North Essex Parking Partnership ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) Temporary Waiting and Loading Restriction Various Roads, Clacton-on-Sea

NOTICE IS HEREBY GIVEN that from the date specified below, Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 11th July 2022 proposes to make the following Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, as amended, a temporary waiting and loading restriction in the lengths of road and during the date and times specified below. The restriction is required due to the likelihood of danger to the public. No waiting from 6.00am to 7.00pm on Wednesday 21 August, Thursday 22 August and Friday 23 August 2024.

Lengths of road at Clacton-on-Sea.

Tower Road, Clacton - North-east side from its junction with Marine Parade West to the western boundary of No. 42 Tower Road, a distance of approximately 44.5 metres.

Wash Lane - South side from a point 100 metres east of its junction with Freeland Road, a distance of approximately 275 metres.

Skelmersdale Road - Both sides from its junction with West Road for a distance of approximately 15 metres.

Hastings Avenue - East side from its junction with West Road for a distance of 100 metres.

Hastings Avenue - South-east side from a point opposite the boundary between Nos. 69/71 Hastings Avenue for a distance of 55 metres in a south westerly direction.

Hastings Avenue - Both sides from the boundary of Nos. 11/15 Hastings Avenue for a distance of 70 metres in a generally westerly direction.

Selsey Avenue - Both sides from its junction with Hastings Avenue for a distance of 25 metres in a generally westerly direction.

Lincoln Road - Both sides from its junction with Alton Park Road south east for 15 metres.

Arnold Road - Both sides from its junction with Leas Road south east for 30 metres.

Cromwell Road - Both sides from its junction with Cherry Tree Avenue in an east and then north easterly direction for 30 metres.

Queen Elizabeth Avenue - Both sides from its junction with Cherry Tree Avenue east for 25 metres.

Prince Philip Avenue - Both sides from its junction with Cherry Tree Avenue east for 30 metres.

Tudor Road - from its northern junction with Skelmersdale Road both sides for 10 metres north west.

Vista Road - South Side from a point opposite the boundary line of 84/86 north west for 30 metres.

Recreation Road - from its junction with Vista Road both sides west for 10 metres. Valence Way - Both sides from its junction with Vista Road northeast for 10 metres.

Alton Park Road - South side from a point 10 metres south of its boundary No. 52/54 Alton Park Road to a point opposite the boundary of numbers 60/62 Alton Park Road, a distance of approximately 39 metres.

Alton Park Road - Both sides from its junction with Alton Park Road to a point 3 metres north of the boundary of numbers 80/82 Anchor Road for a distance of approximately 35 metres.

Windsor Road - Both sides from its junction with Anchor Road to a point level with the boundary wall of number 84 Park Road.

Marine Parade East - South west side from the junction with Hastings Avenue to the junction with Beach Road for a distance of approximately 120 metres.

Weymouth Close - Both sides north east from the junction with Hastings Avenue to a point 7.5 metres northeast of the back boundary wall of number 31 Weymouth Close. No Waiting from 6.00pm to 10.00pm on Thursday 22 August 2024 and from 8.00am to 6.00pm on Friday 23 August 2024.

Lengths of road at Clacton-on-Sea.

West Road - both sides approximately 16.5 metres from the junction with Marine Parade East a distance of approximately 147.0 metres west.

West Road - from a point 55 metres west of its junction with Cherry Tree Avenue to a point 15 metres east of the same junction.

Palisadoes Road - both sides from 17.5 metres from the junction with Marine Parade East for a distance of approximately 75.0 metres.

St Vincent Road - both sides approximately 15.5 metres from the junction with Marine Parade East for a distance of approximately 14.70 metres.

Trafalgar Road - both sides approximately 17.5 metres from the junction with Marine Parade East for a distance of approximately 149.0 metres.

