What is happening?
THE SURREY COUNTY COUNCIL
Eastlands Way (D441) Oxted Temporary Prohibition of Traffic Order 2024
On 7 August 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Eastlands Way (D441) Oxted which extends from the northeastern property boundary line of “no. 11 Eastlands Way” to the southeastern property boundary line of “no. 5 Eastlands Way”
Alternative Route – Gordons Way (D441), Central Way (D441), Chalkpit Wood (D441) and Eastlands Way (D441). This Order is required to allow TSE Group to carry out maintenance work, which is anticipated to be completed within 2 days, between 8:00am and 5:00pm, during the 12 month period of operation of this Order which will commence on 15 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.
Little Bookham Street (D2525) Bookham Temporary Prohibition of Traffic Order (No.1) 2024
On 07 August 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Little Bookham Street (D2525) Bookham as extends from its junction with (D2525) The Blackburn to its junction with (D2569) Sole Farm Road; and (b) Suspend “The Surrey County Council Various Roads in Mole Valley Temporary Prohibition of Traffic Order (No.3) 2023” insofar as it affects that length of road specified in Part (a) of this Notice. Alternative Route: Little Bookham Street, Lower Road, Church Road, and Little Bookham Street, or this route in reverse. This Order is required to facilitate new water connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between the hours of 8am and 5pm during the 12-month period of operation of this Order which will commence on 19 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed.
Access for pedestrians, dismounted cyclists, and dismounted equestrians will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/ or for preventing the likelihood of any such danger arising.
High Street (B269) Limpsfield Temporary Prohibition of Traffic Order 2024
On 07 August 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of High Street (B269) Limpsfield.
Alternative Route: (B2025) Detillens Lane and (A25) Westerham Road, or this route in reverse. This Order is required to facilitate installation of new gas connection works for, or on behalf of SGN. These works are anticipated to be carried out over 5 days, between the hours of 8am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 23 August 2024.
Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists.
Various Roads in Reigate and Banstead Temporary Prohibition of Traffic Order (No.3) 2024
On 07 August 2024 Surrey County Council made the abovementioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 of the Act the effect of which will be to prohibit vehicles from entering or proceeding in; (a) the length of roads described in the Schedule to this Notice; and (b) Suspend “The Surrey County Council Various Roads in Redhill (Prohibition of Heavy Commercial Vehicles) (No.2) Order 2023” insofar as it affects that length of road specified in part (6) of the schedule of this Order . This Order is required to facilitate highways improvement and/or maintenance for, or on behalf of Surrey County Council. These works are anticipated to be carried out as soon as possible within the 18-month period of operation of this Order which will commence on 20 August 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and dismounted cyclists will be maintained at all times, as will access for emergency service vehicles in an emergency situation only. Vehicular access for residents will be maintained only when safe to do so, if necessary, via the diversion route. During certain phases of the works, vehicular access to premises may be restricted, when this is the case such restriction of access will apply for no more than eight hours within any 24-hour period.
Schedule
(1) the entire length of Willow Brean (D1093) Horley. Alternative Route: Landen Park, Meath Green Lane, Parkhurst Road, Witherdale, Chesters, and Westleas, or this route in reverse.
(2) that length of Westleas (D1093) Horley as extends from its junction with Willow Brean and for a distance of 16 metres in a south westerly direction. Alternative Route: Landen Park, Meath Green Lane, Parkhurst Road, Witherdale, Chesters, and Westleas, or this route in reverse.
(3) the entire length of Station Road (D1174) Merstham.
There is no alternative route for this closure.
(4) that length of Brighton Road Service Road for 70 to 92 and Shopping Parade (D350) Horley as extends from its junction with (A23) Brighton Road to its junction with (A23) Brighton Road. Alternative Route: (A23) Brighton Road.
(5) the entire length of Oakwood Road (D352) Horley. Alternative Route: Yattendon Road, High Street, Albert Road, Consort Way, Victoria Road, and (A23) Brighton Road, or this route in reverse.
(6) the entire length of Tollgate Avenue (D1291) Redhill.
Alternative Route: (A2044) Woodhatch Road, Hanworth Road, and (A23) Horley Road, or this route in reverse.
(7) that length of Ringley Park Road (D2147) Reigate as extends from its junction with (A25) Reigate Road to its junction with (B2034) Blackborough Road. Alternative Route: (A25) Reigate Road, (B2034) Hatchlands, and (B2034) Blackborough Road, or this route in reverse.
Various in Mole Valley Temporary Prohibition of Traffic Order (No.2) 2024
On 7 August 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate carriageway patching and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 12 August 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed.
Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.

Alternative Route – D2545 Copthorne Road, A245 By-Pass Road and A245 Kingston Road or vice versa;
3. that length of D2600 St Johns Avenue, Leatherhead which extends from its junction with D2545 Copthorne Road to its junction with D2600 Upper Fairfield Road. Alternative Route – D2545 Copthorne Road, A245 By-Pass Road, A245 Kingston Road, D2629 Park Rise (not suitable for HGV) and D2600 Upper Fairfield Road or vice versa;
4. the entire length of D2613 Woodfield Lane, Ashtead.
