Oxford, Multiple Roads, Temporary Restrictions Due To Fair

OXFORDSHIRE COUNTY COUNCIL

(OXFORD, ST.GILES FAIR) (SPECIAL EVENT) ORDER 2024

Date of Order: 02/09/2024 Coming into Force: 08/09/2024 Notice is given that the County Council intends to make the above order under Section 16A Road Traffic Regulation Act 1984 for the annual St.Giles Fair which is promoted by Showmen's Guild of Great Britain, Guild House, 41 Clarence Street, Staines, Middlesex TW18 4SY. The effect of the order, which comes into force on 8 September, is that between 00.01hrs on Sunday 8 September and 8am Wednesday 11 September traffic measures will be in place to manage vehicles and the safety of pedestrians for the event on 9 & 10 September as follows:

Disabled Persons parking (*b) to be suspended in St Giles, Broad Street, Keble Road, Pusey Street and relocated to Blackhall Road.

PROHIBITION OF VEHICLES:

Banbury Road A4165, closed from its junction with Parks Road to its junction with Keble Road - Except east side of Banbury Road for access and parking for vehicles exhibiting a St. Giles Fair parking permit;

Beaumont Street, from St.John Street to St.Giles -. The Pay & Display parking (*d); and Goods vehicle loading bays (*c) will be suspended, except south side, parking is permitted for taxis 5 metres from Gloucester Street for 10 metre, and parking also allowed for vehicles exhibiting a St. Giles Fair parking permit.

Bevington Road, closed at its junction with Woodstock Road;

Keble Road, closed except parking permitted for fairground vehicles exhibiting a permit; Residents permit parking (*c) suspended;

St. Giles Closed; Pay and Display parking (*d) and Taxi rank suspended;

Magdalen Street East and West closed;

Pusey Street, closed from its junction with St Giles to its junction with St John Street - access only to frontages.

Woodstock Road A4144 closed from St. Giles to Observatory Street - Except parking permitted east side between Observatory Street and The Royal Oak Public House for fairground vehicles exhibiting a permit;

Little Clarendon Street closed for its entire length. Access to premises only from Walton Street. This road is to be used as access/staging area for emergency services. The 30-minute permitted parking (*c) and the marked goods vehicle loading bays (*c); and the one-way restriction (*a) will also be suspended.

Parks Road, traffic emerging into Banbury Road will only be able to turn right (northwards) away from the City.

Broad Street, Bus and taxi services will be transferred from St.Giles which will involve lowering of the No Access bollards (*a). The goods vehicle loading bays (*c) and Street Traders bay on the south side will also be suspended.

The alternative City through-route for traffic is via Worcester Street, Walton Street, Kingston Road, St. Margarets Road and vice versa.

Exemptions to the restrictions are included for emergency services and for controlled access. Access advice to properties within the closed area has been advised in writing to residencies, colleges and businesses and will be supervised by marshals.

Order suspensions: The relevant provisions of the following orders shall be temporarily suspended insofar only as they relate to the measures required for this Event:

a) The Oxfordshire County Council (City of Oxford) (Central Area) (Traffic Management) (Consolidation) (Order) 2003 (as amended)

b) The Oxfordshire County Council (Disabled Persons Parking Places - Oxford) Order 2010 (as amended)

c) The Oxfordshire County Council (Central Area Oxford) (Controlled Parking Zone and Waiting Restrictions Order 2011) (as amended)

d) The Oxfordshire County Council (Oxford Central Area) (Designation and Regulation of Street Parking Places) Order 2002 (as amended).
