from a point on the existing VAN/ FP4, through the former scrap yard, in a West-South-Westerly direction for a distance of 44 metres, turning in a Southerly direction for a further distance of 67 metres to a point where Bridleways CAER/FP110/1 and CAERBR3/1 meet, South of the former scrap yard.
Another part of Footpath 4 Van from a point on Van Road, immediately North of ‘Kabin Hire’, in a North-Westerly direction along the footway of Van Road, then turning Northerly, crossing Van Road for a total distance of 155 metres to a point on the South side of the historic alignment of Van Road. Both routes are shown as solid black lines on the Order plan.

Bydd y Gorchymyn a enwir uchod, a wnaed ar 15/08/2024 o dan adran 118 ac 118a o Ddeddf Priffyrdd 1980, yn diddymu’r llwybr troed cyhoeddus a ddangosir â llinell barhaus drwchus ar y map sydd ynghlwm wrth y Gorchymyn ac a ddisgrifir yn yr Atodlen. Ni fydd adran 118 o Orchymyn Deddf Priffyrdd 1980 yn dod i rym nes bod adran 118a o Orchymyn Deddf Priffyrdd 1980 yn dod i rym.
Gellir gweld copïau o’r Gorchymyn a map y Gorchymyn yn Nhŷ Penallta yn rhad ac am ddim rhwng 9am a 4.30pm o ddydd Llun i ddydd Gwener. Gellir cael copïau digidol o’r Gorchymyn a’r map yn rhad ac am ddim ar gais i’r Gwasanaethau Cyfreithiol (cyfeiriad isod) a gellir archebu copïau papur yn Nhŷ Penallta am gost o £5.00 yr un.
Gellir anfon neu gyflwyno unrhyw sylwadau ynghylch y Gorchymyn, neu mewn gwrthwynebiad iddo, yn ysgrifenedig wedi’i gyfeirio at Bennaeth y Gwasanaethau Cyfreithiol (cyfeiriad isod) erbyn 20/09/2024. Nodwch y rhesymau dros eu gwneud.
Os na wneir unrhyw sylwadau neu wrthwynebiadau mewn pryd, neu os tynnir unrhyw rai a wneir yn ôl, gall Cyngor Bwrdeistref Sirol Caerffili gadarnhau’r Gorchymyn yn Orchymyn diwrthwynebiad. Os anfonir y Gorchymyn at Weinidogion Cymru am gadarnhad, bydd unrhyw sylwadau a gwrthwynebiadau na chawson nhw eu tynnu yn ôl yn cael eu hanfon gyda’r Gorchymyn.

Y rhan honno o Lwybr Troed 4 y Fan o Van Road, yn union i’r gogledd o ‘Kabin Hire’, i gyfeiriad y Gorllewin-De-Orllewin am bellter o 62 metr. Yna mae’r llwybr yn troi i gyfeiriad y De am bellter o 90 metr, gan groesi camfa, y rheilffordd a chamfa arall i’r de o’r rheilffordd. Yna mae’r llwybr yn troi i gyfeiriad y De-Ddwyrain am bellter o 55 metr ac yn parhau i gyfeiriad y De-De-Ddwyrain am bellter o 82 metr i ddod i ben ar Cefn Carnau Lane.
Dangosir y llwybr fel llinell ddu solet ar gynllun y Gorchymyn.

Y rhan honno o Lwybr Troed 4 y Fan o bwynt ar y VAN/FP4 presennol, drwy’r hen iard sgrap, i gyfeiriad y Gorllewin-De-Orllewin am bellter o 44 metr, gan droi i gyfeiriad y De am bellter pellach o 67 metr i fan lle mae Llwybrau Ceffylau CAER/FP110/1 a CAERBR3/1 yn cwrdd, i’r de o’r hen iard sgrap.
Rhan arall o Lwybr Troed 4 y Fan o bwynt ar Van Road, yn union i’r Gogledd o ‘Kabin Hire’, i gyfeiriad y Gogledd-Orllewin ar hyd llwybr troed Van Road, yna troi i gyfeiriad y Gogledd, gan groesi Van Road am gyfanswm pellter o 155 metr i bwynt ar ochr ddeheuol aliniad hanesyddol Van Road.
Dangosir y ddau lwybr fel llinellau du solet ar gynllun y Gorchymyn.