Alternative Route – A24 The Street, A24 Epsom Road and D2507 Craddocks Avenue or vice versa;
5. the entire length of D308 Wellhouse Lane, Brockham/ Strood Green. Alternative Route – C57 Snowerhill Road, D306 Gadbrook Road and C54 Middle Street or vice versa;
6. that length of D289 Abinger Road, Leith Hill which extends from its junction with C43 Leith Hill Lane to its junction with D296 Broomehall Road. Alternative Route – C43 Leith Hill Lane, B2126 Ockley Road, B2126 Forest Green Road, A29 Stane Street, A29 Beare Green Road and D296 Broomehall Road or vice versa;
7. that length of D306 Brockhamhurst Road, Betchworth which extends from its junction with from its junction with Leigh Road to its junction with Roothill Lane. Alternative Route – D306 Red Lane, D301 Blackbrook Road, D300 Mill Road, A24 Horsham Road, C53 Newdigate Road, C53 Trig Street, C53 Kingsland, C59 Village Street, C59 Parkgate Road, C59 Broad Lane, C54 Shellwood Road and C54 Leigh Road or vice versa.
Townpath – Racecourse Road (T10057) Dormansland
Public Footpath No.385 (Dormansland) Temporary Prohibition of Traffic Order 2024
On 7 August 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit pedestrians and/or other traffic proceeding on foot or by any means from entering or proceeding in the entire length of Public Footpath No.385 (Dormansland), otherwise known as Townpath – Racecourse Road (T10057) Dormansland. This Order is required to enable Surrey County Council to facilitate footway reconstruction works which is anticipated to be completed within 2 weeks, as soon as possible within the 6 month period of operation of this Order which will commence on 12 August 2024.
Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. No sole means of access to any premises will be affected. There is no diversion route available for the above closure.
(Various Roads in the Borough of Reigate & Banstead and the District of Tandridge) Skyline London to Brighton Bike Ride (Temporary Prohibition of Traffic) Order 2024
Surrey County Council propose to make the above mentioned Temporary Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984 (“the Act”) and with the consent of the Secretary of State for Transport, which will take effect on 15 September 2024 for one day only, the effect of which will be to prohibit all vehicles from entering or proceeding along the lengths of roads specified in the Schedule to this Notice or any parts thereof. Such restriction shall also apply in relation to the riding, leading, or driving of horses or any other animals. The Order is required to facilitate the holding on-road cycling event namely the “Skyline London to Brighton Bike Ride”. The restrictions specified above will not apply to such vehicles being used in connection with the said event (including those used for traffic management purposes), or to anything done on the direction of, or with the permission of a police constable in uniform or a traffic marshal, or any sign placed by Surrey police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water, or electronic communications, to premises in the area and for the removal of any obstruction to traffic. All parking places in the lengths of road specified in the Schedule below will be suspended. Vehicular access for residents will be unaffected. The prohibitions herein will only be operative while the relevant traffic signs are displayed and it is anticipated that the temporary restrictions will take effect from 5.30am until 2:30pm, though roads will re-open when it is safe and practical to do so. The Council are also satisfied, in accordance with subsection (3) of Section 16A of the Act that the even to which the Order relates cannot be held otherwise than on a road. Church Lane (C82) Oxted Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Church Lane (C82) Oxted as extends from its junction with the roundabout with (C82) Station Road West and (D439) East Hill Road to its junction with (D438) Wheeler Avenue. Alternative Route: East Hill Road, (A25) West Hill, and Church Lane, or this route in reverse. This Order is required to facilitate water connection works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between the hours of 8am and 5pm, within the 12-month period of operation of this Order which will commence on 02 September 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed.

Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Kings Mill Lane (D355) Redhill which extends from the northwestern property boundary line of “Shocks Green Cottage” to the northwestern property boundary line of “The Rookery”.
Alternative Route – Kings Mill Lane (D355), Kings Cross Lane (D381), Crab Hill Lane (D381), Moats Lane (D381), Prince of Wales Road (C67), Green Lane (C65), Axes Lane (C65), Masons Bridge Road (D355) and Kings Mill Lane (D355) or the same route in reverse.
This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 3:30pm, during the 12 month period of operation of this Order which will commence on 27 August 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route.
South Road (D1222) Reigate Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the abovementioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of South Road (D1222) Reigate which extends from its junction with Lesbourne Road (D1219) to its junction with West Road (B2034).
Alternative Route – Lesbourne Road (D1219), Lesbourne Road (B2034), Effingham Road (D1220), Parkgate Road (D1220) and South Road (D1222).
This Order is required to allow BT Openreach to carry out telecom works, which is anticipated to be completed within 1 day, between 9:30am and 4:00pm, during the 12 month period of operation of this Order which will commence on 28 August 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed.
Access for pedestrians and cyclists will be maintained at all times. All other vehicular traffic will be required to use the signed diversion route including emergency vehicles.
