What is happening?

THE SURREY COUNTY COUNCIL

Stonehill Road (D3045) Ottershaw Temporary Speed Limit Order 2024
On 31 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be; a) to prohibit vehicles from driving or proceeding at a speed greater than 30 MPH in that length of; (a) Stonehill Road (D3045) Ottershaw as extends from its junction with (B386) Longcross Road to its junction with (D3045) Accommodation Road; (b) Suspend “The Surrey County Council Various Roads in Runnymede and Surrey Heath (40mph and 50mph Speed Limit) Order 2023” insofar as it affects that length of road described in Part (a) of this Notice. This Temporary Traffic Order is required to maintain the safety of event traffic for, or on behalf of The Combined Service Provider. These restrictions are anticipated to be carried out over 5 days, within the 12-month period of operation of this Temporary Traffic Order which commences on 14 August 2024. Advanced warning signs will be displayed and the temporary speed limit which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. The speed limit imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the road by or on behalf of the Police.

Kenilworth Road (D3234) Ashford Temporary Prohibition of Traffic Management Order 2024
On 31 July 2024 Surrey County Council made the above-mentioned Temporary Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to temporarily; (a) prohibit vehicles from entering or proceeding in that length of Kenilworth Road (D3234) Ashford as it extends from a point in line with the common boundary between No.80 and No.82 Kenilworth Road to a point in line with the common boundary between No.86 and the rear access to No.423 London Road; (b) prohibit vehicles from waiting, loading and unloading at any time on both sides of that length of Kenilworth Road (D3234) Ashford as it extends from a point in line with the common boundary between No.80 and No.82 Kenilworth Road to a point in line with the common boundary between No.86 and the rear access to No.423 London Road; (c) suspend “The Surrey County Council (Various Roads in the Borough of Spelthorne) Temporary Prohibition of Traffic Order No.3 2023” insofar as it affects that length of road specified in Part (a) and (b) of this Notice. This Order is required to facilitate new sewer connection works for, or on behalf of NG Tunnelling. These works are anticipated to be carried out over 6 days, between the hours of 8am and 4pm, within the 12-month period of operation of this Order that commences on 12 August 2024. Advanced warning signs will be displayed and the temporary closure and restriction, which are anticipated to be in force 24 hours per day, and the suspension of the Order will only operate when the relevant traffic signs are displayed and to the extent indicated by those traffic signs. For sub-paragraph (a) above: Access for residents, pedestrians and dismounted cyclists will be maintained at all times. Access for the emergency services and all other traffic will be via the signed diversion route. Alternative Route: (i) Kenilworth Road, Avondale Road, and (A30) London Road; (ii) (A30) London Road, (B378) Stanwell Road, and Kenilworth Road. For sub-paragraphs (b) and (c) above: Exemptions apply for vehicles when waiting because they are required by law to stop, are obliged to stop in order to prevent an accident or are prevented from proceeding because of circumstances outside the drivers control and in respect of anything done with the permission or at the direction of a police constable in uniform or of a civil enforcement officer will apply when the temporary restrictions are in force. (N.B. Disabled persons displaying a disabled blue badge will not be exempt from the temporary waiting restriction).

A309 Claygate Roundabout, Hichley Wood and D3837 Walton Park, Walton-on-Thames Temporary Prohibition of Traffic Order 2024
On 31 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be prohibit vehicles from entering or proceeding in the Schedule to this Notice. This Order is required to enable Surrey County Council to facilitate carriageway surfacing and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 7 August 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Any vehicle found to be obstructing the highway during these works will be removed to a suitable location outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. For part 2 below: to facilitate the diversion route, the order restricting heavy commercial vehicles on Oaklawn Road and Oxshott Road will be suspended. 

Schedule 1. that length of D3837 Walton Park, Walton-on-Thames which extends:- (a) from its junction north-easternmost junction with Rydens Road to its south-westernmost junction with Rydens Road; and (b) from its junction with the north-east to south-west arm of Walton Park south-eastwards to the property boundary line between Nos.4 and 4a Walton Park. Thorpe Road (B3376) Staines-Upon-Thames Temporary Prohibition of Traffic Order 2024
On 31 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Thorpe Road (B3376) Staines-Upon-Thames which extends from its junction with Wendover Road to its junction with Old School Mews, and any parts thereof. This Order is required to enable SGN to facilitate gas works, which is anticipated to be completed within 1 month, between 8am and 5pm, during the 12 month period of operation of this Order which will commence on 5 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road including access by emergency vehicles to these properties will be maintained and if necessary via the signed diversion route. Access for pedestrians and cyclists will be maintained at all times. Alternative Route – The Causeway, The Avenue, Vicarage Road and Thorpe Lea Road or vice versa.

