PROVISIONS FOR THE INTRODUCTION OF DOCKLESS BICYCLE PARKING BAYS AND MISCELLANEOUS PARKING AND WAITING RESTRICTIONS CHANGES RELATING TO THE INSTALLATION OF DOCKLESS BICYCLE PARKING BAYS

The Kensington and Chelsea (Free Parking Places, Loading Bays and Waiting, Loading and Stopping Restrictions) (Amendment No. 5) Order 2024 and The Kensington and Chelsea (Charged-For Parking Places) (Amendment No. 5) Order 2024

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) on 20th August 2024 have made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be:-

(a) on the south-west side of Cadogan Gardens, to convert personal disabled bay No. 695 outside No. 47 Cadogan Gardens, to a dockless bicycle bay;

(b) on the south-east side of Edith Terrace, to convert 5.4 metres (18ft) of residents’ parking opposite the flank wall of No. 45 Gunter Grove, situated in Edith Terrace, to a dockless bicycle bay;

(c) on the south-west side of Fernshaw Road to convert 5.6 metres (18ft) of residents’ parking outside the flank wall of No. 437 Fulham Road, situated in Fernshaw Road, to a dockless bicycle bay;

(d) on the west side of Linden Gardens, to convert a Pay-by-phone visitors’ parking bay (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours) opposite No. 24 Linden Gardens, to a dockless bicycle bay; and

(e) to convert 5 metres (16ft) of residents’ parking to a dockless bicycle bay at the locations below:

i. on the south side of Appleford Road, outside the flank wall of No. 4 Adair Road, situated in Appleford Road;

ii. on the south-east side of Arundel Gardens, outside Arundel Court, Nos. 43 to 47 Arundel Gardens; iii. on the south-east side of Aubrey Walk, outside the flank wall of No. 1 Wycombe Close, situated in Aubrey Walk;

iv. on the south-west side of Basing Street, outside the flank wall of No. 264 Westbourne Park Road, situated in Basing Street;

v. on the north-east side of Beaufort Gardens, outside No. 1 to 9 Collier House, Beaufort Gardens;

vi. on the south-west side of Blantyre Street, opposite No. 122 Cheyne Walk, situated in Blantyre Street;

vii. on the west side of Brompton Road, opposite the rear of No. 35 Egerton Gardens, situated in Brompton Road;

viii. on the north-west side of Cambridge Gardens, outside the flank wall of No. 289 Portobello Road, situated in Cambridge Gardens;

ix. on the south-east side of Cathcart Road, outside the flank wall of No. 48 Finborough Road, situated in Cathcart Road;

x. on the north-east side of Cheniston Gardens, outside the flank wall of No. 11 Cheniston Gardens;

xi. on the south-east side of Chepstow Villas, opposite No. 20 Pembridge Villas, situated in Chepstow Villas;

xii. on the east side of Cheyne Walk, opposite Chelsea Old Church (All Saints), No. 64 Cheyne Walk;

xiii. on the north-west side of Collingham Place, opposite No. 30 Collingham Place;

xiv. on the north side of Colville Terrace, outside the flank wall of No. 31 Colville Gardens, situated in Colville Terrace;

xv. on the north side of Colville Terrace, outside the flank wall of No. 101 Ledbury Road, situated in Colville Terrace;

xxxvi. on the north-west side of Pitt Street, outside the flank wall of No. 17 Gordon Place, situated in Pitt Street;

xxxvii. on the west side of Queen’s Gate Gardens, outside the flank wall of No. 68 Cromwell Road, situated in Queen’s Gate Gardens;

xxxviii. on the north-west side of Royal Hospital Road, outside the flank wall of No. 28 Sloane Court East, situated in Royal Hospital Road;

xxxix. on the south-east side of St John’s Gardens, opposite the flank wall of St John’s Church, St John’s Gardens;

xl. on the west side of St Mark’s Road, outside the flank wall of No. 1 Oakworth Road, situated in St Mark’s Road;

xli. on the south side of Southern Row, outside the western wall of Octavia House, situated in Southern Row;

xlv. on the north side of Telford Road, opposite the flank wall of No. 373 Portobello Road, situated in Telford Road;

xlvi. on the south-west side the north-eastern arm of The Boltons, opposite No. 1 The Boltons;

xlvii. the south-west side of the south-western arm of Thurloe Square, opposite Nos. 25 and 26 Thurloe Square;

xlviii. on the south-east side of Upper Addison Gardens, outside the flank wall of No. 186 Holland Road, situated in Upper Addison Gardens;

xlix. on the south-west side of Uverdale Road, opposite No. 74 Uverdale Road;

l. on the south-west side of Westgate Terrace, outside the flank wall of No. 47 Redcliffe Square, situated in Westgate Terrace;

3. Copies of the Orders, which will come into operation on 27th August 2024 and of all other relevant documents can be obtained for inspection by emailing ebikes@rbkc.gov.uk quoting reference: “Dockless Bicycle Bays II” and can be inspected at The Council Offices, The Royal Borough of Kensington and Chelsea, 37 Pembroke Road, London, W8 6PW between 9am and 5pm on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made.

4. Anyone wishing to question the validity of the Orders or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
