Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the
powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the
Traffic Management Act 2004 and of all other enabling powers and after
consultation with the Chief Officer of Police in accordance with Part III of Schedule
9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of
Parking) (Wigan Roads) (Traffic Regulation Consolidation) Order 2004 (Amendment
No. 188) Order 2024
The effect of the Order will be to introduce no loading at any time on:
• Gidlow Lane, Wigan – west side from a point 20 metres north of its junction
with Beech Hill Avenue to a point 25 metres south of its junction with Beech
Hill Avenue
• Gidlow Lane, Wigan – east side from a point 20 metres north of its junction
with Spencer Road West to a point 15 metres south of its junction with
Spencer Road West
• Beech Hill Avenue, Wigan – both sides from its junction with Gidlow Lane
to a point 25 metres west of its junction with Gidlow Lane
• Spencer Road West, Wigan – both sides from its junction with Gidlow Lane
to a point 20 metres east of its junction with Gidlow Lane
The Order also provides that if any vehicle is left in any road or length of road
affected by the Order in contravention of any provision of the Order a penalty
charge (in the amount set by the Council) shall be payable and/or the vehicle
may be removed.
A copy of the proposed Order, the Order to be amended, and of the relevant map
and of a statement of the reasons for proposing to make the Order may be
requested by emailing d.rumsey@wigan.gov.uk.
Any objection to the Order must be made in writing and specify the grounds thereof
and must be made to the Assistant Director – Legal, Governance and Elections,
Town Hall, Library Street, Wigan or by emailing the above email address quoting
reference RD/LS/DC/C108/1026 not later than 11/09/2024.
(Heath Road Ashton In Makerfield Wigan) (Temporary Closure)

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and
Regulatory Services of Wigan Borough Council in exercise of the powers conferred
by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the
said Council has made the Wigan Borough (Heath Road Ashton in Makerfield
Wigan) (Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or
causing or permitting a vehicle to be driven in Heath Road, Ashton in Makerfield,
Wigan at its junction with St Thomas Close commencing on 14/10/2024 to
25/10/2024.
The alternative route for traffic is: Warrington Road, Gerard Street, Princess Road
and Mill Street.
The Order is necessary to allow sewer repairs.
(Wilton Avenue Wigan) (Temporary Closure) Order 2024

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and
Regulatory Services of Wigan Borough Council in exercise of the powers conferred
by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the
said Council has made the Wigan Borough (Wilton Avenue Wigan) (Temporary
Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or
causing or permitting a vehicle to be driven in Wilton Avenue Wigan commencing
on 19/10/2024 to 27/10/2024.
The alternative route for traffic is: Whelley, Tamworth Drive and Ashbourne Avenue.
The Order is necessary to allow gas mains replacement scheme.
(Lomax Street Platt Bridge Wigan) (Temporary Closure)

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and
Regulatory Services of the Wigan Borough Council in exercise of the powers
conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to
her by the said Council proposes to make the Wigan Borough (Lomax Street Platt
Bridge Wigan) (Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or
causing or permitting a vehicle to be driven in Lomax Street Platt Bridge Wigan
during the period of 18:00 and 22:00 on 08/10/2024.
A signed diversion route will be in place.
The Order is necessary to allow frame and cover replacement.
(Bolton Road Aspull) (Temporary Closure) Order 2024

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and
Regulatory Services of Wigan Borough Council in exercise of the powers conferred
by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the
said Council has made the Wigan Borough (Bolton Road Aspull) (Temporary Closure)
Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or
causing or permitting a vehicle to be driven in Bolton Road Aspull during the period
of 19:00 to 22:00 on 29/09/2024.
The alternative route for traffic is: Wigan Road, Scot Lane, Manchester Road,
Chorley Road and Dicconson Lane.
The Order is necessary to allow a frame and cover replacement.
(Wallgate Wigan) (Temporary Closure) Order 2024

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and
Regulatory Services of the Wigan Borough Council in exercise of the powers
conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated
to her by the said Council proposes to make the Wigan Borough (Wallgate Wigan)
(Temporary Closure) Order 2024.
The effect of the Order will be to prohibit any person from driving a vehicle or
causing or permitting a vehicle to be driven in Wallgate Wigan at the Railways
Bridge during a period of five days between the hours of 22:00 and 5:00 only
commencing on 30/09/2024.
The alternative route for traffic is: Frog Lane, New Market Street, B5375 Northway,
B5375 Powell Street, A49 Riverway, A49 Chapel Lane and A577 Caroline Street.
The Order is necessary to allow closure required to access/assessment of bridge.