D51 Blanchards Hill, Guildford and D265 Lower Road, Effingham/Bookham Temporary Prohibition of Traffic Order 2024
On 31 July 2024 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to:- (a) prohibit vehicles from entering or proceeding in the Schedule to this Notice; and (b) suspend the restriction on heavy commercial vehicles on C43 The Street insofar as it relates to such prohibition only. This Order is required to enable Surrey County Council to facilitate carriageway patching and/or major maintenance works which is anticipated to be completed as soon as possible within the 18 month period of operation of this Order which will commence on 7 August 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. Alternative Route – D267 Manor House Lane, A246 Guildford Road and C43 The Street.

Various Roads in the Borough of Guildford (Guildford 10k Event) (Temporary Traffic Measures) Order 2024
On 30 July 2024 Surrey County Council made the above mentioned Temporary Order, pursuant to Sections 16A and 16B of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit all vehicles and persons riding, leading or driving horses or any other animals, from entering or proceeding along those lengths of roads specified in the Schedule to this Notice, or any parts thereof. The Order will come into effect on 10 August 2024, for a period of two days and is required to facilitate the holding of an event on the highway, namely the Guildford 10k running event. The temporary closure will not apply to such vehicles being used in connection with the said event, or to anything done on the direction or with the permission of a police constable in uniform or a traffic marshal, or any sign placed by Surrey Police. Emergency access will be maintained for the police, fire brigade and ambulance services and for organisations responsible for dealing with the loss of supplies of gas, electricity, water or electronic communications, to premises in the area and for the removal of any obstruction to traffic. The Council are satisfied that, in order to avoid danger to persons or other traffic using the road to which this Order relates, or for preventing the likelihood of any such danger arising, vehicular access to premises situated in the aforesaid lengths of roads, or accessible only therefrom, may be restricted, save as indicated above. The prohibition will only be operative while the relevant signs are displayed, though it is anticipated that the closure will only take effect between 7am and 9.30am on 11 August, save that High Street between Quarry Street and North Street will be closed from 6pm on 10 August until 10am on 11 August. The existing prohibition of traffic in the said length of High Street and the one-way driving restriction in Market Street, imposed by The County Council of Surrey (Guildford) (Traffic Regulation) Order 1987 (as amended) will be suspended whilst this Order operates. Access for pedestrians will be unaffected. The Council are also satisfied that the event to which the Order relates cannot be held otherwise than on a road. Traffic will be diverted via the A247 and the A3. A copy of the proposed Order, together with a plan showing the event route, may be inspected free of charge at Guildford Library, 77 North Street, Guildford, Surrey, GU1 4AL, during normal opening hours. Fernhill (D6849) Oxshott Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Fernhill (D6849) Oxshott. This Order is required to facilitate installation and removal of underground cable works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 7 days, during the 12-month period of operation of this Temporary Order that commences on 27 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. 
Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. 
There is no alternative route for this closure.

Halfpenny Lane (D218) Chilworth Temporary Prohibition of Traffic Order (No.1) 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Halfpenny Lane (D218) Chilworth as extends from its junction with the access to the property known as “Tyting Cottages” to its access with the property known as “St Marthas Priory”, and; (b) Suspend “The Surrey County Council Halfpenny Lane (D218) Chilworth Temporary Prohibition of Traffic Order (No.1) 2023” insofar as it affects that length of road specified in part (a) of this Notice. Alternative Route: Blacksmith Lane, (A248) Dorking Road, (A248) Chilworth Road, Guildford Lane, and White Lane, or this route in reverse. This Order is required to carry out new water mains connection works for, or on behalf of Road Traffic Solutions. These works are anticipated to be carried out over 11 days, between the hours of 7am and 7pm during the 12-month period of operation of this Order which will commence on 27 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for pedestrians will be maintained at all times. It will not be possible to maintain access through the closure for emergency services, residents and businesses and all vehicular traffic will be required to use the signed diversion route. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.

