NOTICE OF PROPOSAL
THE EAST LINDSEY (OFF-STREET PARKING PLACES) (CIVIL ENFORCEMENT) (CONSOLIDATION ORDER) 2014 (AMENDMENT NO.3) ORDER 2024

NOTICE is hereby given that East Lindsey District Council (“the Council”) in exercise of its powers under Section 32, 35 of the Road Traffic Regulation Act 1984 (“the Act”) and its powers under the Traffic Management Act 2004, as amended and of all other enabling powers, is proposing to make The East Lindsey (Off-Street Parking Places) (Civil Enforcement) (Consolidation Order) 2014 (Amendment No.3) Order 2024 (“the Order”) The Order is supplemental to and amends the East Lindsey (Off-Street Parking Places) (Civil Enforcement) (Consolidation Order) 2014 (the “Original Order”), the East Lindsey District Council (Off-Street Parking Places) (Civil Enforcement) (Consolidation) (Amendment No.1) Order 2015, the East Lindsey District Council (Off-Street Parking Places) (Civil Enforcement) (Consolidation) (Amendment No.2) Order 2016 and the variation of charges at off-street parking places notice made by the Council on 10 May 2017 under Section 35(c) of the Act (the Variation of Charges Notice).

The Order will come into effect on 2nd September 2024

The general nature and effect of the Order is to:

1. Designate land at Aswell Hole, off Aswell Street, Louth and Lorry Park, Bolingbroke Road, Louth and Station Road, Mablethorpe as Parking Places. These Parking Places will be added to and operate in accordance with the East Lindsey (Off-Street Parking Places) (Civil Enforcement) (Consolidation Order) 2014 (the “Existing Order”) as amended.

2. Amend the existing Order to introduce arrangements for use of the Parking Places described in paragraph 1. above including initial charges, maximum permitted parking periods as set out in the table below:

  1. Motor car as defined in

  3. No commercial vehicles or trailers unless by previous agreement.

Parking spaces marked for the use of disabled persons only. Vehicles must display a valid Disabled Persons Badge.

3. Amend the current enforcement criteria of the Existing Order to include Electric Vehicle Charging Points, which require the purchase of a valid pay and display ticket for a maximum time.

4. Amend the current scale of parking charges and days/hours of operation for the following Parking Places as follows:

The scale of charges applies below and are only valid on Arcadia Car Park. Weekly Ticket £9.00

The following permits are available to purchase:

3 months, 6 months, 9 months, and 12 months. Please see permit section for up-to-date prices.

5. Amend the description of the class of vehicles permitted in the Boston Road, Spilsby car park to include the word coaches.

6. Amend by extending the current enforcement area for the following Parking Places as identified in the plans in Schedule 1 of the Order:
a. Horncastle Market Place Car Park, Horncastle
b. North Shore Car Park, Skegness
c. Sea Road Car Park, Chapel St Leonards
d. Festival Car Park, Skegness
e. Princess Parade Car Park, Skegness
f. North End Car Park, Skegness
7. Remove from the Existing Order the following Parking Places:
a. Scarbrough Avenue, Skegness
b. Burgh le Marsh, Market Place, Skegness
c. The Sandilands, Mablethorpe
d. Park Square, Mablethorpe
e. High Street, Mablethorpe
f. All Alford Parking Places

The responsibility for these Parking Places have been transferred to Town Councils or other bodies and they will no longer be subject to the regulations in the Existing Order.

If you have any objections to the proposed Order they must be submitted in writing to the undersigned by midnight on the 28th August 2024 clearly stating your reasons for objection.
