1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
2. The general effect of the 'Goods Vehicles Free Loading Places' Order would be to:-.
(a) introduce a goods vehicles free loading place in Belton Road, as specified in Schedule 1 to this Notice;
(b) provide that the goods vehicle free loading place referred to in subparagraph 2(a) above would operate between 8.00 a.m. and 6.30 p.m. Monday to Saturday; and
(c) specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may use the parking place so specified in Schedule 1, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.
3. The general effect of the 'Parking Places' Order would be to introduce pay parking places in certain lengths of roads specified in Schedule 2 to this Notice.
4. The general effect of the 'Waiting and Loading Restriction' Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that: -
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 3 to this Notice, except for motorcycles in the motor cycle parking areas specified in Schedule 5 to this notice;
(b) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle would be prohibited at any time in the lengths of streets specified in Schedule 4 to this Notice;
(c) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedules 3 and 4 to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(d) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedules 3 and 4 to this Notice;
(e) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 3 and 4 to this Notice would be revoked;
(f) to make minor drafting amendments to the existing restrictions to conform with the current on-site layout.
5. The prohibitions referred to in sub-paragraphs 7(a) and (b) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.
6. Copies of the proposed Orders, of the relevant Orders of 1979 and 2019 (and of the Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Saturdays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

8. Persons desiring to make representations or to object to any of the proposed Orders, or to any of the proposals, send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk, or in writing to the Head of Healthy Streets and Parking, Healthy Streets and Parking Service, 5th Floor North Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/25/135/NP, to arrive no later than 21 days from the date of publication of this notice.

Belton Road, the north-west side, from 5.00 metres north-east of the northeastern kerb-line of High Road, Willesden north-eastward for 10.00 metres.

Pay parking Places (8.00 a.m. and 6.30 p.m. Monday to Saturday!
(a) Belton Road, the south-east side, from a point 2.00 metres south-west of the south-western kerb-line of Preston Place, south-westward for a distance of 14.00 metres;
(b) Hawthorn Road, the south-east side, from a point 23.50 metres southwest of the south-western kerb-line of High Road, Willesden, south-westward for a distance of 7.50 metres;
(c) Linacre Road, the south-west side, from a point 15.00 metres north-west of the north-western kerb-line of High Road, Willesden north-westward for a distance of 28.50 metres.

(i) the north-west side, between 25.00 metres north-east of the northeastern kerb-line of High Road, Willesden and 31.00 metres north-east of that kerb-line;
(ii) the south-east side, between 2.00 metres north-east of the northeastern kerb-line of Preston Place and 2.00 metres south-west of the south-western kerb-line of Preston Place;