Water Lane (D219) Albury Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Water Lane (D219) Albury as extends from its junction with the access to the property known as “New Barn Farm” to its junction with the access to the properties known as “Upper Cottages”. This Order is required to facilitate mains water connection works for, or on behalf of Road Traffic Solutions. These works are anticipated to be carried out over 16 days, between the hours of 7am and 5pm, during the 12-month period of operation of this Order which will commence on 28 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Due to the nature of the works, it will not be possible to maintain vehicular access through the works area, this includes emergency service vehicles. Pedestrian access for residents only, within the closure area, will be maintained at all times. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/ or for preventing the likelihood of any such danger arising There is no diversion route for this closure.

Church Road (B3407) Egham Temporary Prohibition of Traffic and Right Turn Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under section 14(1) of the Road Traffic Regulations Act 1984, the effect of which will be to prohibit vehicles that are travelling north eastbound on Church Road (B3407) Egham from turning right into (D3170) The Grove. Alternative Route: North eastbound on (B3407) Church Road, (B3407) High Street, take 4th exit back on to (B3407) High Street, and south westbound on (B3407) Church Road. This Temporary Traffic Order is required to facilitate repair and replacement chamber works for, or on behalf of Affinity Water, on (D3170) The Grove. These works are anticipated to be carried out over 3 days between, the hours of 8am and 4pm, within the 12-month period of operation of this Temporary Order that commences on 28 August 2024. Advanced warning signs will be displayed, and the temporary prohibition, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. The above restriction shall not apply to vehicles being used in relation to anything done with the permission or at the direction of a police constable in uniform; or in accordance with any restrictions or requirement indicated by traffic signs placed on the road by or on behalf of the Police.

Crown Road (D3196) Virginia Water Temporary Prohibition of Traffic Order (No.1) 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Crown Road (D3196) Virginia Water as extends from its junction with (D3196) Crown Road Service Road to its junction with (C10) Trumps Green Road; and (b) Suspend “The Surrey County Council Crown Road (D3196) Virginia Water Temporary Prohibition of Traffic Order 2023” insofar as it affects that length of road specified in Part (a) of this Notice. Alternative Route: Trumps Green Road, Wellington Avenue, and Crown Road, or this route in reverse. This Order is required to facilitate utility works for, or on behalf of Affinity Water. These works are anticipated to be carried out over 3 days, between the hours of 8am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 28 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. All other vehicular traffic will be required to follow the diversion route.

Ruggles Brise Road (D6318) Ashford Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Ruggles Brise Road (D6318) Ashford. Alternative Route: Buxton Road. This Order is required to facilitate utility works for, or on behalf of Affinity Water. These works are anticipated to be carried out over 5 days, between the hours of 8am and 4pm, during the 12-month period of operation of this Temporary Order that commences on 29 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. 

Roke Lane (D142) Witley Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Roke Lane (D142) Witley as extends from its junction with (A283) Petworth Road to its junction with (D939) Middlemarch; (b) Suspend “The Surrey County Council (Roke Lane, Witley) One-Way Revocation and Traffic Regulation Order 1968” in its entirety. Alternative Route: Roke Lane, Sunny Down, Wheeler Lane, and (A283) Petworth Road, or this route in reverse. This Order is required to facilitate telecom utility works for, or on behalf of C8TM. These works are anticipated to be carried out over 7 days, between the hours of 8am and 6pm, within the 12-month period of operation of this Order which will commence on 27 August 2024. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. 
Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and cyclists. 

