PROPOSED CHANGES TO VARIOUS PERMITS / PERMIT CHARGES

THE MERTON (PARKING PLACES) (PERMIT CHARGES! ORDER 202*

THE MERTON (OFF-STREET PARKING PLACES) (NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, propose to make the above-mentioned Orders under sections 32, 35, 45, 46 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the 'Permit Charges' Order would be to:-

(a) vary the £20pa charge for various permits for electric vehicles to £50pa;

(b) vary the standard charge for the first resident permit to that specified in column 3 of the table in the Schedule to this notice for the corresponding controlled parking zone, with each subsequent permit for an additional vehicle charged £50 more than the previous permit;

(c) apply the additional incremental vehicle supplement of £50 for additional resident permits to electric vehicles and additional vehicles where the first vehicle is an electric vehicle, e.g. if the standard charge for the first permit is £120 per annum, an electric vehicle would attract a charge of £50 only, the standard charge for a second permit would be £170 but the charge for a second permit for an electric vehicle would £100, etc;

(d) vary the existing charges for a half-day temporary visitor permit to £3.50;

(e) vary the existing charges for a full-day temporary visitor permit to £5.25;

(f) vary the annual visitor permit to that shown in column 5 of the table in the Schedule to this notice for the corresponding controlled parking zone;

(g) vary the business permit charge from £331 or £376 for six months to £385 for 6 months;

(h) increase the charge for a teacher permit from £188pa to £220pa;

(i) formalise carer permits and introduce an annual charge of £10 for each such permit;

(j) formalise NHS on-street permits and charge £75 pa for each such permit;

(k) apply a carbon supplement of £150pa to resident, business, teacher and trade parking permits for petrol vehicles which produce carbon dioxide emissions at a rate of 226 gC02/km or higher.

NB 1: Permits issued for a duration of other than a year would be

subject to the charge on a pro-rata basis.

NB 2: The diesel supplement of £150pa would continue to apply

to resident, business, teacher and trade parking permits for

diesel vehicles.

3. The general effect of the 'Off-Street Parking Places' Order would be to revoke The Merton (Off-Street Parking Places) (No. 1) Order 2024 and re-introduce its provisions and:-

(a) apply a carbon supplement of £150pa to season tickets and permits, pro-rata, for petrol vehicles which produce carbon dioxide emissions at a rate of 226 gC02/km or higher;

(b) formalise Queens Road season tickets for police vehicles and charge £250pa for each such season ticket.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including the Council's statement of reasons can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey. Further information can also be viewed at all Merton operated libraries and on the Council's website at: www.merton.gov.uk/parkingconsultation2024.

5. Any person desiring to comment on the proposed Orders with their representation or objections and the grounds thereof should send a statement in writing of their representations or objections and the grounds thereof, either to Parking Services, London Borough of Merton, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX or alternatively by email to parkingconsultation2024@merton.gov.uk quoting reference

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (LONDON ROAD (A24) AND LOWER MORDEN LANE, MORDEN) (TEMPOORARY RESTICTION OF TRAFFIC) ORDER 2024

1. The London Borough of Merton Council, with the agreement of Transport for London, hereby give notice that because of the likelihood of danger to the public, they have made an Order, the effect of which, from 6am on Friday 9th August 2024 untill 11.59pm on Sunday 11th August 2024, will be to temporarily prohibit any person from causing or permitting any vehicle to wait, including for the purpose of loading or unloading any vehicle, in:-

(a) London Road (A24), the north-west side, between its junction with Goodwwod Cloose and its junction with Crown Road;

(b) Lower Morden Lane, the north side, between its junction with Epsom Road and its junction with Hillcross Avenue. 

2. The restrictions will apply only during such times and to surch extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

3. Any designated parking place situated in the lengths of road specified in paragraph 1 above will be suspended.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986

5. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a policed community support officer in uniform; or

6. The Order will come into force at 6am on Friday 9th August 2024 and remain in force until 11.59pm on Sunday 11th August 2024.

6. The Order will come into force at 6am on Friday 9th August 2024 and remain in force until 11.59pm on Sunday 11th August 2024.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (LANGDALE AVENUE. MITCHAM)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024

1. The Council of the London Borough of Merton hereby give notice that to facilitate gas mains replacement works in Langdale Avenue, Mitcham, they have made an Order, the effects of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to:-

(a) enter or proceed in Langdale Avenue, from its junction with Elmwood Road to the common boundary of Nos. 15 and 17 Langdale Avenue;

(b) wait, including for the purposes of loading or unloading, in the road or length of road specified in paragraph (a) above.

3. Any designated parking place situated in the length of Langdale Avenue specified in paragraph 2(a) above will be suspended for the duration of the works in the said road.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. An alternative route for diverted traffic will be via London Road and Elmwood Road or vice-versa.

6. Nothing in the Order will apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a policed community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) above insofar as access is reasonably practicable without interference with the works.

7.Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Friday 9th August 2024 and the works are anticipated to be completed within 2 weeks. However, the Order will remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) LONDON BOROUGH OF MERTON (VARIOUS ROADS! (NO. 6) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2024

1. The Council of the London Borough of Merton hereby give notice that to facilitate gas mains replacement works in De'Arn Gardens, Love Lane, Pear Tree Close, Rayleigh Gardens and Taffy's How, they have made an Order, the effect of which will be to temporarily restrict traffic in the said roads.

2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle in:-

(a) De'Arn Gardens, both sides, for its entire length; or

(b) Love Lane, both sides, from the common boundary of Nos. 47 and 49 Love Lane to its junction with Western Road; or

(c) Pear Tree Close, both sides, for its entire length; or

(d) Raleigh Gardens, both sides, from its junction with Love Lane to the common boundary of Nos. 18 and 20 Raleigh Gardens; or

(e) Taffy's How, both sides, from its junction with Love Lane to the common boundary of Nos. 18 and 20 Taffy's How.

3. Any length of designated parking place situated in the roads or lengths of road specified in paragraph 2 above will be suspended for the duration of the works.

4. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle waiting in contravention of any waiting restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) any person carrying out the works or any vehicle being used in connection with the execution of the said works; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

7. The Order will come into force on Monday 5th August 2024 and will remain in force for a maximum of 12 months. The works are expected to be carried out on a rolling basis. Warning signs will be posted and cones placed on a road before the works take place on that road.
