(Epping Forest District) (Prohibition of Waiting, Loading

and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.39) Order 2024

Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984

The effect of the Order:

1. To introduce double red lines (No Stopping at Any Time) on Roebuck Lane, Buckhurst Hill at the entrances to two off street parking areas associated with the flats development of Roebuck Heights. This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing tile number TQ410 945 revision 0 with revision 1.

Date of operation: The Order will come into operation on Monday 26th August

2024.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.41) Order 202*

Notice is hereby given Colchester City Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1st July 2022 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4 (1), 4(2), 32, 35,45,46,49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 The effect of the Order:

1. To revoke no waiting Mon-Fri 10am-11am and replace with a permit parking zone (HC1) in Homefield Close, Epping, for almost its entire length (numbers 1-19 inclusive Homefield Close will be able to purchase 2 parking permits and unlimited visitor permits, with a first permit priced at £65 and second at £107)

2. To amend The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 to allow the properties detailed in Column 2 of the table in the Schedule 1 to this Notice to be able to purchase permits for the proposed zones listed in Column 1 of that table.

This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing tile number TL460 025 revision 0 with revision 1 and replacing tile number TL460 022 revision 1 with revision 2.

(Mill Street, North Weald Bassett)

(Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Mill Street, North Weald Bassett in the District of Epping Forest, from its junction with Hastingwood Road for a distance of approximately 420m in a north westerly direction. The closure is scheduled to commence on 2nd September 2024 for 5 days, or where stated on a valid permit (MX04410238312 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while valve repair works are undertaken by Affinity Water. An alternative route is available via Hastingwood Road, Tilegate Road, Threshers Bush, Green Lane, Foster Street, Harlow Common, Mill Street and vice versa. The Order will come into effect on 15th August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(School Lane, Abbess Beauchamp and Berners Roding) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of School Lane, Abbess Beauchamp and Berners Roding in the District of Epping Forest, from a point approximately 205m south east of its junction with Green Hill Road for a distance of approximately 30m in a south easterly direction. The closure is scheduled to commence on 2nd September 2024 for 3 days, or where stated on a valid permit (EC30042795208 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on

one.network. The closure is required for the safety of the public and workforce

while new connection works are undertaken by UK Power Networks.

An alternative route is available via Green Hill Road, Berwick Lane,

Dunmow Road and vice versa (with access only into School Lane).

The Order will come into effect on 15th August 2024 and may continue in force

for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, District of Epping Forest) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) (No.9) Order 2024

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:

1. To temporarily close that length of road in the District of Epping Forest as specified in the schedule to this Order.

2. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above length of road to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

"The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The works being undertaken will take place within an 18-month period from 15th August 2024, exact dates will be specified on One.Network. The road will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion route will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road. Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:

1. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on those lengths of roads as specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

2. "The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:

1. To temporarily close those lengths of roads in the District of Epping Forest as specified in the schedule to this Order.

2. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.

(Hastingwood Road, Hastingwood) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Hastingwood Road, Hastingwood in the District of Epping Forest, from its junction with Glovers Lane for a distance of approximately 35m in a north easterly direction. The closure is scheduled to commence on 20th August 2024 for 2 days, or where stated on a valid permit (BC411SA001WFLL9R0N - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach. An alternative route is available via Hastingwood Road, Greenman Road, Weald Bridge Road, Talbot Roundabout, Canes Lane Diversion, Canes Lane Roundabout, Canes Lane and vice versa.

The Order came into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Lindsey Street, Epping) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Lindsey Street, Epping in the District of Epping Forest, from its junction with Epping Road for a distance of approximately 655m in a north easterly direction. The closure is scheduled to commence on 21st August 2024 for 3 days, or where stated on a valid permit (MX04410237748 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while stop tap fitting and boundary box works are undertaken by Affinity Water. An alternative route is available via Lindsey Street, Bury Lane, High Road, High Street, Palmers Hill and vice versa.

The Order came into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Upland Road, Epping Upland) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Upland Road, Epping Upland in the District of Epping Forest, from a point approximately 555m south west of its junction with High Road for a distance of approximately 300m in a south westerly then north westerly direction. The closure is scheduled to commence on 19th August 2024 for 10 days, or where stated on a valid permit (EP02231011233 - GTM). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while structural damage repair works are undertaken by GTM. An alternative route is available via Epping Road, Lindsey Street, Palmers Hill, Thornwood Road, The Plain, High Road and vice versa (with access only into Upland Road).

The Order came into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Woodgreen Road, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2024

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Woodgreen Road, Waltham Abbey in the District of Epping Forest, from its junction with Southend Lane to its junction with Upshire Road a distance approximately 1020m. The closure is scheduled to commence on 19th August 2024 for 5 days, or where stated on a valid permit (EP201EH2366240 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council.

An alternative route is available via Horseshoe Hill, Copthall Green, Crown Hill, High Road, Wake Arms Roundabout, Woodridden Hill, Woodgreen Road and vice versa.

The Order came into effect on 1st August 2024 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