D6821 Oaken Lane, Claygate Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of D6821 Oaken Lane, Claygate which extends from its junction with D6821 Manor Road South to its junction with D6835 Littleworth Road. This Order is required to enable Surrey County Council to facilitate carriageway patching and/or major maintenance works which is anticipated to be carried out as soon as possible within the 18 month period of operation of this Order which will commence on 19 August 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for pedestrians and cyclists will be maintained at all times. Access to premises within the affected length of road, including access for emergency service vehicles to these properties, will be maintained when safe to do so and if necessary via the signed diversion route. In the event that it is necessary to restrict any access at any time under Section 3 of the Act, the road can only be closed for a maximum of 8 hours in any 24-hour period. D5401 Farncombe Hill, Godalming Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles and pedestrians, including any other traffic proceeding by any other means, from entering or proceeding in that length of D5401 Farncombe Hill, Godalming which extends from its junction with Twycross Road and its junction with Huxley Close. This Order is required to enable Surrey County Council to facilitate footway slurry works and/or major maintenance works which is anticipated to be completed between 7am and 5pm, as soon as possible within the 18 month period of operation of this Order which will commence on 22 August 2024. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Due to the nature of the works, it will not be possible to maintain access at any time. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises, including emergency service vehicle access, within the length of roads specified or accessible only therefrom may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising. No sole pedestrian means of access to any premises will be affected. Alternative Route – D5401 Twycross Road and D5401 Huxley Close.

Wetton Place (D7025) Egham Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Wetton Place (D7025) Egham.

Alternative Route – No diversion route available. 
This Order is required to allow Affinity Water to carry out water works, which is anticipated to be completed within 4 days, between 8:00am and 6:00pm, during the 12 month period of operation of this Order which will commence on 20 August 2024. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in force 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency vehicles, residents, pedestrians and cyclists will be maintained at all times. 

C245 Littleton Lane, B376 Laleham Road and B376 Shepperton Road, Shepperton Temporary Prohibition of Traffic Order 2024
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in:- a) That length of B376 Laleham Road, Shepperton that extends from its north-western junction with Service Road fronting 365 to 401 Laleham Road, to the south-eastern property boundary of “No.391 Laleham Road”. b) The entire length of C245 Littleton Lane, Shepperton. c) The entire length of B376 Shepperton Road, Shepperton. This Traffic Order is required to enable Careys to carry out civil engineering and/or associated carriageway and footway and/or maintenance works. These works are anticipated to be carried out between the hours of 8am and 6pm, within the 18 month period of operation of this Temporary Order that commences on 20 August 2024. Advanced warning signs will be displayed and the temporary closure which is anticipated to be required for 24 hours each day, will only operate when the relevant traffic signs are displayed. Access for pedestrians and, dismounted cyclists and equestrians will be maintained at all times. Access for emergency services, residents, businesses will be maintained via the vehicular diversion routes described below: -

For a) B376 Laleham Road, Shepperton – Access will be via the southern access/egress only. For b) C245 Littleton Lane, Shepperton – Alternative route – Northbound – At the roundabout junction of Littleton Lane and Chertsey Road take the 2nd exit onto Chertsey Road. Continue forwards in eastbound direction to Renfree Way. At the roundabout junction with Renfree Way and the High Street take the 2nd exit onto the B375 Russell Road. Continue to the roundabout junction with the A244 and Gaston Bridge Road. Take the 1st Exit onto Gaston Bridge Road. Continue northbound to the roundabout junction of Gaston Bridge Road and the B376 Green Lane. Take the 1st exit onto the B376 Green Lane. Continue forward to the crossroads with B376 Green Lane and High Street /Old Charlton Lane. Continue westbound onto the B376 Laleham Road. Continue forward to the roundabout junction of the B376 Laleham Road and Squires Bridge Road. Diversion Ends. Southbound diversion in reverse order. (Note access to remain for industrial units and sailing club from the South). For c) B376 Shepperton Road, Shepperton – Alternative route – Eastbound – Follow the B376 Shepperton Road to Laleham Village. At the roundabout junction of the Broadway and Staines Road, take the 2nd exit to continue straight over onto the Broadway. Continue on the Broadway until it becomes Ashford Road and continue on the B377 Ashford Road to its roundabout junction with Kingston Road. At the Roundabout take the 2nd exit onto the B377 to its junction at the Staines Bypass Roundabout. Take the 3rd exit onto the A308 Staines West Road. Continue Eastbound towards the traffic signal junction with Ashford Road. Take the right turn only lane onto Ashford Road at the traffic signals. Continue to the roundabout junction with Spelthorne Road and Charlton Road. Take the 2nd exit onto Charlton Road. Continue forward onto New Road and then onto Squires Bridge Road. 

Diversion Ends at the roundabout junction of Squires Bridge Road and the B376 Laleham Road. Westbound diversion is in reverse order.