Any existing Stopping, Waiting and Parking restrictions relating to the above lengths of road shall be suspended. No person shall cause any vehicle to wait or be loaded or unloaded in any of the lengths of road during the period specified in this Notice. North Essex Parking Partnership (Colchester City Council (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Consolidation) Order 2019) shall temporarily be suspended for the duration of the above restrictions. Beach Road, St. Osyth (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Beach Road, St. Osyth in the District of Tendring, from a point approximately 130m south east of its junction with Daltes Lane in a south easterly direction for a distance of approximately 59m in a south easterly direction. The closure is scheduled to commence on 4th September 2024 for 1 day, or where stated on a valid permit (BC008PT2488897503203024 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on network. The closure is required for the safety of the public and workforce while pole testing works are undertaken by Essex County Council. No alternative route is available for this closure. The Order will come into effect on 15th August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

Frinton Road, Holland on Sea (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Frinton Road, Holland on Sea in the District of Tendring, from its junction with Second Avenue to its junction with Kings Avenue a distance of approximately 140m. The closure is scheduled to commence on 2nd September 2024 for 3 days, or where stated on a valid permit (EP201EH2383688 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on network. The closure is required for the safety of the public and workforce while ironworks repairs are undertaken by Essex County Council. An alternative route is available via Kings Parade, Bournemouth Road, The Avenue, Frinton Road and vice versa. The Order will come into effect on 15th August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

Beach Road, Clacton-on-Sea (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Beach Road, Clacton-on-Sea in the District of Tendring, from a point approximately 240m south of its junction with Rosemary Road East for a distance of approximately 20m in a southerly direction. The closure is scheduled to commence on 19th August 2024 for 2 days, or where stated on a valid permit (EP201EH338522 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Essex County Council. An alternative route is available via Rosemary Road East, Angelfield, Marine Parade East, Beach Road and vice versa (with access only into Beach Road). The Order will come into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

Sladburys Lane, Clacton-on-Sea (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Sladburys Lane, Clacton-on-Sea in the District of Tendring, from its junction with Burrs Road to its junction with Holland Road a distance of approximately 95m. The closure is scheduled to commence on 5th September 2024 for 5 days, or where stated on a valid permit (EP201EH2365439 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on network. The closure is required for the safety of the public and workforce while roadway patching works are undertaken by Essex County Council. An alternative route is available via Holland Road, Valley Road, Burrs Road and vice versa. The Order will come into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

Beach Road, Clacton-on-Sea (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Beach Road, Clacton-on-Sea in the District of Tendring, from a point approximately 240m south of its junction with Rosemary Road East for a distance of approximately 20m in a southerly direction. The closure is scheduled to commence on 19th August 2024 for 2 days, or where stated on a valid permit (EP201EH338522 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on network. Coppins Road, Jaywick (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Garden Road, Jaywick in the District of Tendring, from its junction with Jasmine Way to its junction with Broadway a distance of approximately 45m. The closure is scheduled to commence on 1st August 2024 for 14 days, or where stated on a valid permit (EP201EH2346520 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on network. The closure is required for the safety of the public and workforce while Essex County Council undertakes ironworks repairs. Access will be maintained for the duration of the closure via Jasmine Way, Cambridge Road, Broadway and vice versa. The Order will come into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

Sandown Close, Clacton-on-Sea (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Sandown Close, Clacton-on-Sea in the District of Tendring, from its junction with Gorse Lane to its junction with Lymington Avenue a distance of approximately 250m. The closure is scheduled to commence on 19th August 2024 for 5 days, or where stated on a valid permit (EP201EH2365439 – Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on network. The closure is required for the safety of the public and workforce while roadway patching works are undertaken by Essex County Council. An alternative route is available via Gorse Lane, Thorpe Road, Lymington Avenue and vice versa. The Order will come into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

Various Roads, District of Tendring (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.11) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

To temporarily close those lengths of road in the District of Tendring as specified in the Schedule.

A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of the carriageway on the above lengths of road, for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

To temporarily introduce a 30mph speed restriction in the lengths of road as specified in the Schedule. The Essex County Council (Tendring District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions contained in that Order in so far as they are affected by the restriction and extent of lengths of road as outlined above. All other restrictions contained in that Order will remain in force. The works undertaken will take place within an 18-month period from 1st August 2024 and the restrictions can be applied at each location on more than one occasion during this period. Signs will be installed at each location and residents will be advised of the restrictions in advance. The Order will come into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
